GENERAL INFORMATION FOR ALL PARTICIPANTS

Cole Challenge Cup Tournament

The Cole Challenge Cup is designed to give bowlers with a disability of any average to compete on a level playing field through it being contested on a handicap basis, and consists of teams of Eight (8) bowlers with
Five (5) on the lanes at any one time.

Open (Scratch) State Teams Challenge

The Open (Scratch) State Teams Challenge is designed to determine the best team of bowlers with a disability from each of the represented areas. This event is contested on a scratch basis, and consists of teams of Eight (8) bowlers, withFive (5)on the lanes at any one time.

Cost of the Selection Trial

The cost for participating in the selection trial will be$60. This consists of a $20 Nomination Fee and $40 Bowling Fee. This fee must accompany a completed valid nomination form.

The National Tenpin Bowling Championships for people with a disability

The National Tenpin Bowling Championships for people with a disability is a unified championship run by the Australian Disabilities Tenpin Inc. in conjunction with TBA to provide an inclusive championship that any eligible person with a disability can compete with others that have an interest in Tenpin Bowling. The Cole Challenge Team and the Open (scratch) State Challenge Teams are for bowlers with a disability and are held in conjunction with the National Tenpin Bowling Championships for people with a disability and all bowlers are will be required to complete an “All Events” entry at the Championships.The bowler is responsible for ensuring that they do have an “All Events” in the 2016 Nationals.

2016 National Tenpin Bowling Championship for people with a disability will be conducted at the Oz Tenpin Bowl in Epping Victoria between 8th to the 18th of June 2016. The State Team Event will be held on Wednesday, 15th June 2016. This is for the Open and Cole Cup Teams.

ELIGIBILITY (General)
Participants in each event must meet the following minimum requirements in addition to the specific requirements for each event. All participants must;

A TBA member with a disability.

TBA defines a bowler with a disability as a person who suffers from a condition that has limitation, restriction or impairment that restricts everyday activity. The condition is permanent. It should be noted that degree or degrees of pain are not considered disability.

To prove a disability, a bowler needs to provide one of the following types of evidence, if requested:

  • Valid Disability Support Pension Card (DSP);
  • Recipient of the Child Disability Allowance;
  • Classification Card issued by TBAL, Deaf Sports Australia, Blind Sports Australia, Wheelchair Sports Australia or AUSRAPID (or state affiliated organisation);
  • Letter from a medical or educational professional:
  • Physiotherapist or Occupational Therapist;
  • Principal of Primary, Secondary or Tertiary Education Organisation;
  • Psychologist;
  • General Medical Practitioner;
  • Audiologist; or
  • Ophthalmologist;
  • Visual evidence in the case of short statured or participants that are amputees. An amputee at the site of a major joint, including the loss of a foot or both feet, an arm or both arms.

Each bowler must be able to provide evidence of their disability at any time during the Tournament if requested.

Any bowler who is unsure of their eligibility to compete should apply to the Tournament Committee for final ruling. Bowlers may be asked to provide written medical information. It is the bowler’s responsibility to ensure evidence in support of their disability can be produced. Failure to produce acceptable evidence may result in disqualification with further participation in the tournament not permitted.

ELIGIBILITY (Open (Scratch) State Team Challenge)

In addition to the General eligibility above, nominees for the Open (Scratch) State Team must;

  1. have an entering average equal to or greater than 140

MULTIPLE NOMINATIONS

Bowlers may nominate for more than one team, subject to their eligibility. Such bowlers are required to only pay the nomination feeonce. When nominated for more than one team,a nominee’s score will be automatically included towards all nominated teams as appropriate.

SELECTION OF TEAMS

The appropriate number of bowlers will be selected from the accepted eligible nominations received for each team, according to the final ranking of the bowlers total scores after the bowling of 6 games (for the Open Team – Scratch, Cole Cup Team – With Handicap)regardless of grade or gender, with the higher ranked bowlers offered places in the teams until filled.

The games will be in two set of 3 games in teams of up to 5 bowlers (depending on the number of nominations). A lunch break will be taken.

In the event of a tie for the final automatic place in any team, a further One (1) game will be played by each bowler involved in the tie, with the higher game being awarded the place in question. This process will be repeated as necessary.

DRAFTING of PLAYERS

The ACTTBA and the IDTBACT reserves the right to apply for additional players to cover any shortfall in any of the teams as required. Such a shortfall may be through a depleted or under-skilled pool of nominees, or any other reason.

PLAYING RULES

1.GENERAL PLAYING RULES

All TBAL Rules and regulations will apply to this Selection Trial.

2.ATTIRE

Bowlers must wear neat acceptable attire. The wearing of Jeans, track pants, shorts, tank tops, hats, torn clothing or shirts with offensive wording or inappropriate images that may offend others will not be accepted.

3.DISPUTES

Any protests, disputes or complaints arising during the Selection Tournament must be lodged with the Tournament Director within fifteen (15) minutes of the alleged infringement, and confirmed in writing within fortyeight (48) hours. Disputes will be adjudicated by the Tournament Director, and at least one other available ACT Tenpin Bowling Association committee member. Their decision will be final.

4. SMOKING

Smoking by competitors is prohibited from the commencement of warm-up through to the completion of the days play on each day of the Selection Trials.

5.SELECTION TRIALS

Teams will be selected from the results of State Championships, and no Selection Trials will be held.

6.PROVISIONAL TEAM

At the conclusion of the Selection Trials, the teams which are declared will be considered provisional, subject to the bowler remaining financial in accordance with the details included in this form. Failure to remain financial may result in automatic disqualification from the team and replacement by the highest available reserve.

