TOR of Civil Engineer for appraisal and monitoring of small scale community infra projects

  1. Scop of work

PAF supports the development of various types of infrastructure related activities that are implemented by community Organizations in the LLG (Local Level Government). In this backdrop support for various infrastructure sub projects that have been demanded by community Organizations of various LLG.

The scope of work is to monitor infrastructure subprojects being implemented by the COs to ensure that PAF process has been compiled and quality work has been done and to ensure that the work will be completed within the time.

  1. Specific Task of the Consultant.

(i) Monitoring

To meet the objective of the assignment, the scope of the assignment includes, inter alia, the following:

  • To assess the existing situation of infrastructure sub-projects implemented by COsand facilitated by POs.
  • Check the effectiveness of PO's technical service.
  • To check whether different structures are constructed as per approved design, drawings, and specification and assess the construction quality of different structures.
  • Identify the problems faced by each stakeholder in fulfilling their roles in the implementation of the sub-project.
  • To assess whether record keeping of different construction materials labors used and expenditure incurred etc. aremaintained and check the component wise variation between estimated and actual quantity of materials & labor.
  • Check the procurement process & variation in rates of materials.
  • To find out the extent of linkages with Local government (DDC/VDC) and other institutions/stakeholders during and after sub-project implementation.
  • To determine the community contribution process and cross subsidy made in cash or kind by community or other agencies.
  • To check whether drawings are prepared as per built sub-project with different structures.
  • Assess the status of the physical facilities whether they are in operational stage.
  • Assess the preparation and implementation of O/M norms and process adopted by community .(about Tariff collection for O/M and status of O/M fund /Village Maintenance worker etc)
  • Ascertain the effectiveness of relationship between POs and communities in meeting the project objectives; are the POs are still maintaining relationship with community?
  • Determine the impact on the quality of life of the community due to such interventions including the impact on the community capacity to manage the sub-projects and able to implement other such projects in future

(ii)Reporting

  • Consultant will report in prescribed format (available from CINFRA) to the concerned PM and PAF Secretariat Community Infrastructure Division Chief responsible for technical design and implementation of infrastructure sub-projects.
  • Submission of minutes of interaction with concerned community and photographs of pertinent sites of sub-projects
  • Photographs of interaction meeting with CO, various structures etc.
  1. Qualification and Requirement
  • Minimum Bachelors degree in Civil Engineering
  • Master degree will be preferred
  • At least 2 years of relevant working experience in civil engineering of community infrastructure preferably in field of poverty alleviation (Rural roads, Foot Bridge, Buildings, Water supply and sanitation, Micro hydro and irrigation)
  • Relevant training in designing software and experience in appraisal and monitoring of community infrastructure sub projects preferred.
  • Committed towards frequent field visit for monitoring of community infrastructure sub projects mostly in remote places
  • Past experience in similar work will be added benefits
  • Able to move to site on short notice.
  1. Payment:

Payment will be made as per PAF norms

Note: This is not a full time Job and will be contracted as per demand basis.
