ONE DREADED ROBBER WHO ROBBED SINIOR CITIZEN HELD.

RECEIVER OF THE STOLEN PROPERTY ALSOARRESTED.

With the arrest of one Gurusevak Singh @ Happy S/o Gurumukh Singh R/o B-4/287-C, Lawrance Road, Kesav Puram, Delhi the staff of P.S. Ashok Vihar North West District Delhi has solved a case of house robbery reported vide FIR No 279/12 dt. 28.10.12, U/S 392 IPC PS Ashok Vihar. Receiver of the robbed articles Brij Mohan S/o Late Balraj R/o G & JU 40-D, Pitampura Delhi has also been arrested at the instance of the main accused.

INCIDENT:-

On 28.10.12, Smt. Usha Madan W/o Sh. Baldev Raj Madan R/o H.No. H-96, Ashok Vihar, Phase -1st, Delhi age 74 yrs, reported that at about 06.45 PM, when she was sitting alone in her drawing room, one person entered in her house and snatched one gold chain and one ear ring from her person at the point of a screw driver. The robber ran away when her husband and domestic help Umesh came there from inside of the house. Immediately a case was registered and investigation was taken up.

POLICE TEAM

Keeping in view the crime against the senior citizens, a team under the close supervision of Sh.Partap Singh ACP/Ashok Vihar headed by Sh. Ram Singh SHO/Ashok Vihar, Delhi was constituted. The special team constitutes SI Ajay Kumar, ASI Ved Parkash, HC Umed Singh, HC Jagdish and Ct Narsi to apprehend the culprit.

INVESTIGATION:-

During the sustained investigation, the victim and the eye witnesses were examined at length. The old couple could not help much; however, from the description of the robber as given by the domestic help, and the manner in which the crime was committed, the suspicion fell on the local criminals/ruffians who were immediately checked. Ultimately the local beat staff zeroed down on one Happy who had earlier worked as a cab driver at a taxi stand at D block, Ashok Vihar and was unemployed and into alcohol/ drugs presently. Domestic help Umesh too had seen this person roaming in the area on earlier occasions. A search for him was accordingly launched at once but he was found missing from his known addresses. It was, however, confirmed that immediately after the incident he was seen going away from the area. During further investigation, it was learnt that Happy could be staying in Gurdwara, taxi stands or parks, so all such places were searched during which he was nabbed from a park near Prenna Chowk, Keshav Puram. He had made an attempt to run away on seeing the police staff but was overpowered by the police staff.

INTERROGATION:-

During the course of sustained interrogation accused Gurusevak Singh @ Happy disclosed that he was working as a taxi driver at D Block Taxi stand Ashok Vihar Phase Ist, Delhi and addicted to Ganja and smack. He has lost his job recently due to his bad habits so he was unemployed for some time. He needed money and was desperate to make easy one. He knew that a senior couple is residing in H.No. H-96, Ashok Vihar, Delhi. On 28.10.12 evening he reached at victim’s house. The main gate and the door opening into the living area was open so he sneaked into the house and on seeing the old lady being alone he robbed one ear ring and one piece of gold chain from her person. After that he reached Dariba Kalan, Chandni Chowk Delhi and sold the gold articles to one gold smith Brij Mohan. He spent the money on alcohol, smack and for buying new clothes. Rs. 1020/- were remaining with him that were seized as proceeds of the crime.

Gold smith Brij Mohan has also been arrested at the instance of the main accused. On interrogation he disclosed that accused Gurusevak Singh came to his stall and sold him one ear ring and piece of the gold chain weighing about 2.5 gm. for a consideration of Rs. 5050/- He purchased the items out of greed at a cheaper price. He immediately melted the gold items and converted the same into small ornaments and sold to sundry customers.

RECOVERY: 1. cash-Rs. 1020/-

2. One screw driver used as weapon of offence

PROFILE OF ACCUSED PERSONS:-

  1. Gurumukh @ Happy (Age 32 Year) was born in village Sukhwad, PS. Suhana, Distt. Mohali Chandigarh in 1979. He has studied upto 12th standered from his native place. He belongs to a poor family. At the age of the 22 yrs, he came in Delhi & worked as driver with his maternal uncle Mohan Singh at D Block Taxi stand, Ashok Vihar Ph-I, Delhi. He is arrested earlier for quarrelling and causing public nuisance.
  1. Brij Mohan (56Age Years) was born at Pitampura, Delhi. He has studied up-to 7th standard. After that he started working at Dariba Kalan, Chandni Chowk, Delhi. He is not involved in any previous criminal case.

