Session: Merrillville Stormwater Utility- Post-Construction Management and Enforcement

Presenter: Matthew Lake, MS, CPMSM, - Executive Director, Merrillville Stormwater Utility

Description: This session will include local ordinance requirements for post-construction inspection,maintenance and enforcement of stormwater detention facilities. Responsibilities for both municipaland private properties will be discussed as well as details to consider for storm water post-constructionBMP plan review including low impact development strategies.

Presenter Bio: Mr. Lake is the Executive Director of the Merrillville Stormwater Utility where he managestheir municipal stormwater program. Previously, Mr. Lake provided professional stormwater consultingservices with Christopher B. Burke Engineering for six years in the Water Resources Division as a ResourcePlanner. Prior to joining Christopher B. Burke Engineering, Mr. Lake held a senior level position with theDivision of Soil Conservation as a Statewide Programs Coordinator, Matt was responsible forimplementing watershed-based cost-share programs and served as a statewide specialist for Lakes, Riversand Watersheds, integrating the principles and practices of environmental science, geology, hydrology,and engineering in the area of soil and water conservation. Matt has extensive field experience and wasan IDNR Resource Specialist. Having engineering approval authority, Matt worked in partnership withNRCS to oversee design and installation of soil & water conservation practices on agricultural lands as well as providing technical expertise for urbanized areas. Matt also has forestry experience and was IDNR'sStatewide Urban Forester assigned to help establish sustainable urban forestry management programsthroughout Indiana. He is also a certified MS4 specialist and certified watershed managementprofessional.

Mr. Lake received his Bachelor of Science Degree from Michigan State University and a Master of ScienceDegree in Environmental Biology from Governor's State University where he also received theirEnvironmental Science Research Award. Most recently, Matt received the INAFSM Excellence inStormwater Management Award in 2012 as well as the Governor's Award for Environmental Excellencein 2015 from Mike Pence. Mr. Lake has published scientific research including:
