Oconto Utility Commission meeting minutes from February 22, 2016

1)Call meeting to order by Vice President VanCampenhout @ 5:09 p.m.

2)Roll Call: Members Present: Jim Lacourciere, Ron Filz, Steve VanCampenhout. Members Excused: Al Schreiber & Earl Uhl. Others Present: Jeremy Wusterbarth and Lloyd Heier.

3)Approval of agenda: Motion by Fliz second by Lacourciere to approve of agenda as presented. 3 ayes. M/C

4)Approval of meeting minutes from 1/11/2016: Motion by Filz second by VanCampenhout to approve of the meeting minutes from 1/11/2016 as presented. 3 ayes. M/C

5)Public Input: None.

6)Correspondence:

a) Well # 7 update: 2.71 for the previous sample pulled that’s a good sign. The latest sample came back 4.53 is below the DNR standards. DNR takes a 4 quarter average and we are at 4.62 right now has to be 4.54 to put back on line but the max is 5.0 below we are below that that is a good thing. Have 2 well companies giving estimates on televising all three wells, would like to see the formations. Went to a class and started talking about CO2 injections in some of the things you can do to the formations to stop radium from coming in. May have some blockage in the formations at 200 foot or 400 foot level. Want to see what kind of shape they are in. Well #5 is our oldest dates back to 1940 and the other two wells late 60’s early 70’s. Well #8 doesn’t need to be televised was just rehabbed, but well #5 need to be rehab. Can run Well #7 in an emergency only under the five year contract with the DNR. Want well #7 back in operation before do anything with well 5. No reasoning on the pulled sample results, log everything when take the sample, what time of day, radium is in the ground can be based on the water level. The 6.79 sample is what threw the average off. Think taking the right approach, the economical approach instead of putting a lot of money into it, put in a system to remove the radium, cost a million dollars per well. Can spend three million and no guarantees. The DNR has been working with us. The other 2 wells are keeping up even with the couple fires that the City has had no problems with water pressure. Good idea to have the wells televised.

b) Flint Lead Pollution: No issues with lead in our City. If citizens are worried about lead then they can contact Jeremy to get a number for a contact to get samples taken.

c) Electrical Costs: If you look at the Barnik Street lift station is $97.57 that’s up by about $65 a month, do have a leak on Ironwood Court far end of Acorn Trail looks like a casket split apart and have some inflow from one of the laterals increasing the flows thru there. Did televise with Great Lakes they grouting and got into sealing the inside with liners. Will get cost hate to dig up that road deep back there. If they can go in by manhole and fix it would save a lot of money. Wait till spring to see about to fixing it.

d) WWTP Monthly Flows: Informational.

e) Utility Report: On the report there is the metered water loss for the flushing by Smith Ave &

Voy Ave, flushing has helped with the discoloration of the water, the poly pigging helped get

rid of a lot of the buildup but the main needs to be replaced. Hoping to get this fixed in the

spring.

f) Septic Hauler Comparison: Informational.

7) Discussion/possible recommendations/updates on the following:

a)Approve invoice from DeGroot, Inc. to repair sludge line at WWTP in the amount of $3,166.47:

Back in January got a phone call from Steve and Adam that the 2 clarifier lines that discharge into the sludge building that one of those lines broke discharging sludge down in the ground 14 feet. We are not equipped to handle something like this so had to call DeGroot to come in & do the dig it down. Old lead joint in there, we were lucky that had a bell joint clamp in stock and threw that on.That pipe will have to get replaced when update the WWTP. Motion by Lacourciere second by Filz to recommend to Finance Committee to approve of the invoice from DeGroot, Inc. to repair the sludge line at the WWTP in the amount of $3,166.47. 3 ayes. M/C

b)Future construction projects & costs: Jeremy got engineering cost for the Utility and Public Works. McDonald Street, from Smith Avenue to Voy Avenue replace with a 10 inch line will increase the flows $175,000 to $200,000 would be the utilities cost the public works doesn’t have any work over there to be done. Washington Street; all public works no water/sewer. VanHecke Avenue east round about to North & South Katch Drive road is horrendous see about putting curb & gutter in $½ a million, all public works, Dr. Awen does have land out there may have to put laterals in, those services should be put in before the road is done, maybe able to put those services in ourselves will have to see what the depth is. Lindsey Avenue, watermain has to be replaced. $75,000 8 inch watermain; $3,500 couple gate valves and 2 brand new hydrants. Hydrant cost shot thru the roof according to the contractors. $110,000 to $115,000. $200,000 for road work, asses the homeowners for driveway apron curb & gutter or there service has to be changed out. McDonald Street, Scherer Avenue to Smith Avenue; the entire sanitary has to be replaced, 4,500 feet of sanitary and all the laterals anything cast iron will get replaced. $1.4 million for utility & public works; just for utility $450,000. Will see how the numbers come out from the auditors to see what work can be done.

c)WI Rural Water Association 28th Annual Technical Conference March 29-April 1, 2016: always have 2 guys go. Have to keep up their DNR credits. Anyone wants to go let Jeremy or Julie know and will get signed up.

8) Approval of Accounts Payable for January 1st, thru January 31, 2016 in the amount of $99,216.38: Motion by Filz second by Lacourciere to approve of Accounts Payable for January 1st, thru January 31, 2016 in the amount of $99,216.38. 3 ayes. M/C

9) Revenue & Expenditure Guidelines for January 2016: Motion by Lacourciere second by VanCampenhout to approve of the Revenue & Expenditure Guidelines for January 2016 as presented. 3 ayes. M/C

10) Next meeting date & time: March 21st @ 5p.m. if there are no pressing items the Utility Clerk will call everyone to let them know that there would not be a meeting.
