61/17 PUBLIC PARTICIPATION.
None.
62/17 APOLOGIES FOR ABSENCE.

63/17 MINUTES and MATTERS ARISING.
The minutes of the meeting held 5thJune2017were approvedand signed
by theChairman as a true record. No matters arising from previous minutes were
noted.
64/17 DECLARATION OF INTERESTS

64/17 CLERK’S REPORT AND ACTION LIST.
- Advert for new Parish Clerk. The advert drew no suitable applicants. The Clerk and Councillors will do some head hunting in nearer towns to try to find a replacement A S A P. Thame and Haddenham have put our advert in their newsletters.Noted
- Allotments re Dogs. The saga continues. The Council has to pass the resolution already circulated to rescinding resolutions 31/17 and 41/17 banning dogs and then allowing dogs respectfully. The reasons are fully described in the special resolution. Approved by Council. The subject can then be addressed once and for all at the planning meeting on 17th July as six months are well passed the December resolution. The Clerk has conducted a secret ballot to enable Council to make the decision in July.Noted.
- Football Field The seeds and maintenance was carried out by Stonethorpe however the heat wave that followed has not helped. The clerk noted that it is sad to note that having put the water hose pipe point in a few years ago at a cost of £3000c we have never used it.
4Vacancies for Councillors. No applications were received by the electoral services at AVDC. We can now proceed to find people to co-opt to Council. We have appointed Mr P Davies but need two more. One contact has been made and Cllr Smith has a few others whom she will approach. Clerk will send Cllr Smith the duties and responsibilities to show prospective candidates. Note
5Fitness equipment. Unfortunately the supplier has lost his contact for installation so we will be delayed a short while. The Clerk will chase up the supplier for action.Noted
6Bus shelter Chilton Road. The Clerk was authorised to purchase a bus shelter at around £3,4K and further pay for the existing shelter to be demolished.
7Guide to Campaigners.Neighbourhood plan.The Clerk advised that sent all Councillors the electronic document advising on restrictions on publicity and limit on expenditure.
The Chairman went through the document and gave the Councillors a summary of the dangers for Council, Councillors and Campaigners. The period of purdah 28 days before the referendum must be adhered to with no publicity on the Plan.

The schedule was discussed and the following was decided or noted.
Westfield verges. Cllr Smith had met with the concerned residents and the Clerk was authorised to get approval from T f B and then purchase 17 small verge masters and have them installed. Website. The clerk advised that he had spoken to the contractors(Lorraine) and was advised that substantial progress has been made. They will address an E Mail to Cllr Frew and copy the Clerk requesting the additional information they require. Cllr Lismore requested the Clerk ask Cllr Frew if he had an implementation plan and send us a copy.
65/17 Planning.
The minutes of the Planning Committee meeting held on 19th June,2017 were noted.
The following planning comments were made by the Chairman and Cllr Smith.
Wainwrightsit was mentioned that the Council had submitted their issues to support the
objection.The full consultee comments are available on AVDC’s website. Briefly the
Council’s objection included- The siting of the footpath, boundary, massing, ownership
of land at bottom road in Wainwrightsaccess, working hours etc.Cllr Hawkett indicated
that he may assist by calling in the application to enforce that it goes to committee for
consideration.
66/17 FINANCE
The cheques drawn forMaytotalling£7658.85wereapproved for payment andthe bank balanceswere noted.
67/17 CORRESPONDENCE
No correspondence was noted.
68/17 REPORTS.The Chairman read out the latest Neighbourhood Plan report which is
attached to these minutes.
69/17 ANYOTHER BUSINESS.( FOR INFO ONLY)
Cllr Smith -45 High Street. The clerk will write to the enforcement team A V D C requesting them to check the boundary wall which is in the conservation area together with the changes to the footpath belonging to B C C .No planning application had been submitted.
Cllr Davies- Advised that he had not received a reply to the obtaining of a waste bin for the fete on Saturday. He was advised to contact a Camden again to get clarity of the supplier and the Council will pay the cost as it did last year. Cllr Cozens who has taken over the Council’s representation on the fete committee had not been contacted at all regarding the fete.
Cllr Asher- advised she had attended the participation group’s meeting with no Chairman being present. It was noted that the NHS had refused the option of moving the surgery. The Clerk will write to the C C G to advise them that we have land they could use for a new surgery on the Madges site in Chearsley road.
Cllr Smith- Advised she would be away for the next planning meeting on 17th July and requested Cllr Lismore to Chair the meeting which was agreed.
Cllr Cozens- advised that the school will be having an open day on 10th July 2017.
The Clerk- expressed his disappointment that no supervision reports had been submitted by Councillors. Cllr undertook to do a report on a monthly basis. A format has been distributed some time ago.
Cllr Lismore- Raised the issue of perhaps employing a street sweeper type person to assist to keep the village looking very good. This will be discussed again later.

Long Crendon Parish Neighbourhood Plan Update 3rd July 2017
MESSAGE FROM THE CHAIRMAN OF THE PARISH COUNCIL
It’s almost two years to the day that the Parish Council and the Neighbourhood Plan Steering Group commenced work on creating the Long Crendon Parish Neighbouhood Plan (LCPNP).
I am delighted to report that the LCPNP has been passed by an independent Examiner Derek Stebbing B.A. (Hons), Dip E.P.,MRTPI.
The final stage of creating the LCPNP is for the village to vote at the forthcoming Referendum that will be arranged independently by AVDC.
If you would like to find out more, the documents relating to the Neighbourhood Plan and Referendum will be on display in the Library, the Post Office and the Flower Pot later this month.
The Examiner stated:
“From my examination of the LCPNP and its supporting documentation including the representations made, I have concluded that subject to the modifications set out in this report, the plan meets the Basic Conditions”
The recommended amendments have now been made by both AVDC and the Parish Council.
The Examiner further stated:
“I recommend the plan, once modified proceeds to Referendum on the basis that it has met all the relevant legal requirements”
In part summary the Examiner stated:
“It is clear that the Long Crendon Neighbourhood Plan is the product of much hard work during the past two years by the Parish Council, the Neighbourhood Plan Steering Group and the many individuals and stakeholders who have contributed to the development of the Plan. There is no doubt in my view that the Plan reflects the aspirations and objectives of the Long Crendon community for the future development of their community up to 2023. The output is a plan which should help guide the Parish’s development over that period in a positive way and it should also assist good decision making on planning applications by Aylesbury Vale District Council”
It is now up to all of us to understand the effect of adopting a Neighbourhood Plan and to take the opportunity to vote at the forthcoming Referendum.
