Summary of Meeting Minutes
Presiding Officer, Janet Suzanne Hall, called the meeting to order at 1:03pm.
Presiding Officer, Janet Suzanne Hall,moved to agenda item B.,Roll Call, Certification of Quorum, and Introductions. Board members Janet Suzanne Hall, Irma Gutierrez, Matilde Ladnier, Aida “Letty” Moreno-Brown, LeAnne Skinner, and Mary Kate “Suzy” Weems were present. Board Member Cynthia J. Comparin was absent. A quorum of the board was present.
Presiding Officer, Janet Suzanne Hall,moved to agenda item C., Approval of Minutes – Meeting of February 19, 2016. Board Member Irma Gutierrez, seconded by LeAnn Skinner,made a motion to approve the Minutes of February 19, 2016 with the correction of a typographical error. Motion passed by unanimous vote.
Presiding Officer, Janet Suzanne Hall, moved to agenda item D., Public Comment. There were no public comments. Ms. Hall read a letter provided byAngela Lemond, President of Texas Academy of Nutrition and Dietetics.
Presiding Officer, Janet Suzanne Hall,moved to agenda item E.,Staff Reports: George Ferrie, Director of Compliance provided the staff report for the Executive Office and introduced Commission Vice-Chair Tom Butler. Wendy Pellow, Assistant General Counsel, provided an update on the new rules at 16 Texas Administrative Code, Chapter 116, Dietitians, which were adopted by the Commission on April 13, 2016, with an effective date of October 1, 2016. Stephen Mills, Manager of the Health Professions Section of the Compliance Division, provided the Compliance Division report, introduced new employees Yvonne Feinleib and Katie Brice, and answered questions from the board. Mr. Mills also provided the staff report for DSHS under agenda item E.7. Ray Pizarro, Director of Education and Examination Division,provided the Education and Examination Division report. Directors for the Enforcement Division and the Licensing Division did not provide staff reports, but were available to answer questions from the Board.
Presiding Officer, Janet Suzanne Hall,moved to agenda item F., Discussion and possible action to recommend approval of the criminal conviction guidelines. Robert Rennich, Prosecutor, for the Enforcement Division provided the criminal conviction guidelines to the board members and answered questions from the board. Board Member, LeAnne Skinner, seconded by Susy Weems,made a motion to recommend approval of the criminal conviction guidelines as presented. Motion passed by unanimous vote.
Presiding Officer, Janet Suzanne Hall,moved to agenda item G., Update from workgroups and possible recommendations:
1. Enforcement workgroup to review and make recommendations regarding criminal conviction guidelines, the penalty matrix, other enforcement related matters and rules;
2.Licensing workgroup to review and make recommendations regarding licensing requirements and rules, inspections and compliance, and other administrative matters;
3.Education and Examination workgroup to review and make recommendations regarding education and examination, continuing education requirements, and rules; and
4.Standard of Care workgroup to review and make recommendations regarding standard of care matters and rules.
There were no updates from the workgroups.
Presiding Officer, Janet Suzanne Hall,moved to agenda item H. Recommendations for agenda items for nextBoardmeeting. The following items were recommended: staff reports and update from workgroups.
Presiding Officer, Janet Suzanne Hall,moved to agenda item I. Discussion of date, time, and location of nextBoard meeting. The next meeting was scheduled for Thursday, February 2, 2017 at 1:00 p.m.
Presiding Officer, Janet Suzanne Hall,moved to agenda item J. Adjournment. Board Member, Susy Weems, seconded by LeAnne Skinner,made a motion to adjourn the meeting at 1:58 p.m. Motion passed by unanimous vote. Meeting adjourned at 1:58 p.m.
