Minutes of the meeting of Winterbourne Parish Council held on December 21st 2016 in the Ron Burton room of the Glebe hall, Winterbourne Earls at 7.30pm

Present were – Cllr M Atkinson (Vice Chairperson and acting Chair in the absence of Chairman Cllr David Baker), Cllr G Shepherd, Cllr R Judd, Cllr S Bucknell, Cllr N Grace, Cllr C Penn, Cllr P Biggins and Mrs M Thomas (Parish Clerk), Unitary Cllr Mike Hewitt, 3 members of the public

1. / Apologies
Apologies were received and accepted from Cllr David Baker and Cllr Mari Ostli-East.
2. / Declarations of Interest
Cllr Atkinson as the treasurer and representative of the Glebe hall committee and as employee of
Chimaeron Limited.
3. / Minutes
To approve as a correct record, the minutes of the meeting held on November 16th 2016 - Parish Council resolved to unanimously accept the minutes as a correct record and which were signed by the acting Chairperson Cllr Atkinson as such.
4. / Questions from the public

5. / Reports from:
Councillor Unitary Mike Hewitt – Cllr Hewitt reported on Wiltshire Council matters which included note of an event to be held on 26/1/17 between 6.30pm and 9pm entitled “Our community matters: Amesbury” and an extra-ordinary Area Board meeting to be held on 16/1/17.
6. / Matters arising from previous meeting(s)
CCTV equipment at Glebe Hall – note made that it is understood that the Glebe Hall management committee are to consider a contribution to the installation of the equipment at its meeting to be held in January 2017, and following approach and suggestion from the Parish Council to do so.
Community magazine printing – Parish Council consideredtwo quotations for a Village Link(VL) print run with resolve by the Parish Council to accept the lesser priced quotation of the two named contractors and for the next edition of the VL. ACTION: Clerk to liaise with the VL editor in order to inform/action PC request.
Initial Response Plan – to consider final revised 2016 copy in order to publicise- Parish Council resolved to defer the item to the January 2017 meeting of the Parish Council. / Clerk
7. / Correspondence
Mr John King email communication Re:Lack of an Overview for the area which used to be Salisbury District – to consider any follow up if thought applicable – the Parish Council resolved that it would be interested in receiving information in relation to this item.
CPRE – letter of 9/12/16 – “Can we help” – the Parish Council considered the letter and resolved that it would welcome the help and advice of the CPRE in planning matters and should it require it.
8. / Finance
Approval of Winterbourne Parish Council December banking statement – Parish Council unanimously resolved to accept the Winterbourne Parish Council December banking statement.
Parish Council resolved to approve invoices and cheques of: 000193 £41.01 (Post Office Ltd), 000194 £493 (Parish Magazine Ltd), 000195 £40 (E Penn), 000196 £75 (play inspection company), 000197 £20 (Roy Judd), 000198 £390 (Hurdcott landscapes), 000199 £240 (Grant Thornton), 000200 £175 (Figsbury Flowers).
9. / Lease of Glebe Land at Winterbourne Earls, consideration of: (i) counterpart lease, (ii) statutory declaration, (iii) invoice cost for professional charges of £903.00 – the Parish Councilresolved that it considered that the lease was still under review and that it would be advisable to organise an informal meeting consisting of Cllr Bucknell, Cllr Biggins, Cllr Penn, Cllr Baker, Cllr Judd and the Clerk to further discuss the item. The Clerk was asked (i) to source the original lease and provide a copy to the Council members intending to attend the informal meeting as above and (ii) inform the solicitor who had provided the lease and invoice that the Parish Council was in the process of the review and as yet not agreed. / Clerk
10. / To consider the Winterbourne Parish Council 2017/18 budget – discussion with possible acceptance of – the Parish Council considered the budget with resolve to add (i) the riverbank project grant of £1950 to the budget, (ii) £903 invoice cost for professional charges of pertaining to the Glebe land lease, (iii) allocate a separate item for fundraising in order to “ring-fence” funds (i.e. those raised for specific projects) to be identified as such, particularly as a separate line(s) in budget carry over/surplus. / Clerk
11. / To consider the Winterbourne Parish Council 2017/18 precept request from Wiltshire Council (reply to Wiltshire Council for stated deadline of 20/1/17)
The Parish Council considered the 2017/18 precept request to Wiltshire Council with resolve to unanimously request a precept for the financial year 2017/18 from Wiltshire Council of £22,926.46 (proposed by Cllr Bucknell, seconded by Cllr Penn, all in favour). / Clerk
12. / Winterbourne Parish Council asset register – reference information/guidance from WALC – Parish Council considered the advice and information from WALC with resolve to enquire with WALC if the advice is mandatory and to check with the Parish Council insurance contractor what its advice in relation to the provision of an asset register. / Clerk
13. / Highways
Parish Council resolved to report to Wiltshire Council a pot hole (evident on left hand side where the drain is near the gate)outside Bourne House, Hurdcott Lane. / Clerk
14. / River bank amenity works with clarification of – Parish Council provided an update following a site visit by Cllr Baker, Cllr Atkinson, Cllr Grace and Cllr Judd with agreement that Cllr Grace would collate a schedule of works for the project.

