Technical Officials

At all ICF Competitions there are two sources for Officials;

·  International Technical Officials (ITO’s) which are appointed by the ICF.

·  National Technical Officials (NTO’s) which are proposed by the NF of the HOC.

Prior to the event the compilation of the Technical Officials list for the competition, is to be derived from the above sources and, once compiled, are to be considered as Technical Officials without any differentiation, except in some events in regard to accommodation.

Pre Event Information

Prior to the required deadline the ICF will provide a contact list for the approved ITO’s to the HOC.

The contact list will supply at least the following information for each ITO:

·  Name

·  Role

·  Personal email

·  NF and NF email address

It is then the responsibility of the HOC to distribute the necessary event information, as listed below, to each Technical Official (ITO’s and NTO’s) at least sixty (60) days prior to the event.

The HOC must confirm the attendance of each Technical Official and provide to them the following information (also copied to their respective NF).

The information must at least include;

·  Event Schedule and timing for:

o  Key dates and Competition Schedule

o  Opening and Closing Ceremonies

o  Officials Meetings

o  Demonstration Runs

o  Technical Rehearsal

o  Medal Ceremonies

o  Official Functions including Technical Officials Dinner

o  Officials Education Seminar (ICF IJCSL)

o  Opening of Boat Control

o  Judges Photo

·  HOC basic organisational structure

·  Officials list including names, NF and Roles

·  Information regarding Visa assistance

·  Accreditation process

o  Requirements for parking passes if required

o  Details of when and where Technical Officials complete and/or collect accreditation

·  Accommodation and meal information

o  Provide details of location of accommodation and meals as specified in the Host Agreement.

Or,

o  Provide information on accommodation/meal options where it is not a Host agreement requirement.

·  Transport arrangements

o  Directions to the City/Venue by plane, train and/or car

o  Arrangements for pick up/ drop off to the Airport if applicable

o  Transport during the event

·  Uniform provision including sizing and collection

·  Procedure for any guests accompanying the Official

·  Any information required by the HOC from the Official

o  Uniform sizes

o  Arrival and departure information

o  Accreditation data

·  Any special information particular to the event or venue

·  Contact details of Officials Co-ordinator within HOC

The HOC, in consultation with the ICF Technical Delegate, shall replace any appointed ITO with the next listed substitute ITO, as shown on the document provided by the ICF. Listed NTO’s no longer available are to be replaced by an NTO provided by the NF of the HOC.

Meeting Schedule

Meetings for Technical Officials will be scheduled prior to, and at regular intervals, during the event.

The location for these meetings should have sufficient seating for all the Officials, a sound system if required and be located to give reasonable privacy without undue outside disturbance. The location should provide a screen and data projector and may also be used for the delivery of the Officials Education Program.

The Transmission Judges should also meet with the “pda” operators they will be working with in each section to define the workflow and improve collaboration and communications.

For World Cup and ICF Ranking Competitions these meetings may be combined and/or shortened with information being distributed directly to the Technical Officials.

If an Education Program is being delivered for the Technical Officials in conjunction with the event, the relevant scheduling should be decided in consultation with the ICF Technical Delegate.

Supervision

All Technical Officials are supervised directly by the Chief Judge, who is responsible for their performance and conduct. The Chief Judge will work closely with the HOC Officials Co-ordinator to resolve any Sport or Non-Sport issues which may arise.

Communication

During the days of competition there must be an effective radio system to facilitate clear communications between the Transmission Judging Stations and the Scoring Office as well as the Chief Judge, Assistant Chief Judge, Scoring office, Start/Finish and boat control. If required there should be appropriate training for the Officials in the use of this system.
