What is Pre-Registration?

The Immigration Act requires all institutions of higher learning in South Africa to report accurately and keep a record of international students registered for studies at their institution. UCT is therefore obligated to comply with government regulations and ensure that international students are in possession of valid documents for registration at UCT. All full time undergraduate, full time postgraduate, occasional, semester study abroad, modular, affiliated students and postdoctoral fellows are required to pre-register with IAPO before their registration at UCT.

Students/fellows must ensure that they are pre-registered with IAPO before their faculty registration.

Students/fellows are required to present to IAPO the following:

  • A temporary residencepermit valid for studies at UCT
  • Proof of payment of fees or sponsorship (if applicable)
  • Proof of medical cover

This information is checked and recorded by IAPO in a three-step process:

Step 1: Passport, Study Permit and Medical Insurance Verification and Data Capture

Students are required topresent theirpassport ID page, permit valid for studies at UCT and proof of medical aid cover (i.e. a membership letter for the remainder of the current year[i]). In 2016 all students will be expected to present these documents at IAPO whether previously submitted or not. The IAPO pre-registration team will be on duty to assist students with this process. IAPO staff and trained data capturers complete final checks, scan the documentation and record the information on UCT systems. Once all the necessary documentation is verified and captured onto the UCT system, students are sent to the IAPO Finance team for fees clearance. If any documentation is outstanding, students can proceed to the next step but need to return with the outstanding documentation before they can be pre-registered.

Please note: IAPO will also check the entry stamp in each passport to see if the conditions on the entry stamp comply with the visa within the passport. Students are urged to check this entry stamp on arrival to ensure that it complies with their visa conditions.

Step 2: Fees Clearance

Section A: SADC Students, Diplomatic Status, International Students Qualifying for Local Fees

SADC Students

For the purposes of fees, Citizens and Permanent Residents of the SADC countries are required to pay an administration fee of R3, 275over and above the cost of theirtuition fees. (Note that study visa regulations, etc. would apply). The SADC member countries are Angola, Botswana, Democratic Republic of Congo, Lesotho, Madagascar, Malawi, Mauritius, Mozambique, Namibia, Seychelles, South Africa, Swaziland, Tanzania, Zambia, and Zimbabwe.

Refugee & Asylum Seekers:

Official documentation for Refugees and Asylum seekers are deemed South African citizens and for fees purposes classified as local students.

Rwandan students

Rwandese Citizens who are registered at UCT and are not in receipt of the Rwandese Ministry of Education bursary/scholarship, will be charged an applicable International Term Fee in addition to their tuition fees.

NB: Rwandan students who started in or prior to 2012

Rwandese students, not in receipt of the Rwandese Ministry of Education bursary/scholarship, who are returning to UCT and in the process of completing their current degrees will be treated as local South African students for the purposes of fees and accommodation, but will be liable to pay the R3, 275 IAPO Administrative Service fee in addition to their tuition fees.

Diplomatic Representatives

Accredited Diplomatic Representatives of a foreign government in South Africa(or their dependants) are entitled to pay fees at local rates PLUS a non-refundable R3,275 Administrative Service Fee. Tuition fees are to be paid prior to registration.

UCT Staff

A SADC or International UCT staff member or their dependants who receives the HR staff tuition concession will not be liable for the International Term Fee, SADC or International Admin fee. Please bring the HR confirmation, proof of payment, visa & medical insurance certificate for pre-registration.

SADC students: Minimum INITIAL payment payable

Students from SADC countries and others, who qualify for local fees, must pay the minimum initial payment for tuition plus the SADC Admin fee and residence fees prior to faculty registration or by 5February 2016 whichever date occurs first. Accounts are managed and sent out by the Fees Office.

