MINUTES
The Board of Aldermen of the City of Springhill, Louisiana met in regular session in the Council Chambers at Springhill City Hall on Monday, December 12, 2016 at 5:00 P.M. with Mayor Carroll Breauxpresiding.
PRESENT:Dimettera Frazier,Dennis Smith, Ross Fleming, Adam Harris, and Ronnie Dees,Aldermen.
ABSENT:None.
Stuart McMahen, City Attorney,opened the meeting with prayer.
Adam Harris, Alderman, led the Pledge of Allegiance.
MOTION was made by Ronnie Dees, seconded by Adam Harris, to approve the minutes of the last regular meeting held on October 10,2016.
MOTION CARRIED.
PUBLIC COMMENT: None.

A Resolution entitled “A Resolution approving and adopting a Louisiana Compliance Questionnaire as to the City of Springhill, Louisiana 71075” for Audit FYE 6/30/16 was presented.
MOTION was made by Dimettera Frazier, seconded by Dennis Smith, to adopt said Resolution.
MOTION CARRIED.
A Resolution entitled “A Resolution by the City of Springhill authorizing and directing the Louisiana State Mineral and Energy Board and the Office of Mineral Resources to accept nominations, advertise for, accept and award bids, and execute all oil, gas and mineral leases, affecting the City of Springhill’s Interest in the City of Springhill’s Lands as further describe herein” was presented.
MOTION was made by Ronnie Dees, seconded by Ross Fleming, to adopt said Resolution.

A planning and zoning request for changing the zoning classification for property located at 116 Edgar Street from R-1 Residence District to R-3 Residence District was presented to the Council.
MOTION was made by Dennis Smith, seconded by Dimettera Frazier, to send the request to the Planning and Zoning Commission Board.
MOTION CARRIED.
MOTION was made by Adam Harris, seconded by Dimettera Frazier, to table the Ordinance entitled “An Ordinance Authorizing the Public Sale of Adjudicated Properties in the City of Springhill, its Procedures and Related Matters”.
MOTION CARRIED.
MOTION was made by Ronnie Dees, seconded by Adam Harris, to authorize the Mayor to enter into an agreement with Entergy for running electricity to the Springhill Recreation Complex.
MOTION CARRIED.
MOTION was made by Ross Fleming, seconded by Dennis Smith, to authorize the Mayor to enter into a cooperative endeavor agreement between the City of Springhill and Wes Taylor of Taylor LLC for the removal of the airport hangar at the Minden Airport.
MOTION CARRIED.
MOTION was made by Dennis Smith, seconded by Adam Harris, to authorize the Mayor to enter into a cooperative endeavor agreement between the City of Springhill and the City of Minden for the donation of the airport hangar building.
MOTION CARRIED.
MOTION was made by Adam Harris, seconded by Dennis Smith, to pay the bills for October 2016 totaling $74,495.80.
MOTION CARRIED.
