WELCOME AND GENERAL INFORMATION

Welcome to the 2016-2017 development programme for governors. This booklet contains course information for the next academic year. We will issue details of additional events as they arise and provide written briefings and updates on topical issues.

Our programme aims to:

  • Equip governing bodies to be effective in the strategic leadership of their school
  • Support governors to play their part in school improvement
  • Reflect national developments and local issues
  • Provide opportunities to share experience and good practice with colleagues across the Tri-borough (London Borough Hammersmith and Fulham – H&F, TheRoyal Borough of Kensington and Chelsea - RBK&C and The City of Westminster – WCC)

Ofsted will continue to evaluate how well governors support and strengthen school leadership, including by developing their own skill. Our courses, forums and briefings are an important means of keeping up to date. As part of Tri-borough arrangements all governors can attend courses in Westminster, RBK&C and H&F. If your school buys in to the School Improvement SLA, all courses will be free of charge. If your school has chosen not to buy into the SLA and you see a course in this booklet which interests you, we will invoice your school on a pay as you go basis. If the timing is not convenient let us know and we may be able to suggest a similar event in the Tri-borough. Additional courses may be added to the programme according to need.

Ofsted now consider governance under the criteria of Effectiveness of Leadership and Management. The Common Inspection Framework (CIF) sets out the overarching criteria for judging the effectiveness of leadership and management.

In making this judgement in schools, inspectors will consider:

the leaders’ and governors’ vision and ambition for the school and how these are communicated to staff, parents and pupils

whether leaders have created a culture of high expectations, aspirations and scholastic excellence in which the highest achievement in academic and vocational work is recognised as vitally important

whether leaders have the highest expectations for social behaviour among pupils and staff, so that respect and courtesy are the norm

the rigour and accuracy of self-evaluation and how well it leads to planning that secures continual improvement

the design, implementation and evaluation of the curriculum, ensuring breadth and balance

how the school supplements the formal curriculum with extra-curricular opportunities for pupils to extend their knowledge and understanding and to improve their skills in a range of artistic, creative and sporting activities

how effectively leaders use the PE and sport premium and measure its impact on outcomes for pupils, and how effectively governors hold them to account for this

how the school prepares pupils positively for life in modern Britain and promotes the fundamental British values of democracy, the rule of law, individual liberty and mutual respect for and tolerance of those with different faiths and beliefs and for those without faith

the effectiveness of the actions leaders take to secure and sustain improvements to teaching, learning and assessment

how leaders ensure that the school has a motivated, respected and effective teaching staff to deliver a high quality education for all pupils

the quality of continuing professional development for teachers at the start and middle of their careers and later, and how leaders use performance management to promote effective practice across the school

how effectively leaders and governors track the progress of groups of pupils to ensure that none falls behind and underachieve, and how effectively governors hold them to account for this

how well leaders engage with parents, carers and other stakeholders and agencies to support all pupils

how effectively leaders use additional funding, including the pupil premium, and measure its impact on outcomes for pupils, and how effectively governors hold them to account for this

the effectiveness of governors in discharging their core statutory functions[1]

how leaders promote all forms of equality and foster greater understanding of and respect for people of all faiths (and those of no faith), races, genders, ages, disability and sexual orientations (and other groups with protected characteristics), through their words, actions and influence within the school and more widely in the community

the effectiveness of safeguarding

the work to raise awareness and keep pupils safe from the dangers of abuse, sexual exploitation, radicalisation and extremism, and what the school does when it suspects that pupils are vulnerable to these issues.

How the programme is structured:

The programme is divided into three sections:

  • Introductory sessions
  • Effective governance reflecting many of the priorities in the Ofsted framework
  • Developing the governing body

Who is included?

The courses are relevant for governors, clerks and headteachers in LA maintained schools, Free schools and Academies.

How much does it cost?

Most sessions are free to schools that have subscribed to the School Improvement SLA. Occasionally there is a fee, which is identified in the course details. The cost to non-subscribing schools is£60 per governor for short courses and £90 per governor for half-day courses

If without prior notification, governors do not attend courses for which they have registered, there is a standard charge of £30for Maintained Schools and £40 for Free Schools and Academies

INTRODUCTORY COURSES

NEW GOVERNORS / All new governors within one year of appointment
Context
Ofsted evaluates the effectiveness of governance as part of the school’s leadership and management arrangements. This course will enable new governors to carry out their roles and responsibilities effectively, to support and challenge their schools and to contribute to raising standards.
It is helpful but not essential to have been to at least one governing body meeting before attending. / Outcomes
By the end of the course governors will know more about:
the strategic role of governors in school improvement,Ofsted expectations and governors’ main powers and duties
how governors provide support and challenge; how to get organised; getting to know your school including the analysis of contextual data

