PUBLIC OPEN TENDER – SCREENING QUESTIONS GUIDELINE
The objective of posting questions in POT is purely to find out if the interested Tenderer is qualified enough to handle the project which is going to be tendered out. The Questions should be more focused to the quality and capability of the contractor rather than the project. The questions should becarefully structured to focus on Experience, Resources, HSE, QA & QC, Financial strength, core business, etc of the contractor who is to be qualified to participate in the tender. The Questions included in this document are given as examplesand should be modified to suit the individual projects.
Please note that these Question play a very important role in qualifying Tenderers especially when it comes to new players whom PDO have no experience of.

FINANCIAL:
Following questionsmay be used to find out the financial strength of the contractor. The questions need to be modified to suit the project to be tendered:
- Does the Tenderer have the financial strength to meet the obligations of the contract worth US$ XX millions? Can the Tenderer provide proof of financial responsibility and provide bank references of financial strength if required by the Company?
- Does the Tenderer have Financial capability of US$ XXX millions to maintain a substantial stock level at any time and can it be proved to the Company if required?
- Can the Tenderer prove financial capability supported by Audited financial statements for the last XXX years and Bank reference letter confirming that the Tenderer is financially capable of executing a contract worth US $ XX millions?
- Does the Tenderer confirm that the Tenderer is not under any financial claim which may jeopardize the execution of the project?
- Does the Tenderer have the Financial capability of approximately US$XXXmillionsto maintain a substantial stock level at any time within the Gulf region / Oman?
- Can the Tenderer provide copies of audited financial reports and published accounts of the last XXX years if required by PDO?
EXPERIENCE:
Following questions may be used to find out the technical experience of the contractor. The questions need to be modified to suit the project:
- Does the Tenderer have experience in the particular field being Tendered and can the Tenderer submit a list of previous similar projects (XX m$ each project) in which the Tenderer has been the main Contractor if required?
- Does the Tenderer have past references in any of Shell or PDO or any oil & gas related companies for executing similar projects as the main contractor?
- Does the Tenderer have experience or capability in providing and managing slick line and pumping service in low pressure wells (up to 3000 psi, 3000 meter depth) as well as high pressure wells (up to10000 psi, 5500 meter depth , 5 ½“ completion)?
- Does the Tenderer have past and recent (within the last 5 years) experience in operating contract of similar size, i.e. 9-12 slick line units and 3-4 pump units?
- Does the Tenderer have international experience in oil gas related companies and can they submit customer reference to substantiate this?
- Does the Tenderer have at least XXX years experience in large diameter carbon steel onshore pipeline construction for Oil & Gas companies, including PE-lining, procurement of linepipes, valves and fittings? Can the Tenderer submit proof statements of this if required by the Company?
- Does the Tenderer have experience in engineering, procurement, construction and commissioning (EPC) of 132kV substations and 132kV overhead lines in the GCC region? Has the Tenderer installed as a minimum XXXkm length of 132kV Overhead lines in the last XXX years?
- Is the Tenderer capable and does the Tenderer have the ability to carry out the field trial of the meters on " no cure no pay" basis?
- Can the Tenderer demonstrate the Technical capability of supplying DSS piping material based as per the Shell MESC Specifications & the size, piping class, ratings & quantities as mentioned in MTO’?
- Does the Tenderer have a minimum of XXXyears experience of in-field excavation and removal of contaminated soil, cleaning of contaminated soil, disposal of waste, land restoration of desert environment? Can the Tenderer submit proof of this if required by the Company?
- Does the Tenderer have more than XXX years latest experience in supplying similar equipments/similar stationery/similar spare parts/similar servicesof values exceeding US$ XXXmillions to Ministries and or big organizations in Oman? Can the Tenderer submit proof statements if required by the Company?
- Is the Tenderer qualified to appear at all levels of the Omani Courts, including the Supreme Court?
- Can the Tenderer confirm that all the contracts executed in the last XXXX years were successfully completed on schedule including contracts currently in progress? Can evidence be submitted if required by the Company?
- Does the Tenderer confirm that Inspection services (intrusive and non-intrusive type of inspections) is their core business within the past XXX years in Oil and Gas facilities in Oman or similar desert environment? Are the inspection services specific to tanks / oil lines / pipeline?
- Have you successfully executed similar contracts for PDO or any of the Shell units in the last XXX years as a main contractor? Are details available if required?
RESOURCES:
Following questions may be used to find out if the contractor has enough resources to execute the project. The questions need to be modified to suit the project:
- Does the Tenderer’s Key Personnel have at least XXX years experience in managing similar pipeline projects? “Key Personnel”, as a minimum, shall comprise of Contract Manager, Project Manager, Construction Manager, HSE Manager and QA Manager. Is the Tenderer in a position to provide CVs as a proof of above?
- Can the Tenderer be able to mobilize a minimum of X to X slick line units and X pump(s) unit to be fully operational by xx/xx/2005 if the Contract is awarded on or before xx/xx/2005?
- Does the Tenderer have sufficient resources such as manpower, funds, equipments, materials to execute such a project worth US$ XXX millions?
- Does the Tenderer have the Technical capability to manufacture carbon steel flowlines to ISO 3183-3 specifications and Shell Design & Engineering Practice (DEP)? (A copy of the DEP document is available on request.)