SADC Initial Fee Payable prior to registration but not later than 5 Feb 2016

Academic Fees R21500 or full annual fees if less than this amount

SADC Admin Fee + R3275 = R24775

Plus if applicable,

Catered ResidencesR 25500 or

Self-Catering ResidencesR 16500

The final payment of the outstanding balance is due by 30 June 2016

Where payment is being made for students from outside the rand currency area, payment must be made by telegraphic transfer into the University's bank account at:

  • Please ensure that you include your student/applicant number, surname and first names on the transfer advice.
  • Allow 14 working days for payment to appear in UCT bank account to avoid delays in registration clearance being granted. Transfers between local bank accounts can take 2-3 days.
  • Students should also email proof of payments to prior to pre-registration and are strongly advised to bring a copy of the payment document to pre-registration.Clearance will only be given when payment reflects in the university’s bank account.
  • Students who are sponsored by a UCT recognized corporate or government sponsor must please bring a copy of their 2016 bursary award letter at pre-registration.
  • Students with International scholarships may not use their funding letter in lieu of payment for fee clearance.
  • Students who receive funding from a UCT department should first take the funding confirmation letter to the Postgraduate Funding Office to be endorsed before coming to IAPO for pre-registration. NB: Postgraduate funding office only accepts an original funding letter with signature.
  • Students who have cancelled their UCT Residence Accommodation offer, should bring proof of confirmation from the Student Housing Office.

Section B: Non-SADC(Africa and the Rest of the World) Students

Section B (i) Full Degree International Students:

International non-SADC students who do not qualify for the South African tuition rates are liable for the Faculty international term fee (ITF) appropriate to their degree programmeplus the non-refundable IAPO admin fee (R3275)over and above the course fees.

  • The ITF amount will also be dependant on whether the student is from a non-SADC African country or from the Rest of the World.

The Initial deposit for a catering UCT residence acceptable prior to registration is:

Masters students who are granted the Faculty International Student Bursary (FISB) for 2016should provideemail confirmation from the facultyat pre-registration. This is to establish the payable amount due.

Section B (ii): Semester Study Abroad, Research Affiliates and Occasional Students

Semester Study Abroad students

Semester Study Abroad Programme Fees for 2016: per semester cost …..US$ 6 000

Fees will be payable in advance, prior to registration at UCT

Section B (iii): International Occasional Students

Independent International Occasional Students
Students are required to write exams. A certificate of attendance will be available on request. A South African matriculation exemption is required in order to get acceptance into this programme. Students must have completed a degree. International occasional students pay:
(a) the US$ course fee when registering for one or two courses in a semester; and

(b) thereafter local fees plus International Term Fee

International Students taking a course as part of a Jointly Offered Qualification
In the event that an international student is taking a course or courses as part of a jointly offered qualification, and this is offered by a partner institution where there is an institutional agreement for the jointly offered qualification, a student will be registered at UCT as an occasional student.

Moreover the student will pay an international administrative fee of R3 275 plus the course fee(s) for the course(s) enrolled for at UCT.

Section B (iv): International Affiliates

The fees for visiting postgraduate students (excluding those in the Faculty of Science and Health Sciences) are dependent upon the length of their stay at the University of Cape Town and are as follows:

2 months or less...... R 4 660

2 months to 4 months...... R 8 770

4 months to 6 months...... R 12 930

6 months to 12 months...... R 17 240

Science and Health Science Faculty students should consult their Faculty Office

Section B (v): Students from Graduate School of Business (GSB)

Students must consult the GSB for information regarding applications, fees queries and payments.GSB must provide an email confirming that fee payment is sufficient for clearance.

Section B (vi): US Federal Aid students

International full degree students with an approved US Federal Aid confirmation are not required to pay the minimum amount prior to pre-registration.Please refer to r further information.

Step 3: Lifting the International Negative Service Indicator (Block)

IAPO will lift the block on the system provided that all documentation has been scanned, documentation data has been captured and proof of payment has been received and captured. IAPO will give the student an IAPO clearance form to present to their faculty, as proof of IAPO clearance, so that the registration can proceed.
