EPPO SUMMARY OF THE PHYTOSANITARY REGULATIONS
OF BELARUS
This summary of the phytosanitary regulations of Belarus forms part of the EPPO publication Summaries of Phytosanitary Regulations. It has been prepared by the EPPO Secretariat from the original text of the Belarussian regulations. Its content is identical to that of EPPO's computer database PRS. PRS is provided with a user-friendly interface for retrieval of this information in relation to consignments of specific commodities exported to Belarus from any country. Users are strongly advised to consult PRS in the first instance, and to refer to this printed summary only for an overall view. The original text of the Belarussian regulations is also supplied with PRS, as a computer text file.

LEGISLATION
Charter on plant quarantine in the Republic of Belarus (Order no 509 of the Council of Ministers of the Republic of Belarus of 1993-07-29)
Rules on foreign quarantine in the Republic of Belarus of 1994-02-15
PROHIBITED IMPORTS
Plants (including seeds) and plant products infested by quarantine pests for Belarus (see Lists of Quarantine Pests) and for CIS countries, and by other injurious pests.
Cultures of plant pathogens (fungi, bacteria and viruses); living insects, mites and nematodes injurious to plants (except samples for scientific purposes);
Soil, plants and their underground parts accompanied by soil;
Plants (including seeds) of fruit, forest and ornamental crops intended for commercial planting originating in countries where quarantine pests for the Republic of Belarus (see Lists of Quarantine Pests) and CIS countries occur.
POINTS OF ENTRY
All regulated plants and plant products must be imported through specified customs offices.
TRANSIT
Consignments which are in transit through the Republic of Belarus are subject to obligatory phytosanitary inspection at the points of entry. They must be free from pests, packed in closed packages and accompanied by a PC and also by an IP to be obtained from the NPPO.
REGULATED ARTICLES
Regulated articles include the following:
- plants for planting (including seeds) of agricultural, forest and ornamental plants;
- fruits and vegetables;
- bread, fodder and industrial grain, copra, malt, oilcakes; cotton, flax and other plant fibres; dried medicinal plants;
- rice, nuts, peanuts, flour, groats, coffee beans, cocoa beans, dried fruits and vegetables, raw tobacco and spices;
- herbaria, seed collections;
- plants and plant products transported by mail and by passengers;
- wood (including packing wood);
- any plant products that can carry plant pests.
- packing materials, manufactured articles of plant origin;
- forage, hay, mixed feed, litter accompanying animals imported from quarantine areas;
- raw hides and wool;
- living cultures of fungi, bacteria, viruses, nematodes, mites or insects, which are pests of plants and plant products;
- collections of insects and plant pathogens;
- soil cores and soil samples.
The following are also subject to inspection:
- means of transport arriving from other countries;
- storehouses for imported plant materials;
- agricultural and forest lands within 3 km of State borders and points of entry.
IMPORT PERMITS
An import permit (IP) is in general required for the import or transit of regulated plants and plant products (see exceptions). Requests (with full data concerning import) for IPs must be forwarded to the NPPO or to regional Plant Quarantine Inspection offices by the importer not less then 15 days before the import.
CERTIFICATES
The phytosanitary certificate (PC) is in general required for all regulated plants and plant products (see exceptions). It must be issued by the NPPO of the exporting country in conformity with Art. V of the IPPC, 1951
The import of plants and plant products into the Republic of Belarus from countries which do not have an NPPO is allowed without PC but must be accompanied by an IP.
The reexportation certificate (RC), issued by the last reexporting country, must be in accordance with the FAO model, and attached to the PC. The RC is required for consignments exported by a country which is not a country of origin.
The PC or RC must certify that the consignment is free from quarantine pests and meets any special requirements.
In some cases specified in the IP, the PC must carry an additional declaration (AD). In particular, if a treatment is required, the PC must mention the characteristics of any treatment carried out (active substance, dose etc.).
Exceptions
The following plants and plant products may be imported without IP (but must be accompanied by PC):
- samples of plants for planting (including seeds) for scientific purposes;
- plant products for consumption sent to embassies, consulates, trade representations, international organizations and persons with privileges and immunity;
- commercial samples (not exceeding 5 kg) of agricultural goods for international trade organizations of the Republic of Belarus.
The following plants and plant products may be imported without either PC or IP:
- products for industrial uses: tea, starch, hops, dried fruits and vegetables, mushrooms, milled coffee, flour, stone-fruit kernels;
- spices;
- treated rice straw for industrial uses, teasing cones for textile industry, decoration wood, cork, wool, raw hides, henna and basma;
- dried medicinal plants;
- plants and plant products, free from pests, imported as food by the crew of any means of transport;
- plants and plant products, free from pests, imported by passengers;
- cut flowers (except chrysanthemums);
- minerals or rock from deep underground, sea and river sand, sediments from the bed of seas, rivers or lakes.
