Indicates New Matter
The House assembled at 12:00 noon.
Deliberations were opened with prayer by Rev. Charles E. Seastrunk, Jr., as follows:
Our thought for today is from Ecclesiastes 3:22: “So I saw that there is nothing better than that all should enjoy their work.”
Let us pray. Loving God, give us compassion as we enjoy each day and the work You have called us to do. Help us to enjoy our duties and make a positive difference in what we accomplish. Enable us as we do our duties that they may have value for the common good of all people. Direct our thoughts and actions. Bless our Nation, President, State, Governor, Speaker, and this Honorable Assembly. Protect our defenders of freedom at home and abroad as they protect us. In the name of our God. Amen.
Pursuant to Rule 6.3, the House of Representatives was led in the Pledge of Allegiance to the Flag of the United States of America by the SPEAKER.
After corrections to the Journal of the proceedings of Friday, the SPEAKER ordered it confirmed.
MOTION ADOPTED

Whereas, when entrepreneurs are free to create and innovate and reap the benefit of their work, they make the world better for themselves and their fellow citizens; and
Whereas, entrepreneurs have been the source of economic innovation throughout the history of the nation, and the entire society has been improved because of the new ways of doing things that have been brought about by people who market their ideas; and
Whereas, according to the Department of Labor, most of the new jobs created throughout the United States in the past decade have come from the creative efforts of entrepreneurs and small businesses, which have been expanding and advancing technology and fueling the recent growth in the economy; and
Whereas, one of the keys to prosperity for our State is entrepreneurship, led by men and women who live out the values that go with it, specifically, individual freedom, integrity, responsibility, and selfreliance; and
Whereas, one of the rightful roles of government is to encourage people who take entrepreneurial risks, work hard, and succeed. Accordingly, the General Assembly, grateful for the accomplishments of South Carolina’s own entrepreneurs, takes great pleasure in saluting them and their visionary contributions to the Palmetto State. Now, therefore,
Be it resolved by the House of Representatives, the Senate concurring:
That the members of the South Carolina General Assembly, by this resolution, declare the week of February 23 through March 1, 2008, as “Entrepreneurship Week” in South Carolina, in recognition of the ongoing social and economic contributions to the American way of life made by South Carolina’s entrepreneurs.
