10:00-10:10 WELCOME AND INTRODUCTIONS– Welcome from the host, the
Central Nevada Regional Water Authority, and introduction of Forum
parties(Central Nevada Regional Water Authority; InyoCounty,
California; Juab County,Utah; Millard County,Utah and MonoCounty,
California) and others.
10:10-10:20 REVIEW MOU ESTABLISHING THE FORUM AND REVIEW
THE FORUM AGENDA – A review by MOU parties of the purpose of
the MOU and the Forum, and also review the Forum agenda.
10:20-10:50 SPECIAL GUEST – Bob Abbey,Director, Bureau of Land
Management, Washington, D.C.
10:50-11:15 DISCUSSION INVOLVING FORUM MEMBERS AND BLM
DIRECTORBOB ABBEY– Square tablediscussion involving Forum
members and Bob Abbey on topics of importance to the Forum members.
11:15-11:30 PUBLIC COMMENT– This time is devoted to comments and questions
from Forum members and the public attending the Forum.
11:30-12:15 LUNCH – Lunch (sandwiches, salads and drinks) will be provided for
Forum members and their staff, and Forum speakers and their guests;
others will beable toeat at the NVEnergy cafeteria adjacent to the
auditorium.

Presentation on 1) how the USGS determines a water basin's sustainable
groundwater resource, and 2) the status/findings of the USGS Great Basin
Water Availability Study.
1:15-2:00 DISCUSSION BY FORUM MEMBERS ON WHETHER OR NOT
ADVERSE IMPACTS OF GROUNDWATER PUMPING CAN BE
MITIGATED– Discussion to be lead byInyoCounty on whether or not
adverse impacts of groundwater pumping can be mitigated.
2:00-3:00 DISCUSSION BY FORUM MEMBERS ON WHAT IS
HAPPENINGIN THEIR STATES/COUNTIES REGARDING 1)
CONNECTING LAND USE PLANS/DEVELOPMENT TO WATER
RESOURCES,AND 2) RETAINING WATER RESOURCES IN
RURAL AREASFOR ECONOMIC DEVELOPMENT AND
PRESERVATION OF THE NATURAL ENVIRONMENT – This
discussion is intended to assist Forum parties and their states in
addressing the need to 1) connectland useplans/development to water
resources, and 2) determine waterresources needed to support future
economic growth and preserve the natural environment of rural areas.
3:00-3:15 PUBLIC COMMENT– This time is devoted to comments and questions
from Forum members and the public attending the Forum.
3:15-3:30 CLOSING REMARKS – Discussion on 1) the value of the Forum, and
2) the proposed2010 Great Basin Water Forum.
Note: Any matter recommended by the Forum does not represent either the position of any Forum party nor does it require action by any Forum party unless and until the item is acted on by each individual Forum party.
