PRELIMINARY views on wrc-15 agenda items 1.1
Agenda item 1.1: “to consider additional spectrum allocations to the mobile service on a primary basis and identification of additional frequency bands for International Mobile Telecommunications (IMT) and related regulatory provisions, to facilitate the development of terrestrial mobile broadband applications, in accordance with Resolution 233 (WRC-12);”
1. Background
Since WRC-07, the demand for mobile broadband applications has been rapidly growing. According to Resolution 233 (WRC12), adequate and timely availability of spectrum with appropriate regulatory provisions as well as improved technologies are essential to support the future growth of IMT and other mobile broadband systems. Harmonized frequency bands worldwide and frequency arrangements for these systems are highly desirable in order to facilitate global roaming and the benefits of economies of scale.
Agenda Item 1.1 invites administrations to identify frequency bands for IMT system in order to meet the future demand of spectrum of future mobile broadband usage. A large number of bands have been proposed as potential candidate frequency bands for IMT and other terrestrial mobile broadband applications. It is difficult to find clean bands for IMT nowadays. Great efforts, regionally and globally, are needed to identify feasible bands.
To satisfy the Agenda Item 1.1, according to the JTG 4-5-6-7 Chairman’s report, the following methods are considered to satisfy this agenda item:
Method A – No change.
Method B – Make an allocation to the mobile service on a primary basis (either by new allocation or upgrade of an existing secondary allocation) with a view to facilitate the development of terrestrial mobile broadband applications.
Method B1 – Make an allocation to the mobile service on a primary basis in the Table of Frequency Allocations.
Method B2 - Make an allocation to the mobile service on a primary basis in a footnote.
Method C - To identify the frequency band for IMT either in a new or existing footnote.
2. Discussion
The future spectrum demand varies according to countries’ view. The estimations differ greatly, from around 1 GHz up to around 2 GHz total bandwidth. Though model refinements are under discussion, it is a general belief that we need more spectrum to accommodate future mobile traffic growth.
The suitable frequency list for terrestrial mobile system is now extended to very high bands, higher than 6 GHz. However, the demand of those bands is not very strong in developing countries. Developing countries, especially ones with moderate population density, have high demand for coverage bands. Therefore, with limited resource and time, coverage bands options should be disscussed adequately.
3. Preliminary View
Working Party 4A had emphasis that the situation today is almost identical to the situation in the period when the previous studies were conducted in the bands of 3400-4200MHz and 4500-4800MHz. Therefore, Vietnam is of the view that there is no need to re-study these bands.
In Viet Nam, the band 470-694 MHz has been decided for broadcasting services. Therefore it is infeasible to allocate for mobile service.
