1.Background

Youth Health and Development Organization (YHDO) is a non-governmental and non-for-profit organization established in 2009, registered with government of Afghanistan

2. Summary / Objective

YHDO part of regional HIV grant in Afghanistan intend to provide technical assistance to National AIDS Control Program. YHDO is seeking the services of a consultant to conduct below identified HIV related research. Theresearch results willhelp generate information for decision making, reprograming and health services quality improvement of national program

  1. Research on HIV counseling and testing
  2. Research on Stigma and discrimination related to HIV
  3. Research on Adherence to Antiretroviral Therapy
  4. Develop HIV sentinel surveillance guidelines for NACP
  5. Development of institutional policies for PLHIV network.

3. Purpose of the assignment

The consultant will work with YHDO and NACP teams. This consulting assignment intend to provide evidence to national program to make decision and consider reprogram on HIV counselling, and testing, interventions to stigma and discrimination, increase adherence to antiviral therapy, and improve sentinel surveillance.

4. Scope of work and deliverable:

the consultant will be responsible for completion of below tasks where YHDO will be provide support for field work including data collection.

  1. Work plan for conducting researches studies developed
  2. Protocols for all researches studies developed
  3. All researches protocols approved by IRB
  4. Data collection tools for all researches developed
  5. institutional policies for PLHIV developed
  6. guideline on sentinel surveillance developed and approved by NACP.
  7. Validation workshopfor sharing research data organized
  8. Researches final reports developed and approved by YHDO and NACP.

5.Payment schedule:

  • 20% of contracted amount by singing of agreement and submission of Work plan
  • 40% of contract amount by completion of deliverables number 2,3 and 4.
  • 40% of contracted amount by submission of final research report

6.Timeline and duration of consultancy

The duration of this consulting assignment is 90 working days.

  1. Research on HIV counseling and testing: Duration 20 working days
  2. Research on stigma and discrimination related to HIV: Duration 20 working days
  3. Research on adherence to Antiretroviral Therapy: Duration 15 working days
  4. Develop HIV sentinel surveillance guidelines for NACP: Duration 20 working days
  5. Develop institutional policies for PLHIV: Duration 15 working days.

7.Profile of consultant

The candidate is expected to have the following qualifications and skills;

  • Advanced academic degree in a related field (Public Health and Epidemiology)
  • Extensive professional knowledge and experience in the field HIV and AIDS
  • Demonstrated experience in regional review of evidence, literature reviews, stakeholder interviewing, analysis and synthesis of findings; excellent writing and communication skills.
