MINUTES

1.  Call to Order at 6:02 pm.

3.  Approval of Agenda: Motion to approve the November 1, 2016 agenda by Cole, seconded by Manring. Approved unanimously.

4.  Approval of Minutes: Motion to waive the reading of the minutes from the August 29, 2016 regular meeting and approve them with changes discussed by Cole, seconded by Becker. Approved unanimously.

5.  Civility Reminder. Hurtley noted the City’s commitment to civil discourse.

6.  Citizen appearances other than agenda items listed.

7.  New Business. None

8.  Old Business.

a.  Discussion and possible motion regarding any changes to proposed ordinance 2016-10, an ordinance renaming and amending Chapter 46 of the municipal code regulating property maintenance. Cole noted corrections to the ordinance and the commission discussed the ordinance in general. Sergeant indicated he will be meeting with the attorney soon to discuss the ordinance. Motion to recommend amendments to Common Council by Manring/Cole, approved unanimously.

b.  Discussion and possible motion recommending any changes to proposed Ordinance 2016-18 amending Chapter 130 to allow chicken keeping. Sergeant presented the most recent draft of an ordinance. Commission discussed minor changes in wording and grammar. Consensus decisions the original recommendation to Common Council is valid and no need to re-recommend with minor changes.

9.  Monthly Reports

a.  Report from the Community Development Director. None

i.  Report on permitting activity by Zoning Administrator. None

ii.  Report on enforcement. Sergeant noted the sign at the Café was likely going to see replacement soon. Sergeant noted he did not receive contact info from the resident who inquired regarding a home based business on S. Madison Street and was unable to follow up with the resident.

b.  Report of the Evansville Historic Preservation Commission. None

c.  Report on Common Council actions relating to Plan Commission recommendations. None

d.  Report on Board of Appeals actions relating to zoning matters. None

e.  Planning education/news: Sergeant summarized the Historic Preservation article. Gishnock noted many of the things the article highlights Evansville is doing. Committee discussed a Preservation Plan being in place by HPC.