16/10998/FUL _ Never Ever Barn, Black Horse Lane, W’Earls SP4 6HW - Parish Council considered the application with resolve to objectto the application with reason being Parish Council concern over the use of low lying land in the area and close to the river with consequent flood risk.
The Parish Council’s decision reflects the views of the parish expressed through a household survey, in the form of a questionnaire delivered to all households in the parish, July-August 2016. This survey was conducted as part of the development of the Winterbournes Neighbourhood Plan, and in the survey responses the site that is the subject of application 16/10998/FUL (SHLAA site S118) was one of the least favoured sites in the Winterbournes for housing development. There were 116 narrative comments on this site including many expressing concern over the use of low lying land close to the river with consequent flood risk (56 of the 116 comments).
16/10461/FUL – Lovely View, Hurdcott Lane, Hurdcott SP4 6HS – Parish Council considered the application with resolve of no objections to the application.
16/11837/FUL – Land adjacent to Rose Cottage, Main Road, W’Dauntsey SP4 6EW (re-submission of 16/01473/FUL) - Parish Council considered the application with resolve of no objections to the application.

16. / Parish Steward – update from visit on 5/12/16 with consideration of works for further planned visit on 9/1/17
The Parish Council considered any items to be included in the next visit with agreement to include repair to the hand rails at Gaters Lane ford and consideration of the re-grading of gravel. / Clerk
17. / WPC Financial regulations – reference item 3.4 in the schedule and quotation protocol – the Parish Council agreed to form a sub-committee (Clr Bucknell, Biggins, Penn, Judd) todiscuss before the January WPC meeting in relation to quotation protocol, or failing that beforethe February meeting. / Cllr Bucknell, Biggins, Penn, Judd
18. / Community days – the Parish Council consideredpossible works for the next community day with resolve to add the cleaning of the white bridge, clearance of any excess vegetation at the Summerlug corner, painting of the green bridge, riverbank project works.
19. / Parish Council web site – Parish Council considered any matters arising since launch on 1/12/16 with suggestion that (i) the website address is ideally added to Parish Council official correspondence for information purposes and (ii) a request is made to the web master to enquire if a visitor log counter can be added to the website.
20. / Amenity Matters
Play area equipment – Parish Council reported that the item was ongoing with Cllr Atkinson currently addressing.
Play area inspection report – Parish Council considered the recently received report and regarding a report prepared by Cllr Atkinson in relation to items that needed addressing.
Kissing gate – consideration of purchase/placement at Downbarn footpath, Winterbourne Gunner, at the end nearest the roundabout next to the seat – the Parish Council resolved to agree to the placement of the kissing gate and to support and provide £250 to the overall cost of £500 for this kissing gate and that previously placed at the Mill Close end of the footpath.
Allotments: (i) implementation of DEFRA protection zone requirements – noted and following information supplied by Cllr Penn – Parish Council resolved to check the tenancy agreement to ascertain if allotment holders are required to comply with the DEFRA recommendations with allotment tenants having been informed of the protection zone requirements by WPC, (ii) discussion of security at the site – Parish Council suggested placing a steel barrier at the entrance to the site with resolve that Cllr Judd would research the costings of the barrier in the first instance, (iii) concern of fly tipping following recent reported incident – Parish Council made note of a recent incidence of an amount of tree bark chippings that had been deposited at the allotment site.
Refuse bins – consideration of considering damaged bin at Policeman's Corner – Parish Council resolved to research and ascertain the cost of a new refuse bin.
