The objective of this Seminar is to enhance the capacity of the policy makers, technology licensing officers and financing intermediaries to create an improved enabling policy environment and programs for the development of SMEs in the APEC region by engaging experienced SME owners/managers, who had successfully involved in international trade after having commercialised their research ideas to share their success stories. Their input (effectiveness or ineffective of government policies) will be deliberated that could enable improvements to policy measures to be undertaken.
The activities will include presentation and discussion on effective policy recommendations based on best practices in the form of case studies from APEC member economies.
The Seminar on Bringing Research Ideas to Market, which was jointly organized by the Economic Planning Unit, Prime Minister’s Department and Ministry of Science, Technology and Innovation, Malaysian Technology Development Corporation and Small and Medium Industries Development Corporation, was held on 18-19 June 2007 at Hotel Crowne Plaza Mutiara, Kuala Lumpur.

Project Overseer’s comment
The Seminar was scheduled to be held in August 2006. However, in order to collaborate and incorporate findings of the project by SME Working Group titled “A Research on the Innovation Promoting Policy for SMEs in APEC: Survey and Case Studies”, the APEC Budget and Management Committee Meeting II, 23 – 25 August 2006 recommended to reschedule the Seminar to June 2007.
The two days seminar was attended by 213 participants from the Small and Medium Entrepreneurs (SMEs), researchers, policy makers and government link companies. Overall, 15 speakers presented their papers, of which 8 foreign speakers from United States, Australia, Korea, Indonesia, China Taipei, Thailand and Vietnam and 7 local speakers.
This seminar had achieved its objectives and contributed importantly to the development of the SMEs in APEC member economies particularly in Malaysia. Contributions/inputs from foreign and local experts through fruitful discussions and exchange of ideas among participants were value-added elements for member economies. Issues that were highlighted include institutional framework and policy, entrepreneurial development and financial assistance to support innovation at the SMEs level. The ideas and recommendations could be shared with a wider audience and the discussions started in Kuala Lumpur should be continued and developed further for the benefit of all member economies.
