To note the Minutes of the meeting held on 7th February 2017.
4. Additional items of business
To determine whether there are any additional items of business which, byreason of special circumstances, the Chairman decides should be consideredat the meeting as a matter of urgency.
5. Declarations of interest
To receive any declarations of interest from Members relating to any item on the agenda in accordance with the provisions of the Code of Conduct and/or indicate if S106 of the Local Government Finance Act 1992 applies to them.
6. Exclusion of the Public
To determine during which items, if any, the public are to be excluded from the meeting.
7. Public Forum
To consider questions, statements or petitions from members of the public who are welcome to the meeting and have a total of 10 minutes to make their representations to the Committee.
PUBLIC ITEMS
8. Town Hall Transfer
To consider a report detailing progress to date on this key transfer of responsibility to Colne Town Council and recommendation to Full Council to legally transfer ownership from Pendle Borough Council to Colne Town Council on 1st May 2017.
9. Tenanted Properties
To consider a report outlining Landlord and Tenant Act Implications regarding the proposed transfer of 5 tenanted properties to Colne Town Council and to seek approval from Members as to new offer terms.
10. Resilient Heritage Lottery Fund Grant Award
To consider a report advising of the successful outcome of this grant application and the financial and resourcing implications involved in now taking this forward.
11. Year end outcome
To consider a report outlining the year-end financial position and reserves -subject to audit
12. 2017-2018 Year Start budget
To consider a report outlining the year end forecast financial position.
13. Carry over requests
To consider a report detailing any unspent 2016/17 budget requests to be carried over into the new financial year.
14.Facility Management Booking Software
To consider a verbal request to purchase Facility Management Software compatible with existing Accounting Software in order to use for booking out space for existing and future facilities /events.
15.Responsibilty Change of Committee
To consider a report proposing that the Finance and Employment Committee also assume the responsibility of overseeing services transfer and be renamed The Finance, Employment and Services Transfer Committee
