Background
Urban sprawl is a natural phenomenon accompanying rapid urban growth. The rapidly growing urban population in the large cities and high rate of migration spills into the rural areas surrounding the city boundaries. The settlement of the urban people into the surrounding areas and location of economic activities like factories, amusement parks, commercial complexes etc. gradually brings about a change in the land use pattern in the rural areas. This gives rise to the problem of rural-urban fringe, which is a transition zone between urban and rural settlement sharing the features of both.
The emergence of rural-urban fringe brings about significant changes in the land use as well as in the occupational pattern, cultural behaviour, environment and quality of life of the people in the rural areas adjoining the cities. While creating new job opportunities for the local residents, this process also brings about significant changes in the quality of life of the rural people both negative and positive. The phenomenon of rural urban fringe which happens to be unplanned and haphazard leads to the problems of rise in land values, dispossession of farmers from land, increasing congestion, deterioration in physical environment, pressure on infrastructural facilities, cultural shock, social tensions and proliferation of criminal activities. The changes in the land use from agricultural to non-agricultural activities have larger implications for food security at the family and the country level. The problems of rural-urban fringe thus pose a major challenge to urban and policy planners.
With a view to discuss the problems of rural-urban fringe and their management the Giri Institute of Development Studies, Lucknow in collaboration with the Land Use Board, U.P. is planning to organise a national seminar on 17-18 November 2009. The seminar will be attended by social scientists, geographers, town and country planners, administrators and policy planners.

Call for Papers
Scholars desirous of participating in the seminar are requested to send the abstract of their paper by 15th September 2009 (300-500 words). Full paper may be submitted by 15th October. Acceptance of paper will be communicated by 31st October 2009.
Registration Fee
Registration fee of Rs. 1000 will be charged per participant and accompanying persons.
Hospitality
Local hospitality will be provided by the Institute. Guests will be accommodated in the Institute guest house or government guest house.
Travel
Official delegates are expected to meet their travel expenses from the sponsoring organisation. Non-official participants are expected to arrange their travel cost from own resources. The Institute may provide travel expenses in special cases by AC II in case of papers selected for presentation in the seminar.
About the Institute
The Giri Institute of Development Studies was established in 1973 as an autonomous research Institute. In 1977 it was brought within the umbrella of the Indian Council of Social Science Research (ICSSR) and was accorded the status of an Institution of national importance and has since been receiving regular financial support from the ICSSR and the Government of Uttar Pradesh. Since its inception the Institute has established itself as a reputed centre of research on development issues with special focus on Uttar Pradesh and its various regions. The Institute has been organising seminars and conferences on important development themes.
About Lucknow
Situated on the banks of the river Gomti, the city of Lucknow traces its origin to the ancient times and is associated with the name of Lakshman, the brother of Lord Rama. The city acquired importance during the medieval period. The city, however, reached its zenith of glory when the Nawabs of Awadh made it their capital during the eighteenth century. It saw a flurry of architectural activity during the Nawabi rule and acquired its fame as the city of najakat (delicacy) and nafasat (refinement). The architecture and culture of the city found a modern flavour when the British made it the capital of the United Provinces of Oudh and Agra in 1920. Today it is an important centre of education in northern India with a large number of reputed schools and institutions of higher learning and research.
Lucknow is well connected with road, rail and air link with all parts of the country.
During November climate of Lucknow is pleasant but cold. Woollen clothing are advised.