ORDER

1.Whereas, a large number of private courier services operate in and around the Capital to facilitate sending of goods through courier across the country.

2.And whereas, It has been noticed that the private courier services generally book goods or items to be transferred on the face value of the courier sender without brothering to verify his or her address thereby paving the way for unscrupulous persons using the courier services for illegal activities.

3.And whereas, instances have come to notice where criminals have used courier services to send incriminatory items, contraband and even dead bodies in the guise of courier.

4.And whereas, it has also been observed that the record of courier senders are not kept by the courier services or agents engaged in the business of facilitating courier of goods making it difficult for the investigation agencies to identify the culprits behind such crimes.

5.And whereas, it is thus rendered imperative to put regulatory check on the private courier services who deal in booking and sending goods from one place to another so that the anti social elements may not be able to use them to send incriminatory things through them and it is felt that immediate action is necessary in this regard.

6.Now, therefore, in exercise of the powers conferred upon me by virtue of Section 144 Cr. P.C, 1973 ( No. 2 of 1974 ) read with Govt. of India, Ministry of Home Affairs, New Delhi’s is Notification No. U-11036/(i) UTL, dated 9.9.2010, I Mohinder Singh Asstt. Commissioner of Police, Sub Division, S. J. Enclave, South District, Delhi do hereby make this written order that all such private courier services or agents who deal in booking and sending goods in the jurisdiction of Sub Division, Delhi shall: -

(a)Maintain a register of courier senders and detail of goods to be sent through courier.

(b)Keep copies of identification documents like election card, ration card, PAN card, Driving License etc. of the courier sender for access by the police as and when required.

(c)Cross- check from the concerned company or office if its representative or employee approaches for getting the goods booked for courier in case sender is acting on behalf of a company or office or organization.

(d)Generally satisfy oneself about the goods before accepti9ng the packet/ parcel booked for courier.

(e)Install CCTV with sufficient number of cameras and recording system with play back facility, to cover booking office and the area where goods are to be kept. The CCTV should monitor anyone coming for booking a courier.

(f)The recording system shall preserve a digital record of CCTV coverage for not less than 30 days.

(g)The private courier service or agent shall cause to copy the CCTV coverage on a CD and hand over to the police whenever demanded.

(h)Inform the nearby police station if the courier sender of the goods is found suspicious.

These orders shall come into force with effect from 29.10.12 to 27.12.12 and shall remain in force for a period of 60 days upto (both days inclusive) unless withdrawn earlier.

Any person dealing in business of courier services or agent who contravenes this order shall be liable to be punished in accordance with the provisions of Section 188 of the IPC.

As the notice cannot be served individually on all concerned, the order is hereby passed ex-parte. It shall be published for the information of the public through the press and by affixing copies on the notice board of the offices of all DCs P Addl. DCsP, ACsP, Tehsil Officer, all Police Stations concerned and the offices of NDMC and MCD.

ORDER

Whereas, there is mushrooming of BPO’s (Business Process Outsourcing Centers) prominently known as CallCenters, Corporate and Media houses in Delhi and other parts of the NCR offering employment opportunity for the youths.

1.And whereas, the employees including young women from across the country have been staying in various parts of Delhi while their work place may be in the NCR region and their employers are providing cab services for the purpose of picking up and dropping them from their place of stay to office and back.As these organizations are functioning round the clock, the abs are ferrying employees even at late night basis and have not been able to properly monitor these cab operators and their drivers for ensuring safe and secure transportation of the employeesresulting in grave danger to human life, safety and security of the employees, especially of women employees.

2.An whereas, it has come to notice that certain criminal and antisocial elements look for soft targets, particularly during the odd hours and the women employees who travel during late night hours are vulnerable to crime and crime and criminal acts by such elements, it they are not dropped securely and safely at their places of stay.

3.And whereas, it is rendered imperative to put some regulatory checks on organizations having such service of picking and dropping their employees and the transporters security agencies, drivers and security guards involved in the same so that anti-social and criminal elements may not cause danger to human life & safely and their properly it is felt that immediate action is necessary in this regard.

4.Now, therefore, in exercise of the powers conferred upon me by the virtue of Sec. 144 Cr. P.C., 1973 (No 2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi Notification No. U-11036/UTL dated 09/09/2010, I Parkash Chander Mann do hereby make this written order that all such organizations like BPO’s Corporate and Media Houses having the system of picking up and dropping their employees and the concerned transporters, security agencies, drivers and security guards in the jurisdiction of Sub-Division Vikas Puri, Delhishall:

(A)Maintain a data of all employees, security personnel, cab drivers and contractual workers working with them, for access by the police as and when required.

