19 December 2005 as circulated, copy annexed, conclusions were reached and are recorded below:

MINUTES

The minutes of the meeting held on 20 October 2005 were confirmed as a correct record.
Minute 4 Waste Electrical and Electronic Equipment Directive
In response to a Member’s question, Richard Brown reported that some further details of possible recompense arrangements had been released by Government. These were being examined by officers and he hoped to have a clearer idea of the position within the next few weeks.
Minute 6 (d) Regional survey of fly-tipping
In response to a Member’s question, Richard Brown reported that fly-tipping was considered last week at the Hertfordshire Rural Forum. As a result some practical proposals were being taken forward. Details would be circulated to Panel Members as soon as they were received. / Richard Brown

2. / ENVIROS CONSULTING LIMITED PRESENTATION ON NEW WASTE TECHNOLOGIES
The Panel received a presentation by John Lucas (assisted by Genevieve Smith) of Enviros Consulting Limited. Enviros is retained by the Department for Environment, Food and Rural Affairs (Defra) as part of the Waste Implementation Programme aimed at helping disposal authorities meet landfill reduction targets.
The presentation looked at how Hertfordshire could reduce the amount of waste going to landfill in order to meet statutory targets through treatment by various mechanical, biological and thermal means.
CDs of the relevant Defra publications were provided to Members of the Panel and further copies would be obtained for other members of the Council. Enviros would also supply a binder setting out information contained in the presentation for Panel Members.
In order for Members and senior officers to see waste management plants already in use in the UK and other European countries it was explained that the Government would support fact-finding trips which Enviros will arrange. The County Council would have to meet the cost of flights and accommodation and Defra and Enviros representatives would accompany members and officers on visits.
Conclusion
That a programme of possible site visit(s) to operational waste management plants be put together in liaison with Enviros for circulation to Panel Members. / Richard Brown

3. / WASTE MANAGEMENT STRATEGY REVIEW

The Panel considered a report on the Review of Hertfordshire’s Joint Waste Management and the latest timetable was circulated.
In response to a query from a Member, Richard Brown confirmed that the principal meetings of the Herts Waste Partnership were open to the public. Copies of meeting papers were circulated to Members of the Panel. He would arrange for details of the programme of meetings of the Partnership to be circulated. / Richard Brown
Conclusion
A further report of the Joint Waste Management Strategy Review would be considered at the next meeting of the Panel. / Richard Brown
4. / WASTE DEVELOPMENT FRAMEWORK

The Panel considered a report on the Hertfordshire Minerals and Waste Development Framework and an Appendix to that report which listed potential locations for waste management facilities in the County.
Members questioned the feasibility of some of the sites. Ray Greenall stressed that it was not a definitive list and that at this stage it was too early to be able to assess the suitability of all the sites that were listed. It was agreed that the Panel would consider the list again once the Waste Strategy review results were available.
Conclusion
That a presentation be made to the next meeting of the Panel mapping the location of the listed sites. / Richard Brown/ Ray

5. / INFORMATION REPORTS
(A) Household Waste Recycling Centre improvement

The Panel noted a report on progress with the development of Household Waste Recycling Centre Improvement programme.
In connection with St Albans HWRC Geoff Churchyard asked whether it would be possible to move the exit to the site further down the hill. Ray Greenall agreed to take this up with St Albans District council and report back to Geoff Churchard.
