SALARY:£36,815 - £39,924 per annum incl. LWA

MAIN PURPOSE OF JOB

To work with the Director of Enterprise & Apprenticeships and the relevant manager to plan, organise and co-ordinate a range of subcontractor partnerships and internal delivery of apprenticeships in line with College strategic priorities, to ensure an excellent learner experience is provided aligned to the latest of ESFA funding rules.

To manage monitor and report on the compliance and funding of the College’s Enterprise & Apprenticeships provision.

MAIN DUTIES AND RESPONSIBILITIES:

Context

The College offers a range of provision across the curriculum and age ranges, and is organised into a number of Schools, of which Enterprise & Apprenticeships is one of them. This area delivers a range of courses across different subject areas and is principally responsible for: subcontracting, apprenticeships, full cost work, employer facing courses, AEB and special projects such as required specified by the Director of Enterprise & Apprenticeships.

Programme Management:

a)Plan, develop and co-ordinate a range of sub-contractor partners to ensure that the offer meets the needs and strategic aims of the College.

b)Work in conjunction with the Head of Apprenticeships, Employer Engagement Manager and Performance and Contract Manager to funding rules are applied to ensure compliance of sub-contracted and special project provision and to ensure such provision is incorporated into the College’s cycle of subcontracted controls and external audit requirements.

c)Ensure the compliance of sub-contracted and special project provision is within contractual terms, current funding regulations and external audit requirements (including responsibility for being aware of any changes in such requirements and advising other staff and adapting processes as necessary).

d)Work with other College teams and Enterprise and Apprenticeship Managers and Finance to co-ordinate and deploy resources to maintain compliance, including completing all monitoring returns required by funding bodies and supporting any internal or external audits of the College in relation to such provision.

e)Work with senior managers to draft and update the College’s sub-contracting policy and maintain requirements of the Subcontractor Control Manual to develop new sub-contract partnerships to recruit high quality providers to meet targets and to meet changing needs and requirements.

f)To develop and implement processes and procedures to ensure consistency and rigour in sub-contract PQQ and due diligence activities, profiling and contracting and delivery aligned to Subcontractor Controls and ESFA funding regulations.

g)Develop and utilise performance management and monitoring systems that provide robust and accurate control of sub-contracted and special project provision and monitor outcomes and spend against programme and academic year targets, including providing estimates of final outcomes and spend and projections of carry-over activity.

h)Take a proactive approach to supporting the relationship between Contract and Performance Manager regarding performance management of sub-contracted and special project provision, including supplying of management reporting information to support regular meetings with partners to review progress against targets and contracts, supporting the integration of sub-contracted provision with the work of the College and providing senior managers and other relevant staff with regular monthly reports and actions.

i)Work with the Enterprise and Apprenticeship Director to support the compliance and performance of the College’s apprenticeship provision, including advising staff on compliance with funding regulations and external audit requirements, supporting any internal or external audits of the College in relation to such provision and advising on framework and standard funding and spend and achievement rate performance against targets.

j)Manage College IT systems to support effective monitoring and management of provision to support learner files, provision, monitoring arrangements and compliant learner file systems.

k)Working with other College teams such as Finance and CIS to ensure that all contracts, outcomes and payments are evidenced and regular class lists and reconciliations are provided to sub-contractors.

l)Recruit and take responsibility for line and performance management of staff to support the College’s delivery of special projects as necessary.

m)Undertake all responsibilities in line with management and delegation of administrative duties re Age Grants and Incentive reconciliations, processes and payments to employers

n)Undertake all reasonable duties delegated by the Enterprise & Apprenticeship Director to assist in the smooth running of the area.

o)Lead on agreed items at team meetings and to hold meetings with teams as appropriate.

p)Work closely with the Head of Quality to ensure awareness of and processes complement and enhance cross college systems to ensure robust improvement systems are monitored and maintained.
