The Eleventh (11th) Concept for NA Service establishes the sole absolute priority for the use of NA funds, “to carry the message”. The Twelve (12) Concepts give the ARANA (American River Area Narcotics Anonymous) a mandate from groups that call for total financial accountability, with this in mind; any misuse of funds by ASC (Area Service Committee) Trusted Servants cannot be tolerated.
A.
Should any ARANA participants, administrative committee member, sub-committee member, be found to have misappropriated or misused ARANA funds, the presiding officer of the ARANA, immediately upon calling the meeting to order must fully disclose the alleged misuse of and the individual(s) involved. Any member accused of misuse of funds may exercise their Tenth (10th) Concept right to redress at this time.
1.  ARANA Action:
The ASC, once informed of the alleged misuse of funds, may remove the individual(s) involved “with cause” by a simple majority vote. Should the ASC remove the member with cause, said individual(s) participation within the ARANA ASC is immediately terminated. Additionally, any member removed by ARANA ASC for misappropriation of funds may not hold an elected seat on the ASC or its sub-committees, until such time as the matter at hand is resolved to the satisfaction of the ARANA A.S.C..
2.  Restitution:
Individual(s) removed for misappropriation of funds are expected to make full restitution of all ARANA funds. Full restitution is to be completed within a period of two (2) years of the offense. Should a member determined by the A.S.C to have misused funds fail to make full restitution, said member may be subject to civil or criminal action as determined by the ARANA Administrative Service Committee to recover the funds.
3.  Criminal Action:
The Administrative Service Committee may refer the matter to criminal investigations at its discretion, or as directed by the A.S.C. service body. / Tabled until May

2. Restitution:

Liaison Position
Motion to create a liaison position between ARANA & SACFNA.

Requirements:
1.  It is suggested that this person be elected from active members of the ASC. It is suggested that this person have a strong commitment to service, willingness & resources to do the job, & a working knowledge of the 12 steps, 12 Traditions, & 12 concepts of service.
2.  A minimum of 2 years clean time.
Duties:
1. To attend the ARANA ASC, the SACFNA ASC, & the ARANA agenda meeting.
2. To carry the group conscience of the ARANA ASC to the SACFNA ASC.
3. To bring back information from the SACFNA ASC & to write a report for ARANA ASC. / Tabled for 60 days, discussion in May, voted on in June.

IX. OPEN FORUM

1)  Local guide to service - elections. Rotation of service, no more than two consecutive terms of service. Get the feeling the H & I subcommittee wants to be autonomous. H & I chair has served many consecutive terms. Don’t like that subcommittee chairs leave before meeting over.

2)  Wants direction regarding PI umbrella services.

3)  Concerns about the new area and the politics and the manipulation and I have a hard time being non-judgmental. We spend more time talking about the new area. When a new area is formed, they don’t go to another area for help - they go to region. That’s what region is for. The H&I can is very divisive - it’s not a subcommittee’s responsibility to raise funds; it’s our job to fund the subcommittee.

4)  How the meeting is being run. I feel like the first Friday every month I am being held hostage and I don’t think it’s fair to be treated that way. I’m just trying to figure out how to not have that feeling of dread every month. A lot of groups are without an alternate GSR and I have a hard time trying to get someone to fill that position at my group.

5)  Internal strife cripples our fellowship. When all those motions were going on, I got confused and when I asked for clarification I felt like I did something bad.

6)  Suggest that a weekly meeting about service start. Have a concept study or have a subcommittee chair come in or Roberts Rules of order study.