EFFECTIVE GOVERNANCE COURSES

HEADTEACHER PERFORMANCE MANAGEMENT : GOVERNORS’ ROLE / All governors, particularly those responsible for the headteacher’s review
Context
The quality of teaching is the main factor which influences the achievement and progress of pupils. Governing bodies have a crucial role in recruiting, supporting and developing staff. This session looks at school and headteacher appraisal arrangements; at how the process links with school improvement, school self-evaluation, the teaching standards and professional development. / Outcomes
By the end of this session, governors will understand
  • responsibilities of the governing body under the 2012 appraisal regulations and Ofsted arrange-ments, including model policies
  • managing the performance of the headteacher and the role of the External Adviser
  • the links to school self evaluation and school improvement plan
  • how performance management links to pay and salary progression
  • links to capability procedures
  • how to know if performance management is making a difference

TEACHER’S PERFORMANCE RELATED PAY / All governors and headteachers particularly those on Staffing related committees
Context
This workshop which will help governors to think about how they will make decisions to plan to raise
performance through pay, whilst minimising appeals and ensuring decisions about policy and reviews can be defended. / Outcomes
On completion of the workshop delegates will leave:
  • Understanding the governing body’s responsibilities on Performance Related Pay for teaching staff – i.e. what has changed and what they need to do about it
  • Having had the opportunity to consider the opportunities and the challenges posed by the changes
  • Having had the opportunity to share policies and good practices
  • Equipped to monitor the implementation of a PRP policy

Context
Ofsted inspectors will evaluate the extent to which the school enables all pupils to overcome specific barriers to learning. This course supports governors in considering how well their school meets the needs of pupils with special educational needs and disabilities (SEND). / Outcomes
By the end of this session participants will know more about:
  • what is meant by special educational needs and how schools identify and support children with SEND
  • funding arrangements
  • governors’ and headteachers’ statutory obligations in the SEN Code of Practice

SAFEGUARDING / All governors especially child protection governors
Context
The governing body has a duty under Section 175 of the 2002 Education Act to safeguard and promote the welfare of children. This course gives the latest guidance on the governing body’s role and responsibilities. / Outcomes
By the end of the session governors will understand the respective roles and responsibilities of the governing body and staff for child protection and allegations management.

SAFER RECRUITMENT (LSCB) / All governors particularly those on staff recruitment committees
The Local Safeguarding Children’s Board (LSCB) run Safer Recruitment training sessions which Governors can attend.
Full day sessions are ideal for Governors who have not undertaken any Safer Recruitment training before.
The half-day refresher sessions are for governors who have previously attended training.
As these training sessions are shared with other organisations, spaces are limited so please book early to avoid disappointment.
Please be aware these courses are booked subject to the LSCB’s terms & conditions which include a late cancellation/no-show charge to your school . / Context
All staff recruitment panels must consist of at least one person who has attended safer recruitment training. The Safer recruitment training provides valuable information on a safer school culture, and advice and guidance to support governors/staff against employing unsuitable people in schools. The training will demonstrate how to ensure that effective recruitment and selection processes are in place to enable learners to be well taught and protected.
Outcomes

FINANCIAL EFFICIENCIES / All governors
Context
The aim of the training workshop is to increase the effectiveness of governing bodies by providing an opportunity for governors to develop their knowledge of financial management and efficiency in a school setting and their role in driving efficiency. The session will provide information on the tools, techniques, knowledge and skills needed to challenge effectively on financial matters. / Outcomes
On completion of the training workshop governors will:
  • have a better understanding of efficiency and the characteristics of the most efficient schools
  • understand their role in terms of efficiency and good financial management, including the importance of 'challenge'
  • be able to interpret relevant financial and other performance data
  • understand the value of benchmarking
  • have had the opportunity to share experiences and consider further collaboration.

PREVENT AWARENESS / All governors
This training sessionfor governors will explore key issues relating to radicalisation and extremism (including an overview of the local threat picture), how these risks might take root and develop, and what schools can do to prevent it. It will also importantly cover how safeguarding concerns about a vulnerable individual can be appropriately shared in order to access specialist support.

Context
The Ofsted inspection framework focuses on the following four key aspects of a school’s work as well as overall effectiveness:
  • Overall Effectiveness

  • Quality of teaching, learning and assessment
  • Personal Development, behaviour and welfare
  • Outcomes for children and learners
  • Effectiveness of Early years and Sixth form provision (where appropriate)
Ofsted will evaluate the effectiveness of governance and its impact on raising achievement as part of the school’s leadership and management judgements. / Outcomes
This course looks at the guidance and the grade descriptors for outstanding, good, requires improvement and inadequate schools. By the end governors will understand:
  • the key factors leading to a particular judgement
  • whether self-evaluation is providing you with an accurate picture of your school
  • whether the governing body is working in ways which are likely to be judged at least good
  • the questions governors are likely to be asked
