Introduction
This Introduction is a general overview of the 2010-2011 Update to Perkins IV Local 5-Year Plan, Local Improvement Plan, and Basic Annual Application. For the purposes of this document, the 2010-2011 Update to Perkins IV Local 5-Year Plan, Local Improvement Plan, and Basic Annual Application will be referred to by the short title of the Local Plan Update. For complete instructions on filling out the application, see the 2010-2011 Guide to the Perkins IV Local Plan Update, available on the ODE website.
The phrase, “Perkins-eligible Programs of Study” means any program that is listed with the Oregon Department of Education and is scheduled for the Program of Study application process by 2012-2013.
The 2010-2011 Local Plan Update is divided into the following sections:

Part IA, Local or Consortium Basic Grant Plan, Program Design Performance: Each of the six items ofProgram Design Performancemust be addressed. However, for Goal 3c, detailed Action Plans/Local Improvement Plans are only required for the Performance Measures that do not meet the 90% threshold rule. It is highly recommended that a detailed plan be included for any goal that has not been met by a comfortable margin.
Part IB, Local or Consortium Basic Grant Plan, Improvement Planning Process: A description of the planning process used for the Local Plan Update must be addressed.
Part II A, Required Elements, Required Responses: These Required Elementsare taken directly from the Carl D. Perkins Career and Technical Education Act of 2006, Section 134(b) – Local Plan Required Contents, and Section 135(b) – Local Required Uses of Funds. Each item must be addressed.
Part IIB, Required Elements, Optional Responses: These Required Elementsare taken directly from the Carl D. Perkins Career and Technical Education Act of 2006, Section 124(b) – State Required Uses of Funds, and Section 124(c) – State Permissible Uses of Funds. Optional Responses will help identify where effective practices are happening, and help us “tell the story” of CTE in Oregon.
Part III, Consortium Regional Investment Planning and Consortium Member Roster: A signed copy of the consortium operational agreement, and copies of job descriptions of staff persons funded by the consortiummust be attached to the application (for more information, see the 2010-2011 Guide to the Perkins IV Local Plan Update, available on the ODE website). A Consortium Member Roster must also be completed. (Required for Consortium Basic Grant Plans ONLY.)
Part IV, Trend Data Worksheets: These worksheets are to be completed with the most recent data available. They are intended to assist in improvement planning.
Part V, Statement of Assurances: All eligible recipient fiscal agents must submit a Perkins Statement of Assurances signed by the eligible recipient’s highest level administrator. The signed, original assurance should be sent as a ‘hard copy’ to the Oregon Department of Education by the close of business (5:00 pm PST) on the chosen deadline (Friday, May 14, 2010 for early application review; Wednesday, June 30, 2010 for regular application review). If a single fiscal agent is submitting both a Basic Grant plan and a Reserve Fund plan, only one signed Perkins Statement of Assurances is required.
The 2010-2011 Guide to the Perkins IV Local Plan Updatecontains the directions for completing the 2010-2011 Update to Perkins IV Local 5-Year Plan, Local Improvement Plan, and Basic Annual Application. It is available on the ODE website.
It is expected that the 2010-2011 Local Plan Updates will focus activities on local secondary and postsecondary component design for CTE POS implementation. A minimum of 10% of the funds must be specifically designated to professional development (reminder: this is 10% of the grant amount, but funding can be leveraged from other sources).
Each year an updated, more detailed local plan will be submitted that builds on the initial 5-year plan and previous updates. The intent of this structure is to reflect a single, 5-year plan that is updated annually, not a collection of five 1-year plans.
For Consortium Basic Grant Submission ONLY: A completed Consortium Member Roster, a signed copy of the consortium operational agreement, and copies of job descriptions of staff persons funded by the consortiummust be included.
Publication Information
The Oregon Department of Education (ODE) may publish your Local Plan Update, in complete or in part, on ODE’s Web site or through other means available to us. We look forward to reviewing your local plan and your initiatives to implement the Act in the coming years. ODE CTE Program Staff are available to answer questions that arise as you update and revise your plan.
Submission Instructions
June 30th, 2010 (Final Date)
Completed Local Improvement Plan Application/Updates shall be submitted no later than close of business (5:00 pm PST) on Wednesday, June 30, 2010. The Local Plan Update, including cover page, is to be submitted electronically as an attachment to an e‐mail. Hard copy originals of Page 1 and the signed Perkins Statement of Assurances must be mailed to the submission address below. The Perkins Statement of Assurances must be signed by the highest‐level administrator for the eligible recipient. If a single eligible recipient is submitting both a Local Plan Update and a Reserve Fund Plan, only one signed Perkins Statement of Assurances is required.
May 14th, 2010 (Optional Early Submission Date)
This year, an early submission date is offered for those who wish to receive early acknowledgement of a successful application. For that to occur, the completed Local Improvement Plan Application/Updates shall be submitted no later than close of business (5:00 pm PST) on Friday, May 14, 2010. The Local Plan Update, including cover page, is to be submitted electronically as an attachment to an e‐mail. Hard copy originals of Page 1 and the signed Perkins Statement of Assurances must be mailed to the submission address below. The Perkins Statement of Assurances must be signed by the highest‐level administrator for the eligible recipient. If a single eligible recipient is submitting both a Local Plan Update and a Reserve Fund Plan, only one signed Perkins Statement of Assurances is required.For early acknowledgement, the Application must be complete.
