It was advised the footpath from Bishops Road on the A370 up to the Star is now far too narrow and needs to be cut. The Clerk was asked to inform North Somerset for them to address the issue.
Ian gave a brief update on The Lord Nelson and advised of the photo which was taken over the weekend and that it would be featuring in the Somerset Times and Mercury. He advised there has been a lot of coverage regarding the history of the pub and a lot of support. It came to light the following on from the war Leon Gosson frequently stayed at the Lord Nelson when he performed in the area.
Gill Guthrie at Historic England have advised they have completed their advice and the report is now with the head of listing for sign off, she advised them there is a degree of urgency. / AF

169/17 / Minutes of the meeting held on 8th August 2017
The minutes of the meeting held on 8th August 2017 were agreed as an accurate record and the master was then signed by the Chair.

170/17 / Clerks report
Payments and receipts- the payments approved by the Council have been made. The cheque received from the playing fields for the dog bin has been received and will be paid in, the 2nd half of the precept has also been paid but not on the current bank statement.
Risk Assessments- Jeff at North Somerset was contacted regarding the overgrown footpath 6-7 from the A370 to Warner close, chased on 18th July for an update, he advised he had visited the site and it was on the list to be sorted. Clerk has chased again 9-8-17. Jeff advised 16/8 this is the busiest time for these jobs to be done but it will be sorted as soon as possible.
Carwash- Clerk has written to the car wash in Cleeve asking them to stop leaving litter outside their perimeter and to use correct waste disposal units. Caroline has advised this has now improved.
All about Cleeve- to include: Drinking alcohol and broken glass in Millennium Gardens, Confirm Slow lines have been painted, put in dog bin decision? Should it also be mentioned about the agenda being taken down from the notice board? Put an update on the Lord Nelson?
Clerk has contacted the police regarding a van sleeping overnight in the Quarry carpark, however the police advised this is public land so nothing can be enforced.
The comments that were agreed with Hilary regarding the Lord Nelson Historic England application have been sent in.

The Clerk advised the chair of the Horticultural society that the council would like the bulbs planted.
Dog Bins
Clerk has emailed the village orderly for her suggestion of a physical location for the bin. Caroline’s response and suggestion has been attached.
Bristol Airport Master Plan consultation spring 2018
Clerk has sent Judith a letter in response as per agreement with Cllr Burn
North Somerset Local Plan 2018-2036
The Clerk edited the plan during the meeting and has made further adjustments as requested, this has now been submitted and receipt confirmed.
Correspondence:
The Clerk formally advised the Village Orderly that they passed the probation period and everyone is delighted with their wok.
New external auditors have been appointed and audit from 16/17 completed and sent back to us.
New electronic timesheet is in place for Caroline, the auditors and Cllr Burn have both confirmed it is fine to use.
A thank you letter has been sent to Mr Tucker of Cleeve Hall to thank him for clearing the brambles opposite his house.
The Clerk advised the police about the concerns arising from the temporary entertainment licence.
Clerk would like to request 1 week’s holiday commencing Monday 20th November.
Clerk would like to ask if June 2018 meeting could be earlier or later.
171/17 / District Councillor’s Report & Police Report
District Cllr Yamanaka advised the on the Licensing Hearing 4th Sept 2017 on Wrington Warren Temporary Event Notice Application
The TENs application was for temporary licensable activities, ie a private party for 500 people with a pay bar and a sound system from 6pm to midnight on 8th and 6pm to 6am on 9th/10th Sept.
Under Licensing law there is no public consultation for Temporary applications. Representations are only allowed from the statutory authorities eg police, environmental protection and residents are not allowed to speak at the hearing. Any representations from other parties cannot be considered.
The application was from George Cole of Arcadia Spectacular as a party for their workforce to be held in the paintball area of Wrington Warren. Arcadia creates pyrotechnic displays with music at festivals. George Cole and Shaun Davis (landowner) were present at the hearing, as were Andy James from the police and NSC legal, licensing and environmental protection officers and 3 residents.
The application was turned down in no uncertain terms. One feature of TENs applications is that no conditions can be applied to the event, unlike Premises License applications.
The environmental protection officer and police spoke against the application – not possible to regulate the noise, residents live about 250 metres away, no plans for traffic, access for emergency vehicles, toilets & other facilities, safeguarding policies for drugs & alcohol, no site meeting held beforehand with licensing & other authorities. The actual location of the party was not marked on the map.
The Police also said that the proximity of the airport meant that events of this type would need permission from the Civil Aviation Authority.
The applicant responded that they would apply again but would get the process right, possibly with a Premises License application. The Police pointed out that there had been a previous Premises License application that was turned down.

