Public Participation
· Representative from Southport Food Bank requested if they could use Community Centre in January and February. They are to send clerk proposals to be included as an agenda item for next meeting
· Street lighting in Hesketh Avenue said to be not good enough. Clerk to liaise with LCC (lights) and WLBC (pavement) for improvements
· At the same time clerk to enquire as to who is responsible for playgrounds, multi-use games areas, and lighting within main park area
· Parking at St Stephens needs addressing. Chair advised would not have been a problem but for someone at the club – see 111/13 and 112/13 below
· Potholes outside leisure centre – will be resolved when they obtain planning permission

No amendments were considered necessary. Minutes from meeting of 8 October 2013 signed off
106/13 Police Report
· Inspector Shorrock was in attendance
· PCSO Neil Cronshaw also in attendance
· General discussion ensued when various matters were raised
· Main topic was lack of visible policing in the area
· Responses surrounded about hands are tied by effect of cost cuts (£63m achieved so far)
· Policing in accordance with risk and threat
· High risk area given proximity to adjoining territories and guarding ‘Red Route’ (A59 corridor)
· Positive response
· She is to provide hints for inclusion in our newsletter
· Also agreed that she would re-visit our May 2014 meeting
· Clerk to diarise agenda item for April 2014 meeting to collate questions for her in May
107/13 Clerk’s progress report on decisions taken at last meeting.
· The Clerk reported that he had had a conversation with Ian Bond at WLBC who will liaise with us when pavement repairs are undertaken on Spid site
· Information obtained in respect of War Memorial and conveyed accordingly

· Electrics at Aveling Avenue needed urgent attention and dealt with

St Stephens car park could be suitable use – see Minute 112/13 below
112/13 To consider and discuss car park at St Stephens
· Discussed utilising S 106 monies to help improve village amenities
· St Stephens car park possibility
· Would involve granting lease in favour of Parish Council, say, 10 years
· Peppercorn rent
· Need to involve adjoining owner
· Need quotes for repairs
· To be taken forward by club and retain agenda item for next meeting
· Possibly form a working group of Councillors to take matters forward
113/13 To review finances as at end September (half yearly analysis undertaken)
· Mainly maintenance of grounds, which are over budget
· Clerk to undertake analysis of expenditure and report back at next meeting
· Clerk also to check Minutes for allocation of budget for Christmas tree purchase
114/13 To review Capital Funding position in respect of Banks Park Play Area and Banks Community Centre Car Park
· Banks Park Play Area completed and clerk to advise WLBC accordingly
· Community Centre Car Park no progress as yet but awaiting further developments

Clerk advised Councillors that there would be an agenda item for next month in respect of Budgets for 2014/15

c) Community Centre- Possible utilisation by Sub Post Master via Outreach Service – to be taken forward by Cllr Blane. Also aware that Dawn Cannon could nbe involved if Food Bank operated from Community Centre

· CCTV being held up by electric company
· Co-op car park complaint – clerk to write to Co-op to find out reasons why services not installed to get rid of water
