It is recommended the Board of Trustees of the Mt. San Jacinto Community College District approves the transfer of the attached budget appropriations.
BACKGROUND:
The 2004-2005 adopted budget represented the best estimates in both income and expenditures. As the year progressed we found some accounts with surplus funds and some under-budgeted. This agenda item provides the authorization to accomplish the needed transfers.

It is recommended the Board of Trustees approves the transfers of appropriations.

The resolution for expenditure of excess funds is attached.
BACKGROUND:
The District has been advised it will receive additional revenues for the general fund unrestricted in the amount of $71,000 in lottery funds and $570,000 due to an apportionment adjustment. There will be additional revenue in the general fund restricted in the amount of $87,385.22 in lottery funds for fiscal year 03-04 and 04-05 and $24,000 for the Board Financial Assistance Program (BFAP).
SUPERINTENDENT/PRESIDENT’S RECOMMENDATIONS:
Whereas, the governing Board of the Mt. San Jacinto Community College District has determined that income in the amount of $752,385.22 is assured to said District in excess of amounts previously budgeted, and
Whereas, the governing Board of the Mt. San Jacinto Community College District can show just cause for the expenditure of such excess funds,
It is recommended that such excess of funds be appropriated according to the schedule on the attached page.
BUDGET IMPLICATIONS:
The adoption of this resolution will increasethe general fund unrestricted by $641,000 (fund 11) and the general fund restricted (fund 12) by $111,385.22. A budget for the above programs will be filed with the Riverside County Office of Education and administered according to the State Budget and Accounting Manual, the Education Code, and Board Policy.

Parent Participation Agreement
BACKGROUND:
The current program offerings have been reviewed as part of the continual effort to ensure offering quality services for all families.
The Child Development and EducationCenters are requesting approval for the establishment of a pilot parent cooperative program at Menifee Valley Campus for Fall 2005. The proposed CDEC Pilot Parent Cooperative Program will seek to enrich and strengthen parenting skills as part of the preschool program, while dramatically reducing staffing costs with parent participation.
Addendum to the proposed fee change for the child development centers:
- Part time options for preschool at the Menifee campus will be limited to one room only. The other two preschool age classrooms will continue to provide full day child care only.
- The part day program will be a parent cooperative style preschool program. Based on the more traditional model of preschool education, the tuition costs will be significantly lower due several factors:
- Parents will serve as helpers in the classroom under the direction of the paid staff. This will aid in staffing costs reductions.
- Children enrolled in the part day program will attend three hours per day. The three hour per day schedule eliminates the need for meal service in that classroom.
SUPERINTENDENT/PRESIDENT’S RECOMMENDATION:
It is recommended that theAddendum to the proposed program change for the child development centers
for the Parent Cooperative Program be adopted effective 7/1/05.
BUDGET IMPLICATIONS:
The adoption of this resolution will increase funding to stabilize the fiscal operations of the Child Development and EducationCenters.
