St. Louis County's Leadership in the
North East Minnesota Enforcement and Safety Information System (NEMESIS)
Recognized for its Innovation
The Hubert H. Humphrey Institute's Public and Nonprofit Leadership Center (PNLC) in collaboration with the Association of Minnesota Counties, the League of Minnesota Cities, and the Minnesota School Boards Association has announced that the St. Louis County Sheriff's Office, on behalf of NEMESIS, has been recognized as a recipient of their annual Local Government Innovation (LGI) Award. This awards program recognizes outstanding cities, counties, and schools that have used inventive practices to improve local services. The LGI awards ceremony will take place on Monday, April 21, 2008 at the Humphrey Institute in Minneapolis.
NEMESIS components consist of: 911 Computer Aided Dispatch System, Law Enforcement Information Management System, Jail & Offender Management System and Prosecution Management System.
NEMESIS was recognized because it is a functional model for public safety agency cooperation and exhibits an optimal use of technology in a shared environment. NEMESIS provides the technology and training for regional public safety agencies to track information regarding people, incidents and cases throughout the criminal justice system. It connects local and statewide criminal and court systems to strengthen public safety in Minnesota.
According to St. Louis County Board Chair, Mike Forsman, "NEMESIS created a public safety and criminal justice infrastructure that crosses all boundaries and jurisdictions and optimizes our ability to protect the public."
Today NEMESIS has 41 public safety agencies participating across a six-county region of northeast Minnesota. "We're looking to continually enhance NEMESIS in a cost effective manner to improve public safety in our region" said Sheriff Ross Litman.

Tips and Tricks
Reverse Phone Number Lookup in SHIELD
If you have a phone number and would like to see if it belongs to someone who has been entered in association with a case in SHIELD - the answer is just a click away.
On the Person/Entity Search window, down towards the bottom left corner of the page is the Phone Number field. Type in the phone number with area code (you do not have to type in dashes or parentheses - just the numbers will do) and press the F8 key or the red checkmark on the toolbar to execute your search.
Any person who has ever had that phone number recorded in SHIELD will appear on the person results tab. To see what date the phone number was recorded with the person, you could do one of two things:
- With the person selected, click the Profile tab. Observe the Current and Historical Blocks - the phone number and date that number was updated will appear on the right side of the screen. If more than one person matched in the person results tab, you can click on the up/down arrow buttons on the right side of the person block on this profile screen to toggle through the other matching persons without jumping back and forth between tabs.
- From the search results tab, select the person, then click the View button at the bottom right-hand corner of the screen. This will bring you to a read only view of the Person/Entity Master record - and this screen should have all of the historical addresses, phone numbers, and up to date information for the person that you have selected. To get back to the search results to view another person's information, exit the Person/Entity screen by using Ctrl+Q or clicking on the red X in the right hand corner.
