W. J. “ Jerry” Holland writes on national defense issues with particular emphasis on command and control and communications, nuclear weapons policy and submarine warfare.

Graduating from the NavalAcademy in 1955, Admiral Holland he first served in the destroyer, USS Hailey. He then served in the submarines Darter, Scorpion, and Gato and ashore as the Engineer of the Naval Nuclear propulsion Prototype, Windsor, Connecticut. His commands includedUSS PINTADO, USS PLUNGER, Submarine Squadron ONE, Submarine Group FIVE and the SubmarineSchool, Ashore he served at the NavalAcademy where he was the Project Officer for the preparations for the admittance of women. As a Flag Officer he served on the CNO staff as Director of Nuclear Weapons and Deputy Director for Space, Command and Control as well as a tour as a Deputy Director for Operations, Joint Staff. He was a pioneer in the development of coordinated anti-submarine warfare and the original author of the Naval Warfare Publication, NWP-26, on that subject.

After retiring from the Navy, Admiral Holland served as President of the Educational Foundation of the Armed Forces Communications and Electronics Association (AFCEA) for eleven years. There he directed AFCEA's ProfessionalDevelopmentCenter sponsoring graduate level classified instruction in command and control as well as advanced technology and management of communications, intelligence, computers and information management.

Author of more than fifty essays, reviews and articles on wide range of military subjects, he is a frequent contributor to the U. S. Naval Institute PROCEEDINGS (prize winner in 1992, 1993,1999, 2001 and 2005) and the Submarine Review (Prize winner in 1991, 2001, 2002, 2003, 2005). His articles have also been published in the Naval War College Review, Arms Control Today, SIGNAL Magazine, and classified symposium proceedings published by Johns Hopkins Applied Physics Laboratory and Los Alamos National Laboratory. He is the Editor-in-Chief of the Naval Historical Foundation’s book, “The Navy”.

Admiral Holland graduated from the NavalAcademy and has a Masters degree from the John F. Kennedy School of Government, HarvardUniversity. He was the military member of the President’s Task Force on Training of the Work Force in America and served on the Board of Directors of the Naval Submarine League and the Armed Forces Communications and Electronics Association.He is currently the Vice President of the Naval Historical Foundation.
