Minutes of the regular council meeting held August 4th 2009 at 7:30 p.m. at the Kazabazua Community Centre located on Begley Road in Kazabazua.

Forming quorum in the presence of his honour the Mayor, Mr. Adrien Noël, who declares the meeting open at 7:30 p.m. in the presence of approximately 22 taxpayers.

That the salaries paid for periods 26 to 30B for July 2009 representing an amount of $ $19,639.27 be accepted.
That the federal and provincial remittances, which represent an amount of $8,118.41 for salaries paid in July, 2009 be accepted and paid in July 2009.
That the Retirement plan remittances, which represent an amount of $1,595.02 for salaries paid in July 2009, be accepted and paid.

2009-08-142 FQM Annual meeting and evening performance
ConsidERING THAT; some members of council will be attending the annual meeting of the FQM;
ConsidERING THAT; an evening performance is being offered on Friday September 25, 2009;

That this Council authorizes the members of Council attending the FQM Colloque to attend the special evening performance at a cost of $35 each.

2009-08-143 Offer of services – Computer maintenance for Café Rencontre
ConsidERING THAT; an offer of services was received from Loda Kaz PC for the maintenance of the computers for the Café Rencontre at the Library;
ConsidERING THAT; the Café Rencontre serves the community with free computer with high-speed Internet;

That this Council engages the firm of Loda Kaz PC to maintain and service the computers for the Café Rencontre at the Municipal Library.

ConsidERING THAT; a resolution was passed at a special meeting of Council on July 20th, 2009 for the Director General to hire staff temporarily on behalf of the Municipality;
CONSIERING THAT; the Director General is the administrator of the Municipality;
ConsidERING THAT; positions sometimes must be filled before the next regular meeting of Council;

That this Council authorizes the Director General/Secretary Treasurer be officially delegated to hire staff on a probationary period pending approval at the next meeting of Council, the employee will be hired by interview with the participation of members of Council.

2009-08-145 Amendment of resolution 2009-07-122 Emploi Quebec
ConsidERING THAT; a resolution for the extension of the contract with Emploi Quebec for a general labourer was passed at the last regular meeting of Council;
ConsidERING THAT; the contract renewal for 2009-2010 is 65%;

That this Council amends resolution 2009-07-122 as follows;
Emploi-Quebec is offering an integration of the work renewal for a duration of 52 weeks, commencing August 4th, 2009 at 40 hours per week for a total of $17,472 (65% of $12 x 40 hours per week at 52 weeks)

2009-08-146 FQM Colloque – Nomination of councillor #5 to attend
ConsidERING THAT; the annual meeting of the FQM is being held in September;
ConsidERING THAT; Councillor #5 wishes to attend the FQM colloque;

2009-08-147 Official hiring of the concierge
ConsidERING THAT; formal interviews were held for the position of janitor;
ConsidERING THAT; the chosen candidate has experience in the janitorial field and is currently without employment;
CONSIDERING THAT; Perry Wilson was temporarily hired as concierge at the special meeting of Council held July 20th, 2009;

And resolved:
That Council authorises the official hiring of Perry Wilson to fill the position of Concierge, for the Municipality of Kazabazua and that a letter of thanks be sent to Greg Picard in appreciation of all of his hard work and effort over the last five years.

NOTICE OF MOTION is hereby GIVEN BY councillor Robert petrin, that at the next regular meeting of council, a by-law for the imposition of taxes for the 911 SYSTEM will be adopted.
2009-08-148 ROADSIDE grass cutting for 2009
ConsidERING THAT; the Municipality has received offers for roadside grass cutting;
ConsidERING THAT; roadside grass cutting is carried out annually;

And resolved:
That this Council engages the services of ALC from Mont Laurier, at a cost of $2,257.50 this being the same company that carried out the contract in 2008.

2009-08-149 Adoption of Sand & gravel pit tarriff by-law
ConsidERING THAT; the imposition of fees for gravel pits has been made mandatory by Municipal Affairs;
ConsidERING THAT; a copy of the imposed tariff by-law was received from Municipal Affairs;

And resolved:
That this Council adopt By-Law 2009-001 Tariff of Sand and Gravel Pits in the Municipality of Kazabazua.

2009-08-150 Revitalisation Committee
ConsidERING THAT; the Ministry of Municipal Affairs and regions of the Government of Quebec have emitted a governmental plan of action intended for devitalised municipalities and that in this plan, the Municipality of Kazabazua was declared devitalised;
ConsidERING THAT; additional funds have been made available to devitalised municipalities in priority of all other projects (The formal Municipal contribution being 20% and provincial contribution being 80% and in some cases may be a maximum of 95%);
CONSIDERING THAT; in January of 2009 the Municipality established a revitalisation committee with a mandate of identifying potential projects;
CONSIDERING THAT; private partners in the Municipality are prepared to spend $9,500 in contributions;
CONSIDERING THAT; the Municipality of Kazabazua wishes to initiate projects now and in the future with additional funds available in 2009;
CONSIDERING THAT; the Committee will return to council to obtain final authorization for the engagement of the funds for each specific project;

And resolved:
That this Council reserves the sum of $10,000 as its portion of financial participation of the Municipality;
And that the Council permits the revitalisation committee and its partners to initiate the consultation process, the development of business plans, to seek estimates and all other procedures for the advancement of the files.
And that Council appoint the President of the Revitalisation Committee as representative of Municipal Council.

2009-08-151 Request from Irma Peck – annual Terry Fox run
ConsidERING THAT; the Terry Fox Run is held annually in Kazabazua;
ConsidERING THAT; this year will be a landmark year for the Kazabazua Terry Fox Run as they hope to reach an accumulated total of monies raised of $100,000;

And resolved:
That this Council authorizes the participation and use of the Municipal Fire Trucks, Firefighters and fire hall for the Annual Terry Fox Run.

Question period
Diane Picard asked if it would be possible for the Municipality to install signs similar to those on the 105 at each end of the Municipality, on the 301 coming from Danford and the Lac Ste Marie Road, identifying the Municipality of Kazabazua. Also, would it be possible to look into the purchase of a new plaque for the Memorial Park rock, as the old one is getting very weathered.
David Kollesh recommended the installation of two more fire risk (burning) signs installed in the Municipality. One sign to be installed at the corner of 301 and 105, the other to be installed at 105 and Lac Ste Marie road.
Councillor Melanie Irwin suggested signage identifying Kazabazua on the inter-municipal roads of the Municipality due to the changes with the 911 service (To be discussed with Henry Chamberlain).
