OnFriday(juryselectionday)whenItookoutmyflagandjustlaiditonthebenchitwasalltheyneededtogetmeoutofthereandfromputtingitoutinfrontof170(common)peopleonthelandandtellingthemyouarenowinaCivilcommonlawcourtroomundertheConstitutions.BecausethisflagisSuperior(trumps)anyotherinthisroom,andIamflyingitunderInternationalLaw.Theymusthaveofreadmypapers.
Nowtoswitchflagsinanothercourtroom,thusputtingthemrightbackundertheConstitutionsinthatCourtroomandhopedIwouldnotseeit.Iknewthenandtheretheywantmeoutofthebuilding.Yourcouldnothaveamantakealawfulflagofthecountryoutandthenwalkthetalkandtalkthewalkandfrontofthe170citizensoftheRepublicofMaineonthelandinKennebecCounty.Orworstyetdraghimoffortakedownhisflag
Theychangedtheflagintheothercourtroomandtheyputthemselvesrightbackundertheconstitutions.TheycanyellandscreamalltheywantbutIknewthereisnolawforhavingaunitedStatesofAmericaflagandnolawtoflyitwherenoneisflying.AndIhavefreedomofspeechandcanwalkthetalk,explainit.IamnotinaMilitarycourtroomyoucannotshutmeup.Thiswasanextremelydangeroussituationandtheyhadtogetmeoutofthere.It’stimetohavetheMilitarycomeandgettheirflags.ItstimetoasktheJudges/justicesjustwhatareyoudoingsettingupamilitaryenclaveintheRepublicofMainecollectingmoneyandputtingoutbondsandbuyingandsellingonwallstreet,chargingallkindsoffees,buildingallkindsoffunds(Retirements)andhaveremovedthepeoplesSecuredConstitutionalrightsfromthem.It’stimeforaresponsetothatLetterofMarqueandReprisal.ITISTIMEFORATEAPARTYINANDAROUNDTHECOURTHOUSESINAMERICA.

Theflag,whencarriedinaprocessionwithanotherflagor
flags,shouldbeeitheronthemarchingright;thatis,theflag's
ownright,or,ifthereisalineofotherflags,infrontofthe
centerofthatline.
(a)Theflagshouldnotbedisplayedonafloatinaparade
exceptfromastaff,orasprovidedinsubsection(i)ofthis
section.
(b)Theflagshouldnotbedrapedoverthehood,top,sides,or
backofavehicleorofarailroadtrainoraboat.Whentheflag
isdisplayedonamotorcar,thestaffshallbefixedfirmlytothe
chassisorclampedtotherightfender.
(c)Nootherflagorpennantshouldbeplacedaboveor,ifonthe
samelevel,totherightoftheflagoftheUnitedStatesof
America,exceptduringchurchservicesconductedbynavalchaplains
atsea,whenthechurchpennantmaybeflownabovetheflagduring
churchservicesforthepersonneloftheNavy.Nopersonshall
displaytheflagoftheUnitedNationsoranyothernationalor
internationalflagequal,above,orinapositionofsuperior

StatesattheheadquartersoftheUnitedNations.
(d)TheflagoftheUnitedStatesofAmerica,whenitis
displayedwithanotherflagagainstawallfromcrossedstaffs,
shouldbeontheright,theflag'sownright,anditsstaffshould
beinfrontofthestaffoftheotherflag.
(e)TheflagoftheUnitedStatesofAmericashouldbeatthe
centerandatthehighestpointofthegroupwhenanumberofflags
ofStatesorlocalitiesorpennantsofsocietiesaregroupedand
displayedfromstaffs.
(f)WhenflagsofStates,cities,orlocalities,orpennantsof
societiesareflownonthesamehalyardwiththeflagoftheUnited
States,thelattershouldalwaysbeatthepeak.Whentheflagsare
flownfromadjacentstaffs,theflagoftheUnitedStatesshouldbe
hoistedfirstandloweredlast.Nosuchflagorpennantmaybe
placedabovetheflagoftheUnitedStatesortotheUnitedStates
flag'sright.
(g)Whenflagsoftwoormorenationsaredisplayed,theyareto
beflownfromseparatestaffsofthesameheight.Theflagsshould
beofapproximatelyequalsize.Internationalusageforbidsthe
displayoftheflagofonenationabovethatofanothernationin
timeofpeace.
(h)WhentheflagoftheUnitedStatesisdisplayedfromastaff
projectinghorizontallyoratananglefromthewindowsill,
balcony,orfrontofabuilding,theunionoftheflagshouldbe
placedatthepeakofthestaffunlesstheflagisathalf-staff.
Whentheflagissuspendedoverasidewalkfromaropeextending
fromahousetoapoleattheedgeofthesidewalk,theflagshould
behoistedout,unionfirst,fromthebuilding.
