Summary

More than 20 years of international experience in program development, research, monitoring and evaluation, with a focus on poverty alleviation. Extensive experience with development of research designs and data collection tools for program impact assessments. Was core member of USAID-funded Assessing the Impact of Microfinance Services (AIMS) project and conducted longitudinal assessments in Zimbabwe and Uganda. Experienced in identification of project indicators, design of project monitoring and reporting instruments, conduct of data quality assessments, and establishment of project monitoring and evaluation systems. Has strengthened the capacity of local organizations to monitor and evaluate their programs. More than 12 years experience related to economic strengthening, including enterprise development, and six years focused on HIV/AIDS, water, sanitation and hygiene.

Work has involved applying a range of quantitative and qualitative data collection methods and included use of control groups. Matches data needs with appropriate methodology and works within budgetary limits. Has analyzed and interpreted findings, and demonstrated ability to draw out project, program and policy-making implications.

Managed and directed USAID projects and was a USAID personal services contractor for 12 years. Also has carried out consultancies for the World Bank and non-governmental organizations (NGOs).
