CH / General / All / Te / We are of the opinion that this document as presented is a GENERIC standard.
As such, even noting and recognizing the high expertise of the content, it should NOT be developed as a separate standard by an IEC TC.
IEC should restrict its standardization work in Risk Management to SECTOR-SPECIFIC applications of the GENERIC standard developed by others.
The GENERIC International standard 31010 should be developed under the auspices of the ISO/TMB/WG which is presently developing the GENERIC risk management standard ISO 31000.
This will ensure the congruency of all relevant GENERIC RM information provided to users. / Develop the standard as a lower level document to ISO 31000.
Do this in a new ISO/TC for GENERIC risk management, rather than in a sector-specific IEC Committee.
This can be done by elevating the present ISO/TMB/WG/RM to a normal ISO/TC, assigning to it all GENERIC risk management standardization work.
CH / Title / All / Te / Because of its GENERIC and non-sectorial nature, the proposed International Standard 31010 should be integrated into ISO 31000 as an ANNEX
(or alternatively)
It should be made part of a GENERIC series of ISO risk management standards ISO 31000ff.. / If it is the intention is to provide GENERIC, NON-SECTORIAL guidance on risk assessment, revise the title to read as follows:
“ANNEX nn TO ISO 31000 FOR GENERIC GUIDANCE FOR RISK ASSESSMENT.”
and incorporate it in ISO 31000

If, however, the intention is in fact to produce a SECTORIAL standard for users of IEC standards, it should be revised and presented as such. / If it is the intention is to provide NON-GENERIC, SECTORIAL guidance on risk assessment, revise the “Scope” to read as follows:
“THIS DOCUMENT PROVIDES SECTORIAL GUIDANCE ON RISK ASSESSMENT FOR THE SECTORS COVERED BY IEC.”
and revise the content accordingly.