(B)Hire the security personnel and other contractual personnel as far as possible from licensed agencies only.

(C)Ensure verification of antecedents of all their employees including contractual employees.

(D)Ensure that women employees are not made to travel alone with the cab driver during the night and duly verified security guard is invariable deployed in each cab carrying women staff.

(E)Choose the route in such manner that as far as possible a women employee is not the first one to be picked up or that last to be dropped.

(F)Ensure that the cab involved in transportation of women employees drops such employees right at their houses, remains halted at the point where a women employees has been dropped till she confirms about her arrival/reaching at the residence/place of stay through a telephone call.

(G)Ensure that, wherever the house of a woman employee is so located that the approach road is not motor able, the duly verified security guard accompanies the employee on foot up to her house and take a confirmation about her safe arrival.

(H)Exercise effective check and control on the vehicle’s movement in order to check any unwarranted activates of the cab drivers, such as picking up strangers, straying away from the designated route etc.

(I)Get GPS system installed in the cabs used in the transportation of employees, especially of women employees.

5.These orders shall come into force with effect 27/10/2012 shall remain in force for a period of 25/12/2012 unless withdrawn earlier.

6.Any person/employer contravening this order shall be liable to be punished in accordance with the provision of Sec. 188 of the IPC, and

7.As the notice can not be served individually on all concerned, the order is herby passed ex-parte. It shall be published for the information of the public through the press and by affixing copies on the notice board of the officers of all DCsP , Addl. A NOTORIOUS DACOIT/P.O WANTED IN DACOITY CASES ARRESTED

One desperate dacoit namely Nanhe @ Thakur s/o Mahipal R/o Vill. Chhichu, P.O Dhirpur, P.S Dattaganj, Badayu, UP has been arrested vide DD No.31 A dated 31.10.12, P.S Maurya Enclave, Delhi by AATS staff of North West Distt. He has been declared Proclaimed Offender in case FIRNo.454 dated 19.12.11 u/s 395/397/34 IPC P.S City Bahadur Garh Haryana.

INCIDENT:-

With a view to keep a check on the incidents of snatching and to nab the criminals involved in auto theft and robberies, the A.A.T.S of North-West District had been sensitized and vehicle checking had also been intensified in the area of North-West District. On 31.10.12, a secret information was received that one dacoit/proclaimed offender Nanhe wanted in many cases will arrive from the side of Badli drain and go towards Income Tax Colony. A raiding party of AATS staff was deployed near Vivekanand Institute and on the instance of informer one person was apprehended at 5:30 PM who has been identified later on as Nanhe @ Thakur s/o Mahipal R/o Vill. Chhichu, P.O Dhirpur, P.S Dattaganj, Badayu, UP.

INTERROGATION:

On sustained interrogation, it revealed that he is wanted in one case of Dacoity and 2 cases of burglary. He is already declared Proclaimed Offender in FIR No. 454 dated 19.12.11 u/s 395/397/34 IPC P.S City Bahadur Garh, Haryana on 3.9.12 by the Hon’ble court Sh. Parshant Rava, MM, Bhadurgarh Court.

PROCLAIMED OFFENDERSARRESTED

In the first instance the special team of PS Bharat Nagar arrested a proclaimed offender namely Vinod Kumar s/o Lt Raj Kumar r/o A-9, R.P. Bagh, Delhi.He was declared PO by the Hon'ble Court of Sh. D.K Jangale, MM, Rohini Courtin Case FIR No. 18/10 U/s 174-A IPC, on 4.8.2012. PS Bharat Nagar, Delhi. HC Virender and Ct Shiv Ram received a secret information about the presence of proclaimed offender Vinod Kumar in the area of Bharat Nagar, Delhi. They laid a trap and apprehended him from R.P Bagh, Bharat Nagar, Delhi.

In the second instance the special team of Bhalaswa Dairy arrested a proclaimed offender namely Kanhiya Lal s/o Nandu Lal r/o RZ-13/331, Gali No.10-A, Jagdamba Vihar, West Sagar Pur, Delhi.He was declared PO by the Hon'ble Court of Sh. D.K Sharma, MM, Rohini Court in Case FIR No. 350/08 U/s 279/337 IPC, on 14.9.2012. PS Dwarka, Delhi. SI Hazari Lal, HC Bijender and HC Chaman received a secret information about the presence of proclaimed offender Vinod Kumar in the area of Sagar Pur, Delhi. They laid a trap and apprehended him from Sagar Pur, Delhi.
