Ballot Description
The NFRC 700 Review Task Group has approved modifications the “NFRC 700: Product Certification Program” document proposed by the Certification Policy Committee (CPC).
The CPC has approved staff recommends to remove the requirement for IAs and participants to copy NFRC on plant inspection reports. All inspection reports are electronic and sent via email to NFRC Staff. If NFRC was to need an inspection report, the IA would be able to quickly provide the files via email, along with their detailed inspection notes. The PDF and word files are not consistently named which makes it cumbersome for filing and/or reference. Often the plant reports hold no substantive information describing required actions, completed or not, to be informative to NFRC and additional information is requested from the IA.
Removing this requirement would alleviate the IA and participant’s burden of always copying NFRC on every communication. Also see the NFRC 702 for changes as approved by the CPC; however the language will be held in abeyance until the NFRC 700 language is approved.
Additional Information:
Section 5.3 through 5.5: This language shall remain as is. If an initial product certification authorization or the license agreement is denied, staff would need to receive notice of denial after an initial plant inspection to terminate the participant, therefore a copy shall be sent to NFRC.
This ballot pertains to only the sections referencing balloted language for the following:
·  Section 8.6 Annual Plant Inspections:
All proposed revisions to NFRC 700 are shown in underline / strike-out format vs. NFRC 700-2013 E0A1. Ballots responses shall reference only to the sections and language per the items listed above.
Revisions approved in September will be incorporated into the NFRC 700; those not approved will be revisited by the task group and re-balloted if necessary.

8.  Maintaining Certification Authorization

To obtain or maintain product certification authorization and NFRC license agreement, a Licensee shall meet all of the applicable conditions and criteria of this section.

8.6  Annual Plant Inspections

A.  Not less than once in each year, a Licensee’s designated IA shall conduct an inspection of each Licensee’s production facility to ensure continuing compliance with the requirements of this section.

B.  If the results of the annual inspection indicate compliance with the requirements of this section, and all other applicable requirements are met, the Licensee’s License agreement shall continue in effect.

C.  When the results of the annual inspection indicate that a Licensee is not in compliance, the IA shall notify the Licensee in writing of the specified deficiencies, with a copy to NFRC, and shall require that the specified corrective action be taken not later than 15 business days from the date of such notification.

D.  To determine whether the deficiencies have been remedied, the IA may conduct a re-inspection. Costs related to re-inspection necessitated by a failure to meet requirement in the first review shall be borne by the Licensee and shall not be borne by NFRC.

8.6.1.4 Inspection Reports

A.  Not later than 15 business days after the plant inspection, the IA shall deliver to the Licensee, with a copy to NFRC, a report indicating the results of the inspection, including any of the following, to the extent applicable:

B.  In the event that a Licensee receives a report indicating a non-compliance, the Licensee may elect to:

i.  Correct the failures and provide a written representation not later than 15 business days after the date of the IA's report, with a copy to NFRC, that the failures identified by the IA have been corrected, which representation shall be confirmed by prompt re-inspection by the IA; or

ii.  [No change]
