RECONVENE OF AUGUST 1, 2006 COUNCIL MEETING

AUGUST 7, 2006 @ BIDDEFORD MUNICIPAL AIRPORT

Mayor Nutting called the meeting to order at 5:30 p.m.

Roll Call: John McCurry, Jr., Matthew Hight, Susan Deschambault, Albert Grover,

Rick Laverriere, Michael Ready, George Lamontagne, Kenneth Farley

Phillippe Dumont was excused.

The City Council took a tour of the Airport before considering Order 2006.61.

Order of the Day:

2006.61 IN BOARD OF CITY COUNCIL… AUGUST 1, 2006

BE IT ORDERED, that the City Council authorizes the City Manager to approve and sign the grant offer for a Federal Aviation Administration Grant under the Airport Improvement Program (AIP) namely, “Vegetation obstruction, removal and permitting, Phase I.” The FAA (Federal Aviation Administration) offers and agrees to pay 95% of such costs.

NOTE: The maximum obligation of the United States payable under this offer shall be $178,600.

Motion by Councilor Laverriere, seconded by Councilor Ready to remove the order from the table.

Vote: Unanimous.

Motion by Councilor Farley, seconded by Councilor Laverriere to suspend the rules to allow for additional public discussion on this order.

Vote: Unanimous.

Motion by Councilor McCurry, seconded by Councilor Farley to grant the order.

Motion by Councilor Laverriere, seconded by Councilor Hight to amend the order to specify that the Granite Street side shall maintain the existing tree line.

Vote: 2/6; Councilors Laverriere and Hight in favor.

Councilors McCurry, Deschambault, Grover, Ready, Lamontagne and Ready opposed.

Motion fails.

Motion by Councilor Lamontagne, seconded by Councilor Grover to table the order and send to the Airport Commission for further review and for recommendations.

Vote: 2/6; Councilors Lamontagne and Grover in favor.

Councilors McCurry, Hight, Deschambault, Laverriere, Ready and Farley opposed.

Motion fails.

Vote on order, as presented: 4/4; Councilors McCurry, Ready, Deschambault and Farley in favor.

Councilors Laverriere, Lamontagne, Grover and Hight opposed.

Mayor Nutting broke the tie by voting in favor of the order.

Motion by Councilor Farley, seconded by Councilor Lamontagne to adjourn.

Vote: Unanimous. Time: 8:12 p.m.