Cllr Stringer advised the rats have returned to The Lord Nelson, the Clerk was asked to inform Mr Tout.
172/17 / 116 Main Road: Noise complaint
The Clerk read the email sent in from the member of the public who advised about the motocross trail. The email advised that North Somerset are investigating the change of use of the field. North Somerset will be advising the owner that a planning application needs to be made.

Council advised they have no objections but request if it were to become a dwelling that parking must be accommodated within their boundary and not on the road. It was also noted that it is extremely dark there due to the trees and that the tree preservation orders should be retained.

175/17 / Consultations:
New Aviation Strategy for the UK
Cllr Burn is going to write the response for Cleeve and has proposed it is circulated to the Cllrs for approval before the deadline which is prior to the next meeting.
West of England Strategy Discussion Paper
Cllr Ashman said that rural industries and tourism were not even mentioned in the document despite the large contribution made by these industries to the West of England economy and that she would like this added. This was also pointed out by ALCA in their reply. Cllr Burn advised she has written as response which is to be circulated by Judith and that the Clerk will add Cleeve’s comments to it. Comments to be added are that:
· It needs to be kept rural this is important to maintain food security for future years.
· If congestion on the roads is to be sustainable then it needs to kept to public transport and rail rather than new roads through the countryside in order to achieve behavioral change.
· Housing needs to be near the source of employment thus the proposed new town at Sandford, Winscombe and Banwell in the Spatial Plan needs to be abandoned and placed nearer Bristol. This would then allow cycling, walking and public transport to be available. This would save the countryside and avoid heavy out lay on road infrastructure.
The strategy infers Bristol Airport is to expand again but the document does not say it is in the wrong location and has reached its spatial growth limits and carbon emission limits. / HB

176/17 / New Metal Gates for footpaths
The Clerk advised the Cllrs that she is in discussions with North Somerset and that they have started to contact the land owners. They will contact the Council soon with an approximate cost and timeframe.
177/17 / Review of Millennium Gardens – update
After reviewing the quotes via a spreadsheet, the Cllrs all agreed to use Glendale for the work with them completing both path ways. The plaque will be sourced from Earth Anchors and the trees purchased from Thornhayes. The Clerk will consolidate the quote and complete necessary paperwork to put it in to Bristol Airport for a grant from the Community Fund. / AF

Cllrs requested the Clerk contact North Somerset to enquire about a new bin to be placed on the corner of Bishops road. / AF
179/17 / Waiting restrictions
The Clerk is to write a letter of support and send it to the Highway Authority and send a copy to Pill Parish Council. / AF
180/17 / In Short- ALCA Clerk Course, CiLCA and Councillor training courses
The Clerk asked for the Council to support her attending a Basic Clerk training day for £60.00, all Cllrs agreed. The Clerk also asked if the Council would support her to study CiLCA, she is to find out full costs and if they pay to agree to stay with Cleeve Parish Council for a minimum of 2 years.
Clerk is to email Cllr Lister to see if she wishes to attend any Councillor training. / AF
181/17 / Risk Assessments
Cllr Stringer advised on 21 Bishops Road there is overhanging wood onto the footpath, it has been requested the Clerk writes asking if they could kindly move it.
Cllr Burn asked the Clerk to write a letter to Mr Harvey thanking him for cutting the grass on the triangle. / AF
182/17 / Report on meetings attended
Cllr Stringer attended the Village Management Committee meeting, there was nothing to report except their AGM is on the 8th November.
183/17 / Invitations to External Meetings:
SLCC Regional Training Seminar: 22nd November Holiday Inn, Filton, Bristol. None of the Cllrs are able to attend this meeting.
184/17 / Correspondence:
The Clerk read an email from North Somerset regarding The Old Stables and the shooting lodge, she has been asked to respond thanking them for all their work. The letter will say:
The Parish Council would like to thank you for all the work you have put in regarding the Old Stables and The Shooting Lodge. The Councillors appreciate all the time and effort you have invested and they concur with North Somerset that the height should be reduced to the ground floor in order that it does not compromise the openness of the green belt.
The annex as it stands with two storeys can be seen from Cleeve Court, a grade II listed building with a historic garden, Cleeve Quarry common land and several dwellings. The Parish Council looks forward to hearing how the building is going to be used and for enforcement to be carried out. Thank you again. / AF

The Council confirmed the date of the next meeting:
Council Meeting – 10th October 2017 at 7.30pm
Cllr Burn asked Vice Chair Cllr Ashman to chair the meeting as she is unable to attend.
Cllr burn gave 6 months’ notice as Chair of the Parish Council and advised she will be stepping down into a Councillor role after the meeting in March. Cllr Burn was thanked for all her work and commitment.
