O&M Nelamangala Junction on NH-4 with NH-48 to Devihalli Km 28.200 to km 110.000
PROJECT BRIEF
National Highway Authority of India through Govt. of India proposes to take up the Operation and Maintenance work along with fee collection of 4/6 km divided carriageway facility of Nelamangala Junction on NH-4 with NH-48 to Devihalli from 28.200 to 110.000 Km of NH-48 in the State of Karnataka on Design, Build, Finance, Operate and Transfer (DBFOT) so as to enhance the traffic safety for efficient transportation of goods as well as passenger traffic on this heavily loaded corridor. In pursuant to it the National Highway Authority has already entered in the Concession Agreement with M/s Lanco Devihalli Highway Pvt. Ltd, Hyderabad for its Operation Maintenance and Fee Collection with a Concession period of25 years. The Concessionaire has completed the construction work and other project facilities and project road is open to traffic.
NHAI has appointed Theme Engineering Services Pvt. Ltd, Jaipur as on Independent Engineer (I.E) in order to oversee the activities of the Concessionaire during Operation Maintenance and Fee collection of the project Highway for a period of 36 months. Theme Engineering Services Pvt. Ltd has already established their office at Nelamangala town and started functioning as Independent Engineer from 22nd May 2014.

Inspection Report for the Month of August 2014
The site was inspected by Team Leader of Independence Consultant along with your representative on 11th August 2014 24th August 2014. The observations are as given below:-
- The Median opening signboards of the Nelamangala side are missing at Chainages 44+700, 46+600 and 48+500.
- The water is accumulating at Ch. 82+000 to 83+000 (LHS) inconvenience to the road users.
- The earthen drain provided in the LHS / from Ch.31+100 to 31+400 (Shantinagar village) has been damaged / blocked and there is on proper drainage of water from the highway ROW and adjacent area. The Concessionaire was instructed in to repair / reconstruct the drain as per Concession agreement in the aforesaid location immediately in order to avoid the water logging at the area.
- Road marking was done with ordinary paint at Ch. 55+720 and 101+200. The Concessionaire was instructed to do the road marking by not applied thermoplastic materials with glass reflecto-rising beads as per the relevant clause of section 803 of MoRTH Specification.
- The encroachment at Ch. 101+000 is not yet removed.
- The hazard markers are to be fixed at Ch.66+980, 67+200, 67+330, 77+950,
78+200, 78+690, 80+125 (BHS) & Ch.73+590 (LHS)
- The studs are to be fixed in the Median openings at Ch. 67+200, 71+700, 73+000,
75+500, 77+300
Safety Requirement:-
- General:-
Project Safety requirements are to be met in accordance with the provision of “Schedule-S of the Concession Agreement.
The objectives of safety standards is to provide safe travel to be drivers of vehicles plying on the project highway at all times of the day, throughout the year and provide protection to project workers when they are on the work.
The provisions & arrangements for safety made by the Concessionaire were subjected to routine checks and Inspections. Necessary instructions were issued by Independent Consultant from time to time to comply wherever the deficiencies observed in the traffic safety measures.
The safety report of road safety expert of Independent Engineer was forwarded to the Concessionaire on 22nd August 2014 for necessary compliance at site.
REPORT ON ROAD SAFETY ISSUES DURING THE SITE VISIT.
The project is in operation and the following observations have been made duringthe site visit by the Road Safety Expert. Dr. H.S Jagadeesh of Independent EngineerSome specific site observations at certain chainages are as follows. The concessionaire is requested to take necessary action to improve safety immediately.
- At KM 44.700 (From Nelamangala side) the median opening sign missing.
- On all curves yellow direction indicator signs are a must.
- At KM 46.600 (From Nelamangala) the median opening sign missing
- At KM 54.800 (From Nelamangala) the median opening sign missing
- The junction at KM 55.00 has some major issues.
The following are the recommendations for the junction.
- Install solar lights at the junctions. A minimum of 6 solar lights is absolutely necessary to illuminate the junction as the pedestrian movement is quite high.
- The pedestrian Zebra crossing marking is incomplete at this junction and hence it is strongly recommended to complete the marking at the earliest.
- Also, it is strongly recommended to put humps on both the minor roads as the vehicles approach here at a high speed and due the gradient in approach for the main corridor, it is difficult to control the vehicle speed.
- Chevron Markers/ indicators on all the curves is mandatory. This will give a good vision to the drivers during night driving. This is mandatory as per IRC-SP -55 standards.
- At KM 57.600 (From Nelamangala) the median opening sign missing. Also, at the same chainage Bus stop signage missing.
- It is strongly recommended that the eatery sign boards & other miscellaneous Sign boards on all medians to be removed as this causes a distraction to the vehicle drivers.
- There is no Truck lay bye marking at KM 64.500.
- At 68.300 – Median opening plantation is to be removed before 30m as it is blocking the signboards.
- It is strongly recommended to install Helpline signboards – Every 5 KM. The helpline numbers are mandatory when emergency services are required.
- At KM 89.500 Proper direction sign boards to Yediyur which is a very important pilgrimage / tourist place is required.
- At KM 91.780 Km the underpass Opening is very dangerous. It is strongly recommended to implement the following to reduce accident scenario at this locations.
- Provide barricading on the median to make the location driver friendly so that people going straight shall follow the left lane only and people who have to take right turn only will goto the right lane.
- It is important to put sign board for people to keep to left lane only for people going straight
- It is mandatory to reduce speed at the location to 60 KMPH and necessary sign board is to be installed.
- At KM 99.00 it was observed that there is a KSRTC Bus eatery, where buses stop for resting. It is strongly recommended that Proper informatory signs are required at this location. .
- At KM 101.00 – the junction is in skew with one important road going towards another pilgrimage center Adichunchanagiri. Here the traffic calming is necessaryand hence it is strongly recommended to install Cautionery Sign Boards to limit the speed to 40 KMPH only.
- At KM 105.0 we have BGS Colony and medical Medical College and hence it is recommended to install School / College zone sign boards and restrict the speed to 60 KMPH.
- In general it is observed that the riding quality is generally poor at bridge / culvert locations and the impact is felt on the passengers. Hence it is strongly recommended to improve the profile at all the bridge locations.
RECOMMENDATIONS ON SITE INSPECTION REPORT OF IE ROAD SAFETY EXPERT:
The following safety issues are the recommendations to be complied with immediate effect to avoid any accidents or mishaps during the construction period for the road users and construction workers.
- As much as possible, pedestrian marking shall be renewed at all major junctions. It is strongly recommended to put refectory studs to warn the vehicle drivers to reduce speed at all pedestrian crossing facility.
- Lighting is an important component at major junctions as at these locations, pedestrian movement is usually high. Hence, from safety point of view, it is strongly recommended to implement some solar lights which can be maintained at a lower cost but would serve the purpose.
- It is also observed that roughness value is high at several locations and the roughness report will give an indication on the various locations for general maintenance of the corridor.
- The concessionaire is requested to submit traffic management plan and safety manual to the concerned authorities.
- It is recommended to the concessionaire to submit a compliance report on the measure taken up by them regarding installation of road safety measures like road signs, edge guide, retro reflectors, etc recommended as per IRC /MORTH specifications.
- In the absence of relevant accident data to identify accident prone locations it is suggested to the RSC / Concessionaire, by IE to provide data regarding the fatal accidents and other road accidents for the project stretch during the past two years for the project stretch, including copies of the FIR’s. This would help in identifying black spots and measures can be recommended to improve safety at such locations.
It is strongly recommended to consult the Road safety expert for any general geometric design details at problematic locations along the project stretch.
