1.INTRODUCTION TO THECOMMISSIONER’SCOMMUNITYACTION GRANT

1.1HardyalDhindsaisthePoliceandCrimeCommissionerforDerbyshire(the Commissioner)andhehaspublishedhisPoliceandCrimePlan.Toaidcommunitiesin deliveringhisprioritiesatalocallevel,anamountof£275,000hasbeensetasidein 2016-17forcommunitygroups,thirdsectorandnon-profitmakingorganisationstoapply forgrantfundingtoassisthiminreducingcrimeandanti-socialbehaviour,toprotect victims andvulnerablepeopleandsupport youngpeople.

1.2ApplicationsareinvitedforeitheraSmallGrant(upto£2,501)oraLargeGrant(whichis from£2,501to£25,000).

1.3Onlybysubmittingtherelevantgrantapplicationformcanyourorganisation beconsideredfor agrant. The form is available either online at ordirectlyfrom:

LargeGrants

1.4Therewillbeonegrantroundduring2016-17of£200,000forLargeGrants.Anyunspent balancemaybeavailableforasubsequent round,atthediscretionof the Commissioner.

1.5Applicationsareinvitednormallyuptoamaximumof£25,000.Grantsover£2,500will requireevidenceofactivityandachievementtobereportedtotheCommissionerduring theyear.

SmallGrants

1.6Applicationscanbemadeuptothreetimesperyear.Atotalof£75,000hasbeenset asideforgrantapplicationsupto£2,500.ThedeadlinedatesareavailableonthePCC website.Applicationsreceivedwillbefullyassessedandfinaldecisionswillbe communicatedwithinfourweeksofthespecifieddates.Applicationsreceivedafterthe deadlinedatewill beconsideredinthenext round.

1.7EachorganisationcanonlyreceivefundingforoneCommunityActionGrantproject (either largeorsmall)fromtheCommissionerinanyonegrantyear.Retrospective funding is notallowable.

1.8Successfulapplicantswillnormallyreceiveupto50%oftheawardedgrantonreceiptof thesignedGrantAgreement.Theremainderofthegrantwillbereleasedonreceiptof satisfactoryprogressreportsandproofofexpendituretowardsmeetingstatedoutcomes. Stagedpaymentsinlinewiththeprojectapplicationwillbediscussedwithsuccessful applicants.

1.9Applicationsshouldsetouttheneedforthefunding(evidence)inorderforthe project/activitytogoaheadas planned.

1.10ApplicantsareadvisedtoreviewthedetailedStandardGrantConditionsbefore submittinganapplicationtoensureyoucancomply.

2.PURPOSESAND USES OF THEGRANT

2.1 CommunityActionGrantswillprovidefundingtopromotepartnershipworkingwith theCommissionerandhelptodelivertheobjectivesofhisPolice Crime Plan. Theseobjectives are:

1.Workingtokeepthemostvulnerableinourcommunitiessafefromcrimeand harmandsupporting thosewhounfortunatelyfind themselves a victim of crime

2.Workingtoprovide strong and effective partnershipworking

3.Workingtotacklethe impact of drugs andalcoholoncommunities

4.Supportingthosewithmentalhealthissues,includingthosewithlearning difficulties,whocome into contactwiththeCriminalJusticeSystem, as victimor offender,to gettherightsupport,fromthe rightagencies attherighttime

5.Workingwith young people,asvictimsoroffenders,tounderstandtheirneedsand

preventthem becoming involved in criminalactivities

2.2Inadditiontotheseobjectives,theCommissionerwantsthisfundtosupportasmany smallercommunitybasedprojectsaspossible,particularlyprojectsthatarespecifically aimedatcrimeprevention,inpreventingdrugandalcohol relatedcrimeandanti- socialbehavior,andprojectsthatsupportvictimsandvulnerablepeople.

2.3Thepurposeofthisfundingisnottoshoreuporreplacemainstreamfunding.No additionalawardswillbemadetorecoverthecostofValueAddedTax(VAT),but grantfundingcanbeusedtocoverthecost of irrecoverableVAT.

2.4IftheorganisationinreceiptofthisgrantfailstocomplywithanyoftheStandard Conditionsortheofferletter,or commitsanybreachoffaithsuchasmisrepresentationorconcealmentofinformation,theCommissionermayrequirethe repaymentofallorpartofthegrantmoniespaid,asmaybedeterminedbythe Commissionerandnotifiedinwritingtothegrant recipient.

2.5Anygrantwhichisunspentattheendoftheawardperiodwillbecomerepayableto theCommissioner.

2.6Thefollowingtypes of expenditurearenoteligibleforgrant purposes:

•Contributions inkind

•Activities of apoliticalorexclusivelyreligious nature

•Depreciation,amortisationorimpairment of fixedassets

•VAT reclaimablefrom HM RevenueandCustoms

•Interest paymentsorservicechargepaymentsforfinanceleases

•Giftsotherthanpromotionalitemswithavalueofmorethan£10inayearto oneperson

•Entertaining

•Statutoryfines,criminalfinesorpenalties

•Paymentsthat supportactivityintendedtoinfluenceorattempt to influence Parliament, government orpolitical parties, orattemptingtoinfluencetheawarding or renewal ofcontractsandgrants, orattemptingtoinfluencelegislativeor regulatoryactionarenot allowedunderthis grant

Asacommitmenttopartnershipworking,theCommissionerhassecuredtheassistance of the SaferCommunities TaskingandAdvisoryGroup (SCTAG) of the Derbyshire

CountyCouncilandtheSaferCommunitiesGroup(SCG)ofDerbyCityCouncil.These bodieswillreviewalllargegrantapplicationsrelevanttotheiradministrativeareaandin somecircumstanceswill alsoreviewsmall grantapplications.Theywill make recommendationstotheCommissioner,whowillmakethedecisionwhetherornotan applicationhas beensuccessful.TheCommissioner’s decisionwillbefinal.

3.2Alldecisiontomakeawardswillbenotifiedtotheapplicantandpublishedontheofficial websiteofthePoliceandCrime Commissionerfor Derbyshire.

3.3Please note that the information provided by the applicant may be subject to a Freedom of Information request under the Freedom of Information Act 2000 (please see grant Standard conditions – para 29).

4.MONITORINGAND REPORTINGARRANGEMENTS–PROJECTSAND OUTCOMES

4.1Reportingarrangementsbytheorganisationwillbesetoutinthegrantoffer.Thiswill dependonthesizeofthegrantandthenatureofthesupportedactivity.Smallgrantswill havelessonerousrequirements,butstillhavetobeaccountablefortheuseofpublic money.

4.2Thereportsshouldprovideaninsightintotheextentofdeliveryofprojectsfundedunder this initiativeandwhethertheoutcomeshavebeenachieved.

4.3Thedetailsofthegrantschemeandgrantsawardedwillbereportedduringtheyearon theCommissioner’swebsite,includedintheCommissioner’sAnnualReport,andmaybe usedforpublicitypurposes.
