/ n  Salvador is a Quantity Surveyor with over 10 years of experience in the construction industry in Qatar, UAE and the Philippines. Certified Construction Estimator of CIQS and Associate member of the RICS with a proven track record in cost and contract management services. n  Salvador is currently involved in delivering a multi-billion riyal major programme of infrastructure projects across Qatar for the Public Works Authority (PWA). Arcadis is appointed to undertake a QAR 500m Design Commission with site supervision commercial function of QAR 2bn+ construction value across 15 individual construction sites. Salvador’s role includes working closely with the project managers and designers manage the pre-contract procurement activities for key works contract packages and consistently ensuring the client’s objectives and exacting standards are met.
n  Prior to this, Salvador was part of the Programme Management team involved in the delivery of Sharq Crossing which comprises of three iconic over sea bridges interconnected with subsea tunnels, a major programme for the infrastructure projects of PWA. He is brought to the team as Contract Engineer with the specific role to assist in the procurement and preparation of contracts for all the consultancy and construction works packages consistently liaising with the client and key programme team members to ensure contractual requirements are achieved.

Duties and Responsibilities:

Working closely with the team of project managers and designers to manage the tender documentation of Public Works Authority’s (PWA) portfolio of local roads and drainage projects. Leading the team of estimators/quantity surveyors preparing bill of quantities utilising the CESMM3 standard method of measurement. Contract management of traditionally procured professional services and specialist services based on PWA’s Professional Services Agreement. Prepared procurement report in accordance with project specific requirements and managed the tendering process, including tender review and compilation of contract documentation. Involved in the development of Employer’s Requirements and reported directly to the Deputy Director of the Contracts & Procurement Department in all contractual matters. Led and managed internal team of QS responsible for the preparation of concept estimates, schematic estimates and cost plan to allow the scheme to develop and changed based upon client’s objectives. Ultimately, I assisted in forming the view on commercial deliverability and working with the Commercial Director developed the strategy for taking the scheme forward.
