974.325.16 APOLOGIES FOR ABSENCE

Apologies for absence were received from Mr M Jackson due to work commitments.

975.325.16 DECLARATIONS OF INTEREST

There were no declarations of interest.

976.325.17 NOTES OF THE LAST MEETINGS HELD ON 25th NOVEMBER 2015

It was proposed by Mr A Daubney, seconded by Miss P Covell and agreed unanimously to accept the minutes of the meetings held on 25th November with no amendment.

977.325.17 BILLINGBOROUGH PLAYING FIELD

Cllr. A Bain of Billingborough Parish Council attended the meeting to give an update of the plans for the playing field. This included a safety report being carried out on the current equipment, new play equipment of £8,000 had been ordered and a grant from the South Kesteven District Council had been applied for.

Further expenditure on new equipment was planned, with a survey of pupils of local schools being carried out. Two new picnic benches would be purchased to encourage more use. Long term projects included renewing the skate park, and tennis court.

Issues of fly tipping, vandalism and dog mess were discussed and it was hoped that engaging with the local youth would encourage them to take ownership.

Cllr Bain was thanked for his update.

CLERK’S REPORT ON MATTERS OUTSTANDING

978.325.17 Broadband in the village. The Clerk reported that further investigation had revealed that the high speed update was available throughout the village.

979.326.16 Framing of photographs for Meeting Room. The Clerk reported that it would cost £200 to frame the 11 photos, and this expenditure was agreed.

980.326.16 The Paddocks. An update was given on the Paddocks, and Cllr King reported on the latest position.

CORRESPONDENCE

981.326.16 Managing the risk of flooding – update from the Black Sluice Internal Drainage Board. The update from the Black Sluice Drainage Board had been circulated prior to the meeting.

982.326.16 Request from Billingborough Parish Council for £1,000 for 2015/16 costs towards the recreational playing field costs. Following the update from Cllr Bain, it was proposed by Miss L Brown and seconded by Mr A Daubney, and agreed unanimously to made a donation of £1,000 towards the costs. This payment to be made after 1 April 2016.

983.326.16 Electoral review of Lincolnshire – draft recommendations. The Clerk reported that the draft recommendations of the electoral review of Lincolnshire had been circulated prior to the meeting and no comments had been raised

984.326.16 The Queen’s 90th Birthday beacons. A letter had been previously circulated regarding the possible celebrating of the Queen’s 90th birthday by the lighting of beacons on 21st April. It was felt that the occasion was already being celebrated by the proposed street party.

985.326.16 Request from Horbling Parochial Church Council. A request from Horbling Parochial Church Council was circulated with the agenda. This request was for a donation towards the fund for better community facilities in the church. After discussion, Mr D Campsill proposed and Mr J Pickard seconded and it was agreed by a majority to pledge a donation of £500 towards this fund.

986.326.16 New copies of Good Councillor’s Guide 2016. It was agreed that the Clerk should obtain two hard copies of the Good Councillor’s Guide 2016 and circulate by email the soft copy to Councillors.

FINANCIAL REPORT

987.326.16 Treasurer’s report.

Miss L Brown proposed, Miss P Covell seconded and it was agreed unanimously to accept the Treasurer’s report.

988.327.16 Approval of payments since last meeting.

Mr A Daubney proposed, Miss P Covell seconded and it was agreed unanimously to approve the payments since the last meeting.

989.327.16 External audit for smaller authorities. The Clerk reported that the legislation regarding authorities with annual turnover of below £25,000 was still not clear and a further update would be given once the position was clarified.

990.327.16 HIGHWAYS REPORT

Notice of a temporary road closure for Stow Lane had been previously circulated to allow for the repair of the road over the bridge.

THE MEETING ROOM AND THE PLOUGH INN

991.328.16 Report on Plough Inn. Quotes were being obtained for the work highlighted at the last meeting with a view to the work being undertaken in the spring. Ongoing a four year plan would be formulated.

992.328.16 Replacement chairs and tables – Meeting Room. Mr M Jackson would hopefully provide details of what was available from the ESPO contract via the School to the next meeting.

993.328.16 Use of Meeting Room by Church. The Clerk reported that a donation of £75.00 towards the heating etc for use of the Meeting Room had been received.

PLANNING APPLICATIONS

994.328.16 Church Farm. The planning application for alteration to a listed building had been approved.

995.328.16 STREET PARTY TO COMMEMORATE THE QUEEN’S 90th BIRTHDAY – 11TH JUNE 2016. In the absence of Mr Matt Jackson, Mr D Campsill gave an update on the arrangements for the street party. The proposals were to close Spring Lane, information to do this had been received from the highways Department which seemed quite straight forward. A marquee would be hired to cover the whole of the car park with large umbrellas down Spring Lane. The format for the day would be activities for children during the day and in the evening a mini beer festival with possibly two groups.

Catering was still being discussed, possible volunteers being asked for cakes and salads with the basic catering being outsourced to the Plough Inn. A newsletter drop would be carried out through the village to gauge a rough idea of numbers.

After further discussion it was suggested that a draft budget of £3,000 be allocated for this event. Mr A Daubney proposed to accept this recommendation, Miss L Brown seconded and it was agreed unanimously, The Clerk agreed to contact the insurance company to confirm that liability insurance was covered.

It was suggested that this should be advertised widely in the parish magazine as lots of volunteers would be needed.

996.328.16 POSSIBLE VILLAGE SHOW. Following the suggestion by Miss L Brown it was felt that a possible village show, with the street party this year, should be deferred until 2017 but a scarecrow competition could possibly be combined with the street party.

997.328.16 GOOD NEIGHBOUR SCHEME. The Clerk confirmed that she had circulated all information to the Council via email.

998.329.16 PLAYING FIELD SITE ON BIRTHORPE ROAD, BILLINGBOROUGH. Cllr Mike King gave a brief outline of the proposed plans for the playing fields and allotments on the former Aveling school site on Birthorpe road. It was hoped that the playing fields would be a shared facility and that there would be up to 40 allotments.

IT WAS PROPOSED BY MR D CAMPSILL, SECONDED BY MR A DAUBNEY AND AGREED UNANIMOUSLY THAT THE MEETING SHOULD GO INTO CLOSED SESSION.

ANY OTHER ITEMS FOR URGENT DISCUSSION

There were no other items for urgent discussion.

1001.329.16 DATE OF NEXT MEETING

It was agreed that a special meeting would be held on Wednesday, 6th April at 7.30 pm to finalise the arrangements for the street party, ratify the quotations for the work at the Plough Inn and look at possible options for new chairs and tables in the Meeting Room.

The Annual General Meeting would be held on Wednesday, 18th May 2016, with the Horbling General meeting starting at 7.00 pm followed by the Annual General Meeting of the Parish Council.

There being no further business, the meeting ended at 8.45 pm.
