4.3.3 Instructions for Completion of the IPE (DARS2303)
Purpose
Use DARS2303 This form is used for both the initial IPE and the Extended Evaluation/Trial Work. If you determine the consumer is eligible after anthe Extended Evaluation/Trial Work, the consumer is determined eligible,complete a new DARS2303 will be completed with an employment goal.
Following determination of After you determine eligibility, provide consumers or their representatives are provided with information with options for developing a plan for employment. They can choose either to
- develop the planthemselves, or
- work with the help of a counselor.
Whichever choice is made, final approval of the IPE is the responsibility of the counselor.

TWorks automatically enters the consumer's name.
Employment Goal
When selecting an outcome, the consumer and counselor should consider the consumer’s
- occupational requirements,
- consumer’s previous work history,
- aptitude test results,
- consumer’s skills,
- education,
- interests,
- abilities, and
- availability of employment.
If a specific outcome cannot be chosen at this time, substitute a general occupational category may be substituted until the consumer or consumer’s representative and the counselor have decided you decide upon a definitivefinal outcome. You may want to use the Dictionary of Occupational Titles to select the correct title.
Examples of general occupational categories include
- professional, technical, or managerial;
- clerical or sales;
- service;
- farming, fishing, forestry, and related fields;
- processing;
- machine trades;
- bench work; and
- structure work.
Note 1:Do not use "To be determined" or a similar phrase is not to be used as an employment outcome.
Note 2:Do not close Ccases with successful employment outcomes must not be closed with a general occupational category.
The employment outcome Ffor consumers in Extended Evaluation/Trial Work, the employment outcome will beis "to determine VR eligibility."
Supported Employment
Federal regulations mandate specific employment outcome titles for consumers in supported employment. An example would be "Kitchen Helper/Supported Employment." (Chapter 30: Supported Employment).
Intermediate Objectives
Intermediate objectives include steps necessary toward completeing the employment outcome. They can include the
- achievingement of certain skill levels,
- completingon of required course work for certain occupations, and
- completingon of surgery to correct or reduce the progression of a disabling condition, etc.
These objectives are very useful when setting objective criteria to measure progress toward achieving the employment outcome. What is most important when listing an intermediate objective is that the consumer understands and agrees to that objective.
Concept of Intermediate Objectives
The IPE is developed as a result through of sharing the comprehensive assessment information with the consumer. Normally, it will flowsby deciding onfrom discussions about:
- an employment outcome,
- the main steps or objectives required to obtain that outcome, and then
- the specific services needed to complete each objective.
The following examples are listed in TWorks are the following:
- acquire and use
- confidence and employment lifestyle skills to enhance employability,
- confidence and independent living skills (IL),
- diabetes self-management skills,
- independent travel skills,
- job preparation skills, and
- technology skills and equipment;
- complete
- career exploration,
- eye medical services,
- medical treatment,
- mental health treatment,
- rehabilitation center services, and
- self-employment documentation and requirements;
- increase knowledge of job requirements and employer expectations;
- maintain employment;
- obtain
- associate’s degree,
- bachelor’s degree,
- high school diploma and GED,
- licensing or certification,
- master’s degree; and
- use low-vision aids to improve functional vision.
