Melinda Huebner is the Administrator in the office. Please feel free to call or drop in to the office for any information pertaining to licensing, permits, assessments and taxes. The Village website is kept up to date so please check it out on a regular basis to get any new information about our community.
If you are unable to come to the office during regular business hours please note our office door has a mail slot should you need to deliver your building permit or business permit applications or tax payments. A receipt will then be mailed to you for your personal records.
Annual Meeting
The annual meeting took place on May 27, 2017.
Some of the topics discussed were the boat dock/ launch permits, SaskEnergy, SAMA assessment appeal deadline, new mobile responsive website and the Lagoon Project.
Boat House/Launch Procedure
All Shoreline Development such as docks, lifts and shoreline stabilization require approval from Saskatchewan Environment. For an application, you can find it on the South Lake website www.southlakeresort.ca, come into the office or pick them up at the Saskatchewan Environment office located at 110 Ominica St W.
PLEASE NOTE: ONLY ONE BOATHOUSE/LAUNCH LOCATION PER HOUSEHOLD. ALL RESIDENTS OF THE RESORT VILLAGE ARE REQUIRED TO PLACE A SIGN ON THEIR BOATHOUSES, DOCKS AND/OR LIFTS FACING THE LAKE CONTAINING THEIR NAME AND LAKE ADDRESS.
Building and Demolition Permits
Building permits are still required before starting any new construction, alteration, addition or repair, including the addition of decks, sheds, alteration to landscaping, holding and water tanks. Once approved, a permit will be issued for a fee and is valid for 1 year from date of approval.
Please note that Council must also approve all excavation and demolition projects through an Application for a Permit to Move or Demolish a Building and the Excavation Permit.

Garbage and Recycling
Loraas Disposal continues to handle our garbage bins. Residents are asked to please keep the community clean by making use of our bins. The containers are emptied weekly in the summer months from May to September and monthly for the winter months from October to April.
There is now a recycling bin available and Council urges you to recycle as much as possible. Here is a list of recyclable items:
Paper & Cardboard
Flattened corrugated cardboard and paperboard (empty cereal boxes, empty detergent boxes, empty tissue boxes)
Newspaper, flyers, inserts, junk mail, and envelopes
Magazines, catalogues, telephone books, paperback books, hardcover books with covers and spine removed

Business Licence
Any businesses contracted to do work in the Village must hold a current business licence. If you hire a contractor, please advise them to contact the office to obtain an Application for a Business Licence. The Village may require the general contractor of the project to provide a list of sub trades for the project and the total business licence fee will be payable by the general contractor. Licences are valid until December 31st of the year they were issued and the cost is $100.00 annually. A fine may be applied if a business does not obtain a licence to work in the Resort Village of South Lake.
Buffalo Pound Community Council
The Buffalo Pound Community Council is a group of communities around Buffalo Pound Lake in South Central Saskatchewan who saw a need to create consistency and unity in planning and municipal services for the small lake communities. The BPCC is comprised of the Resort Village of North Grove, Resort Village of South Lake, Resort Village of Sun Valley, Hamlet of Parkview, RM of Dufferin, Town of Tuxford and the Rural Municipality of Marquis.
Annual Barbeque
Once again, your Council is pleased to host a Village BBQ. It will take place on Monday, September 4 at noon at Loney’s Point. We will also celebrate Canada’s 150 at this time with a special cake and free Canada 150 pins. Join us as we celebrate and honour our community and its residents.
SaskEnergy Update
It has come to our attention that SaskEnergy will NOT be installing any new gas connections on the south side of Buffalo Pound Lake until a new extension on the current project is accepted. For this to move forward, we need to compile a list of people who might be interested in a gas connection within the next 5 to 10 years. They will then be able to come up with an approximate price. Please note that this does not obligate you to purchase it when it is does come available.

Tax Information
With the circulation of misinformation within the Village and surrounding area within the last month, we need to provide the facts regarding the 2017 property taxes for the Resort Village of South Lake.
1. The new property valuation reassessments, the provincial taxable assessment and the education mill rate are all set by a provincial agency (SAMA), the provincial government and the local school division. The Village has NO input in this process.
2. The education mill rate for 2016 was 5.03; 2017 mill rate is 4.12.
3. All property taxes ARE NOT increasing 23%. This information is INCORRECT.
4. As of January 1, 2017 the provincial government increased the taxable assessment value from 70% to 80%.
5. SAMA has reassessed all properties in Saskatchewan. All property owners had the right to file an appeal of their property assessments based on the notice received in April. The deadline was June 1, 2017 as set by SAMA. Very few appeals were filed but the majority of the ones that were filed have been successful. A revaluation year will occur again in 2021.
6. Due to the new information received from the Water Security Agency in regards to land spreading for sewage haulers and the extension of their current ‘Waste Management Plan’, Council has set the mill rate for 2017 at 5.3 which was 7 in 2016. Some residents will see a decrease in their taxes due to the lower mill rate, some may stay the same and others will see an increase due to the SAMA reassessment.
The following is a quote from Kelly Neuert with the Water Security Agency:
“I encourage the council of the Resort Village of South Lake and other municipalities in the area to continue in the recent efforts to develop an approved wastewater disposal facility.”
7. We will still be offering a 15% discount on the municipal portion of your taxes if they are paid by September 30, 2017. This discount option has actually been removed by many Villages, Towns, and Rural Municipalities.
8. The base tax increased from $125.00 to $175.00 to cover the huge increase in the Village’s fire retainer as set by the City of Moose Jaw phased in over the last 3 years. If the Village does not pay for this, a fire truck would not go to South Lake if a 9-1-1 call was made.
9. The full financial statement is always available to ratepayers in the office, as it has been in previous years. The new website is up to date with meeting minutes to view after they have been adopted and approved at the following month’s council meeting.