- Is the Tenderer capable to offer technical support in Oman?
- All welding activities shall be supervised and coordinated by personnel meeting the requirements of BS EN 719.
- Does the Tenderer confirm that all NDT activities shall be carried by personnel qualified and certified in accordance with ASNT-TC-1A or EN 473 and approved by a 3rd party inspection agency recognized by an EC member state?
- Does the Tenderer confirm that the Tenderer has at least 3 lawyers employed in the Tenderer’s organization (including partners and lawyers)?
- Does the Tenderer confirm that the main work shall be executed by the main contractor and shall not be subcontracted?
HSE:
Following questions may be used to find out if the contractor has HSE policy in place. The questions need to be modified to suit the project:
- Does the Tenderer have an established HSE Management System that reflects the model of the OGP?
- Does the Tenderer have a HSE Management System that reflects the elements of the OHSAS18001 model?
- Does the Tenderer have a HSE reporting model that includes Lagging and Leading Indicators?
- Can the Tenderer submit the last 5 years HSE performance data?
- Can the Tenderer provide a sample HSE plan for a similar Contract or Project?
- Does the Tenderer have an established Health Monitoring programme for employees
- Does the Tenderer have an established Environmental model to reduce/reuse or recycle waste?
- Does the Tenderer have an established method for investigating incidents to understand the underlying causes?
- Does the Tenderer have a company HSE booklet for staff?
- Does the Tenderer have an established Sub Contractor auditing system to include contract articles for maintaining HSE standards and procedures.
- Does the Tenderer have Corporate Health Safety and Environment (HSE) Plan and HSE records showing good HSE performance for the last XXX years?
- Does the Tenderer have an established Corporate Health, Safety and Environment Management System (HSE-MS)? Can the Tenderer provide evidence of such if required by the Company?
- Does the Tenderer have fully documented and Industry recognised HSE management system with sound HSE performance supported by HSE records?
- Was there any HSE incident committed or logged against your organization which has lead to suspension or termination of a contract during the last XXX years? Either during project execution or outside.
- Does the Tenderer have or is willing to certify the business process activities of the Tenderer and associated sub-contractors and -vendors, according to a environmental assurance system based on ISO 14000 series or equal standard, as soon as possible, but latest within XXX years after contract award?
- Does the Tenderer have an HSE policy and HSE Management system that complies with the PDO HSE Management System requirements?
TECHNICAL:
Following questions may be used to find out if the contractor has satisfactory Technical qualifications required to carry out the project. The questions need to be modified to suit the project:
- Does the Tenderer have experience in the particular field being Tendered and can the Tenderer submit a list of previous similar projects (XX m$ each project) in which the Tenderer has been the main Contractor if required?
- Are all welding activities controlled in accordance with ISO 3834-2?
- Is the Material certificate 3.1 B in accordance with ISO 10474?
- Can the Tenderer provide manufacturer’s “Certificate of Compliance” with buying description?
- Does the Tenderer have the Technical support and experience of more than XXX years in handling similar projects and can the Tenderer submit proof if required by the Company?
- Does the Tenderer have the Technical capability to manufacture carbon steel & stainless steel Piping to ASTM A106-B, ASTM A333-6, ASTM A182-F51, ASTM 313-TP316L, ASTM A358-316L and API 5L-(several grates) specifications and Shell Design & Engineering Practice (DEP)?
- Does the Tenderer have the capability to arrange for PQR qualification test which shall include ferrite measurement, corrosion test, impact test and hardness test which shall meet the requirements of base metal?
QUALITY:
Following questions may be used to find out if the contractor can meet the QA / QC required to carry out the project. The questions need to be modified to suit the project:
- Does the Tenderer have Quality Management system that is certified to ISO 9001-2000? Can the Tenderer submit proof if required by the Company?
- Are you holding relevant ISO and/or QA/QC system in place?
- Does the Tenderer have an established Quality System that complies with the appropriate Standard from the ISO 9000 series? Can the Tenderer provide evidence if required by the Company?
- Can the Tenderer demonstrate compliance to ISO 9001:2000 when audited by PDO?
- Does the Tenderer have Proof of ISO 9001-2000 and corporate quality manual from a recognised certification body?
- Can the Tenderer demonstrate that the manufacturing plant is certified to ISO 9001:2000 by 3rd party inspection agency recognized by an EC member state?
- Does the Tenderer confirm that all manufacturers will submit Quality Control Plan and WPSs and PQRs for approval to PDO?
- Is the Tenderer in a position to submit proof of skills in Quality Assurance, Quality Control and Technical Audits if required by the Company?
- Is the Tenderer in a position to submit Proof of ISO 3183-3 qualification from a recognised certification body if required by the Company?
- Does the Tender possess Inspection procedures for tanks and pressure vessels that are complying to API653, API510, API572? Does the Tenderer have in-house ultrasonic testing procedure for inspection of pipe works and pressure vessels?
- Does the Tenderer have or is he willing to certify the business process activities of the Tenderer and associated sub-contractors and -vendors, according to a quality assurance system based on ISO 9000-2000 series?
- Does the Tenderer maintain a documented Quality System in line with ISO-9000-2000 series or equal standard for all activities encompassed by the contract scope of work?
