A tour of Conejo Recreation and Park District facilities took place at 5:00 p.m. Guests met at the main facility in the City of Thousand Oaks and were bused to the Chumash Museum. In route, the guests were driven by several Park District sites.
The regular meeting of the Ventura County Special Districts Association was held at Conejo Recreation and Park District, 403 Hillcrest Drive, Thousand Oaks, CA, on June 6th, 2006.
The meeting was called to order by Ted Grandsen, President of the Association, at 6:55 p.m.
WELCOME
1. President Grandsen thanked everyone for attending. He complimented staff from Conejo Recreation and Park District (Conejo) for the tour of their facilities and for hosting the meeting. He gave a presentation on the process that Special District’s followed to become members of LAFCO. Joe Gibson, Chairman of the Board of Directors for Conejo, thanked everyone for attending and then introduced staff members. He gave a brief background on their job assignments. George Lange, Board of Director for Conejo, also thanked everyone for their participation that evening.

MINUTES
George Lange moved, seconded by Al Fox, that the minutes of April 4th, 2006, be approved. Motion carried.
TREASURER’S REPORT
1. President Grandsen said Jack Curtis was unable to attend that evening and that a Treasurer’s Report would be given at the August meeting.
OLD BUSINESS
1. Kim Uhlich informed the group that Call for Nominations material would be mailed on June 8th due to LAFCO President, Dick Richardson’s term ending December 31st, 2006. Per the Special District rules, the current LAFCO Vice President, George Lange would ascend to the President position thus making available a vacancy for Vice President. She encouraged the Members participation in the selection process.
2. Dee Zinke provided an update on legislation of interest to Special Districts. She reviewed several bills related to local governance and touched on a local water bill AB 2522 (Nava) which would create a fund to remove septic tanks contaminating ground water supplies in the region. She answered questions related to septic tanks in the El Rio area and the Los Angeles Regional Water Quality Control Board’s notice to remove those tanks.

GUEST SPEAKERS
1. Tex Ward, General Manager for Conejo Recreation and Park
District, thanked everyone for attending. He gave a brief background on the Park District and the services it provides and offers to the community. The group was invited to sit-in on a rehearsal/audition for a summer play and was able to view a mini performance that was taking place in the Black Box Theatre.

ADJOURNMENT
President Grandsen declared the meeting adjourned at 8:08 p.m. Jim Acosta informed the group that he would confirm that the August 1st meeting would be held at the Toland Landfill in Santa Paula.