(i)Whendisplayedeitherhorizontallyorverticallyagainsta
wall,theunionshouldbeuppermostandtotheflag'sownright,
thatis,totheobserver'sleft.Whendisplayedinawindow,the
flagshouldbedisplayedinthesameway,withtheunionorblue
fieldtotheleftoftheobserverinthestreet.
(j)Whentheflagisdisplayedoverthemiddleofthestreet,it
shouldbesuspendedverticallywiththeuniontothenorthinan
eastandweststreetortotheeastinanorthandsouthstreet.
(k)Whenusedonaspeaker'splatform,theflag,ifdisplayed
flat,shouldbedisplayedaboveandbehindthespeaker.When
displayedfromastaffinachurchorpublicauditorium,theflag
oftheUnitedStatesofAmericashouldholdthepositionof
superiorprominence,inadvanceoftheaudience,andinthe
positionofhonorattheclergyman'sorspeaker'srightashefaces
theaudience.Anyotherflagsodisplayedshouldbeplacedonthe
leftoftheclergymanorspeakerortotherightoftheaudience.
(l)Theflagshouldformadistinctivefeatureoftheceremonyof
unveilingastatueormonument,butitshouldneverbeusedasthe
coveringforthestatueormonument.
(m)Theflag,whenflownathalf-staff,shouldbefirsthoisted
tothepeakforaninstantandthenloweredtothehalf-staff
position.Theflagshouldbeagainraisedtothepeakbeforeitis
loweredfortheday.OnMemorialDaytheflagshouldbedisplayed
athalf-staffuntilnoononly,thenraisedtothetopofthestaff.
ByorderofthePresident,theflagshallbeflownathalf-staff
uponthedeathofprincipalfiguresoftheUnitedStatesGovernment
andtheGovernorofaState,territory,orpossession,asamarkof
respecttotheirmemory.Intheeventofthedeathofother
officialsorforeigndignitaries,theflagistobedisplayedat
half-staffaccordingtoPresidentialinstructionsororders,orin
accordancewithrecognizedcustomsorpracticesnotinconsistent
withlaw.Intheeventofthedeathofapresentorformerofficial
ofthegovernmentofanyState,territory,orpossessionofthe
UnitedStatesorthedeathofamemberoftheArmedForcesfromany
State,territory,orpossessionwhodieswhileservingonactive
duty,theGovernorofthatState,territory,orpossessionmay
proclaimthattheNationalflagshallbeflownathalf-staff,and
thesameauthorityisprovidedtotheMayoroftheDistrictof
Columbiawithrespecttopresentorformerofficialsofthe
DistrictofColumbiaandmembersoftheArmedForcesfromthe
DistrictofColumbia.WhentheGovernorofaState,territory,or
possession,ortheMayoroftheDistrictofColumbia,issuesa
proclamationundertheprecedingsentencethattheNationalflagbe
flownathalf-staffinthatState,territory,orpossessionorin
theDistrictofColumbiabecauseofthedeathofamemberofthe
ArmedForces,theNationalflagflownatanyFederalinstallation
orfacilityintheareacoveredbythatproclamationshallbeflown
athalf-staffconsistentwiththatproclamation.Theflagshallbe
flownathalf-staff30daysfromthedeathofthePresidentora
formerPresident;10daysfromthedayofdeathoftheVice
President,theChiefJusticeoraretiredChiefJusticeofthe
UnitedStates,ortheSpeakeroftheHouseofRepresentatives;from
thedayofdeathuntilintermentofanAssociateJusticeofthe
SupremeCourt,aSecretaryofanexecutiveormilitarydepartment,
aformerVicePresident,ortheGovernorofaState,territory,or
possession;andonthedayofdeathandthefollowingdayfora
MemberofCongress.Theflagshallbeflownathalf-staffonPeace
OfficersMemorialDay,unlessthatdayisalsoArmedForcesDay.As
usedinthissubsection-
(1)theterm"half-staff"meansthepositionoftheflagwhen
itisone-halfthedistancebetweenthetopandbottomofthe
staff;
(2)theterm"executiveormilitarydepartment"meansany
agencylistedundersections101and102oftitle5,United
StatesCode;and
(3)theterm"MemberofCongress"meansaSenator,a
Representative,aDelegate,ortheResidentCommissionerfrom
PuertoRico.
(n)Whentheflagisusedtocoveracasket,itshouldbeso
placedthattheunionisattheheadandovertheleftshoulder.
Theflagshouldnotbeloweredintothegraveorallowedtotouch
theground.
(o)Whentheflagissuspendedacrossacorridororlobbyina
buildingwithonlyonemainentrance,itshouldbesuspended
verticallywiththeunionoftheflagtotheobserver'sleftupon
entering.Ifthebuildinghasmorethanonemainentrance,theflag
shouldbesuspendedverticallynearthecenterofthecorridoror
lobbywiththeuniontothenorth,whenentrancesaretotheeast
andwestortotheeastwhenentrancesaretothenorthandsouth.
Ifthereareentrancesinmorethantwodirections,theunion
shouldbetotheeast.
