2014 CAPA ACCOMPLISHMENT REPORT

MISSION: The mission of the Colorado Asphalt Pavement Association (CAPA) is to advance the quality and use of asphalt pavements in Colorado.

ADMINISTRATION:

  • AIAP revenue was up 15% from 2013, SAIAP revenueexceeded budget by 20%. Net assets grew by 24% from 2013 ($680k versus $548 in 2013). This does NOT include the funds from New Mexico. Actual expenses were within budget. Changes were made to CAPA investments to increase earnings.
  • Revenue from the RMAEC/LabCAT Program was $7k greater than budget and the CAPA subsidy to the program was within the budget amount of $44k.
  • 21 New Members were added. This includes 9 Associates, 8 – Affiliates, and 4 – Affiliate Agency
  • CAPA took a lead role in providing administrative direction and technical support for the new Asphalt Pavement Association of New Mexico (APANM). Tom Peterson traveled to New Mexico twice (March, June) and CAPA hosted a meeting of New Mexico asphalt industry representatives in May.

GOALS:

GOAL #1: Increase the knowledge and skills of the asphalt industry through education and work force development.

  • CAPA took a lead role in the Colorado Construction Career Day held on September 24 at the Adams County fairgrounds. Tom Clayton coordinated the equipment demonstrations and both Ed Bush and Cindy Rutkoski provided support for this annual event that attracted hundreds of high school students.
  • CAPA has developed a We are Hiring!! Work Force Development poster. Once complete, the poster will be distributed to work force centers, high schools, member company offices, etc. and used to encourage employees in the asphalt industry.
  • Attendance in the LabCAT Program increased by 12%, requirements for certification were strengthened, the Technical Committee and Board of Directors continue to function well and the CDOT agreement was renewed for 1 more year. Greater than 90% of evaluations rate the program as Excellent or Very Good.
  • The 42ndRocky Mountain Asphalt Conference & Equipment Show attracted 1,100 participants – 850 paid attendees - 700 conference and 150 Equipment Show Only; 250 exhibitors; 150 speakers, students, and staff. The conference featured 28 technology breakout sessions, 21 educational sessions. Also included was an asphalt plant tour and pre-conference forums on longitudinal joints and asphalt research.

GOAL #2: Maintain a sustained effort on quality improvement while supporting safety, sound environmental practices, and efficiency measures.

  • The use of warm mix asphalt continues to increase and acceptance by agencies continues to grow.
  • Western Slope Technical Representative Jim Fife made progress in furthering the use of the Upper Colorado River Bain/Roaring Fork Valley Asphalt Specification. In addition, a number of Technical Forums were held throughout the year including Glenwood Springs – December 8; April 21 - hosted by the Town of Snowmass Village; May 15 - hosted by the City of Craig.
  • Partnered with the Colorado Chapter of the APWA to conduct Asphalt Inspector Education/Certification training in conjunction with the APWA Inspector Conference.
  • The 21st“Best in Colorado” Asphalt Awards Program attracted 52 nominations representing 38 projects. An excellent Awards Team evaluated projects and a well received dinner and program was conducted.

GOAL #3: Position asphalt as the pavement material of choice through product innovation and sustainable construction.

Developed the first ever Roads of Colorado Asphalt calendar showcasing asphalt roads and pavements.

Hired a consultant (Dr. Kevin Hall – U. of Arkansas) funded through Special Projects to complete anevaluation of the new CDOT pavement design methodology. Dr. Hall uncovered an input error and once corrected, resulted in a much improved position of asphalt thicknesses versus PCCP.

  • Partnered with 850 KOA for pro-asphalt ads on Denver Broncos radio casts.

CAPA continues to take an active role in the NAPA coordinated Go-To-Market Program. We provided $10,000 in support of the Pavement Economics Committee and $3,000 in support of the Asphalt Pavement Alliance. Tom Peterson is the co-chairman of the NAPA Environmental Sustainability Committee and is taking a lead role in developing the industries strategic plan for sustainability.

  • CAPA is actively engaged in support of asphalt pavement type selection on the following projects;
  • CDOT RAMP Partnership Projects, 45 projects - $630 Million
  • Walker Field (Grand Junction Regional Airport)
  • C-470 Corridor Managed Toll Roads
  • Jefferson Parkway Public Highway Authority

GOAL #4: Develop a positive image of the asphalt industry while continuing to build and maintain partnerships with key stakeholders.

  • Provided support against the Citizens Against Asphalt Toxins (CAAT) in Ft. Collins.
  • Both the Colorado Association of Road Supervisors and Engineers (CARSE)$1,500 and the APWA- Colorado Chapter $2,500 renewed their sponsorship of the CAPA Webinar Education Program. Webinars are provided at No Cost to members of with CARSE or APWA-Colorado Chapter.
  • The annual Colorado Asphalt Hall of Fame induction ceremony was very memorable and one with lasting significance. 3 industry leaders were recognized and we received excellent feedback.
  • The partnership with Golden Bell Press resulted in the 2014 Membership Directory being printed and published in late January, The High Road news magazine was printed in both Spring and Fall issues and published as an insert in the Colorado Public Works Journal and mailed to over 2,400 professionals.

GOAL #5: Provide a high level of technical support, specification assistance, & new product guidance to agencies, consultants and members.

Six excellent candidates were selected for the Annual CAPA/APWA/NCAT Asphalt Technology Scholarship Program.

Coordinated a “Efficiency in Construction Materials” Panel Presentation of contractor members who presented at the Annual Conference and at the MGPEC Annual Meeting.

Developed a document entitled “Ensuring Best Value in Asphalt Pavement Projects” aimed at educating municipal engineers in the best practices of bidding of asphalt projects.

Worked closely with the CDOT on numerous issues including the following:

oAsphalt Mix Designs, Section 403 changes

oRegion 2 Leadership, meeting with RTD Karen Rowe and key staff, October 31

oCDOT Use of Consultants, formed a work group and held a meeting on September 2

oDBE Requirements; the work group continues to meet, October 2, December 10, Key issues include clarifying the Good Faith Effort process, contractor input into goal setting, etc.

GOAL #6: Grow investments in Colorado for infrastructure funding and asphalt pavements.

  • Continue to take an active role in attending Colorado Transportation Commission meetings and workshops to influence the increased funding for asphalt pavements.
  • We took a lead role in coordinating and organizing a Meet and Greet Reception with Governor Candidate Bob Beauprez. 5 organizations participated - CAPA, CCA, CRMCA, CSSGA, and PCA.
  • We successfully coordinated 3 Meet and Great Fund Raisers for Secretary of State candidate Wayne Williams – June – Colorado Springs; July – Pueblo; September – Grand Junction.
  • We fully funded our $10,000 commitment to the Construction Industry Coalition (CIC) 527 PAC.
  • Tom Peterson, John Paul Ary and CAPA President Gregg Rippy participated in the Transportation Industry Coalition Fly-In to Washington D.C. in June. The group met with 7 of the Colorado Congressional delegation offices.
