Rockwood Borough Council
October 18, 2016
The meeting of the Rockwood Borough Council was held on October 18, 2016 at 7:00 pm. Members present were Barry Atchison, Todd Berkey, Jean Atchison, Amy Jo Stout and Dave Weimer. Also present was Secretary Jill Shultz, Maintenance Supervisor Carl Jones, Mayor Betsy Con and Solicitor Bill Carroll.
The motion was made by Todd Berkey to approve the September 20, 2016 meeting minutes as presented with no corrections. Jean Atchison seconded the motion and the motion carried.
Public/Visitor Comments:
Clem Malot with PA Municipal Code Alliance was present to introduce himself. PA Municipal Code is replacing Bureau Veritas as the County Co-Op’s building code inspector. They can also provide services such as uniform construction code to basic code enforcement.
President Barry Atchison called for an executive session at 7:18 to discuss possible litigation and a matter of personnel issues which requires confidential treatment. Council resumed the regular council meeting at 7:55 pm with no action being taken.
Old Business:
A. Kevin Yoder with Appalachian Engineering Group was not present. Jill received an email from Kevin stating that he is preparing an email to Solicitor Carroll asking him to prepare a letter to CME requesting the documents required by FEMA. Kevin has not received the required information and CME is becoming less and less responsive and Kevin thinks this is the easy route to finalize this issue.
B. Mayor Betsy Conn reviewed the police report for the month of September.
1) Mayor Conn will see that Council gets an updated police inventory list and a list of items to be disposed of. Jill will send Betsy the link for record retention.
2) Mayor Conn will verify that Officer Loiodici dropped off the keys to the District Attorney.
C. Carl submitted his maintenance report Council to review.
1) The water tank inspection is scheduled for Thursday, October 27th
2) Water line flushing is scheduled for Thursday, October 20th beginning at 10:00 pm.
3) The grove has been winterized.
D. Carroll Law Office reviewed their items:
1) Bill stated that the deeds for the former Merchant Hotel Property and the adjoining property were finally delivered to Solicitor Carroll and he had them recorded. Jill will call Mosholder Insurance and have the two properties added to the liability insurance.
2) Solicitor Bill Carroll prepared a sample form of a right of way agreement for the Borough to use when needed. Bill will take a signed copy of the June King right of way agreement to the Recorder of Deeds office.
E. Since the budget figures were updated and the budget balanced, there is no need for an additional budget meeting. The motion was made by Dave Weimer to tentatively adopt the 2017 Budget with no tax increase. Amy Jo Stout seconded the motion and the motion carried. The motion was then made by Jean Atchison to advertise it in the Daily American. Todd Berkey seconded the motion and the motion carried.
F. Jill talked to Mark Lenhart with Miracle Steam Cleaning regarding the tile floor at the office. He does not do stripping & waxing of that type of tile. Todd Berkey stated that the prisoners could possibly do it. Todd will talk to Nate Kelly at the prison to see exactly what they would need to do it and get prices and we will then decide from there.
New Business:
A. Nicole Johnson’s three month probation was up on October 13, 2016. The motion was made by Jean Atchison to retain her as part time Treasurer with a three percent increase bringing her hourly rate to $9.53 an hour. Dave Weimer seconded the motion and the motion carried.

Water/Sewer: NONE
Finance: The motion was made by Dave Weimer to pay the bills. Jean Atchison seconded the motion and the motion carried. Todd Berkey abstained from payment of the Rock City Express bill.
Police: NONE
Streets/Alleys: NONE
Property/Flood: NONE
Building Committee: NONE
Personnel: NONE
Community Development: The Borough received a letter on behalf on the Light Up Night Committee asking for a donation. Council decided to wait until next month to see what the committee gets in before deciding how much to donate.
Dave Weimer made the motion to adjourn the meeting. Amy Jo Stout seconded the motion, all were in favor, the motion carried and the October 18, 2016 meeting was adjourned at 8:51 pm.
