MINUTES OF THE SPECIAL MEETING OF THE MAYOR AND CITY COUNCIL OF THE CITY OF YOUNGSVILLE, LOUISIANA HELD ON MONDAY, JULY 22, 2014 AT 6:00 PM AT YOUNGSVILLE CITY HALL

PRESENT: Mayor Wilson B. Viator, Mayor Pro Tempore Brenda Burley (Div. B), Councilman Ken Ritter (Div. A), Councilwoman Dianne McClelland (Div. E)

ABSENT: Councilman A. J. Bernard (Div. C), Councilman Tim Barbier (Div. D),

STAFF: Rick Garner (CEO), Sally Angers (Asst. City Clerk), Tim Robichaux (Sports Complex Director) and George Knox (City Attorney)

AGENDA ITEM 1. Youngsville Chamber of Commerce Presentation and request for funding.

Jeremy Hidalgo, Youngsville Chamber, made a presentation to the Council which outlined the Chamber’s reason for the funding request. He stated that the vision of the Chamber is to hire an Executive Director/Economic Development Office who will assist the City.

After much discussion, a motion to table until the next Council meeting was offered by Ms. McClelland, seconded by Ms. Burley, and the vote was as follows:

YEAS: Ritter, Burley, McClelland

NAYS: None

ABSENT: Bernard, Barbier

Motion was approved

AGENDA ITEM 2. Chemin Metairie Parkway Phase I – Road Reconstruction discussion. Mayor Viator stated that the Chemin Metairie Parkway Roundabout is currently being reconstructed and that now it is time to fix the road before it gets any worse. He stated that he placed this on the agenda to give the Council some options as to what they would like to see done.

Much discussion took place on the causes of the failure, whether it was engineering design, poor construction or unanticipated traffic load on the roadway. (Full discussion is on the meeting recording).

City Engineer Dax Douet gave the following options for repairs:

1. Tear up the road completely and rebuild.

2. Overlay with 9” of asphalt

3. Asphalt patch with 2” overlay

Mayor Viator stated that there is not enough money in the fund balance to rebuild the road. He said that with the current cash money available, he recommends a solid asphalt patch with a 2” overlay at a cost of approximately $1 million and the funding could be taken from the monies budgeted for the new administrative building.

There being no further business to come before the Council, a motion to adjourn was offered by Ms. McClelland, seconded by Ms. Burley, and unanimously carried.