  1. TEAM ADMINISTRATION

A Manager and Coach may be appointed by the ACT Tenpin Bowling Association for each team. The Coach and Team Manager will be responsible for the daytoday management of the final team, including the scheduling and running of all training sessions.

  1. NOMINATIONS

Nominations for all teams will close at the same time, as per the time and date specified on the Nomination Form which accompanies this document. Nominations received via post will be cleared from the post office box at the specified closing time, and the ACTTBA will not be held responsible for any delays in delivery by the postal services. Nominations must include the appropriate nomination fee to be accepted. The nomination fee is not refundable.

The ACTTBA reserves the right to not accept a nomination, if the association is able to provide good and sufficient reason. Any bowler whose nomination is refused has the right of appeal to the full board of the ACTTBA.

9.REFUNDS

Refunds of the Bowling Fee will only be considered in extreme cases. Any refund will be in the form of games not bowled (at cost). Requests for refunds must be submitted in writing within seven days of the absence and be accompanied by supporting documentation (e.g. medical certificate).

10.TEAM VACANCIES

If a vacancy in any team occurs for any reason the vacancy will be filled by the next available reserve named at the conclusion of the selection trials.

  1. ACCOMMODATION

Accommodation will be organised in conjunction with the respective team managers. Team members will be required to stay in team accommodation for periods specified by the team management.

12.COSTS OF COMPETING

Each member of each team is required to pay a number of costs to cover transportation, accommodation, and competition costs. These costs may vary between teams, but will be required to be paid for each team a bowler participates in. A schedule of these costs is attached at the end of this document. Bowlers requiring an exemption or modification to the schedule must make written application to the Association at least Fourteen (14) days prior to the due date specified. Such applications will be assessed on a case-by-case basis and should not be considered automatic.

13.FUND RAISING ACTIVITIES

(a)In the period leading up to the events, all bowlers who are selected for the Teams will be able to participate in fund raising activities to offset the cost of the Teams. It is hoped that the bulk of the expenses will be paid through fund raising and sponsors, however some expenses may be incurred.

(b)Any such expenses will be required to be paid three (3) weeks prior to departure or that person/s WILL BE replaced by the first available reserve.

(c)Any fundraising money raised will be distributed to team members based on their participation in fundraising activities.

(d)No nominee may attempt to raise funds on an individual basis using the names ACT State Tenpin Bowling Association, ACT State Representative Team, ACT Cole Cup Team,ACT Open State Challenge Team, ACT Presidents Shield Team, ACT Bowling, ACT Rachuig Team, ACT Seniors Team etc., without the written permission of the Association. If nominees wish to raise funds separately to the organised fund raising activities, written application should be made to the Committee Chairperson detailing the proposed activity. All applications will be considered on their merits.

(e)Individual sponsorships are permitted but the name of the sponsor must be provided to the Committee as soon as possible after the sponsorship has been arranged. Advertising of sponsors on Team uniforms will only be permitted with the approval of the Committee.

(f)Suggestions for any fund raising activities would be most welcome.

14.TEAM SESSIONS

Team members will be required to attend all Team sessions prior to the Tournament. Failure to attend the training sessions may be cause for immediate disqualification and replacement from the team.

15.NATIONALS ENTRIES

It is the responsibility of the bowler to ensure that they have individual entries through their club or individually that will qualify them to complete an “All Events” Entry (1 Singles, 1 Doubles, 1 Teams) at the 2016 Nationals.Team members will be required to be available on Tuesday, 14 June 2016 to participate in 2 teams events which will be organised by the Disabilities Team Co-ordinator. These squads are being used to help finalise the team line up for the event on the next day. Bowlers must not have any other events on this day.

16.TEAMS DINNER

On Tuesday, 14 June 2016, both teams will have a dinner together at a venue to be selected. The dinner is mandatory and transport to and from the dinner will be arranged.

17.TRANSPORT AND ACCOMMODATION

It is the responsibility of the bowler to organise their own transport to and from the bowl on the day of the State Team Challenge Events, Wednesday 15 June 2016. They are also responsible for their own transport and accommodation during the 2016 Nationals.

18.SPECIAL NOTE

A total ban will be enforced on alcohol consumption during each day's play for the Selection Trials and the Trophy Events at the National Championships.

CODE OF CONDUCT

These Rules of Conduct will apply to all ACTTBA Tournaments and are to be read in conjunction with TBA Rules and Regulations.

  1. Bowlers must conduct themselves in a sportsperson like manner whilst competing or whilst in the tournament Centre. Un-sportsperson like conduct will not be tolerated and may lead to the bowler/bowlers being disqualified.
  2. COACHES are permitted to coach at all times, but must not move into the player’s area or hold up play. Coaches may stand directly behind the player’s area for bowlers to approach them or be called to them, but this must not take up time that will interrupt play. The player may be disqualified if this happens.
  3. Food and drink is not permitted in the player’s area and if player’s leave to have drinks or food, this must also not hold up play.

CARD SYSTEM

A penalty card system will apply to this tournament. Tournament Officials have the authority to issue official warnings and/or cards for any breach of the Code of Conduct. If, in the opinion of a Tournament Official, an incident is considered to be a very serious breach of the code, then that person may issue either Red Card immediately, without having to first issue an official warning or Yellow Card.

INFRACTIONS

The actions that a card may be issued for include, but are not limited to the following:

  1. EQUIPMENT ABUSE
  2. PHYSICAL ABUSE
  3. VERBAL ABUSE
  4. OBSCENE GESTURES and/or LANGUAGE
  5. CONSUMPTION OF ALCOHOL
  6. CONTRAVENING THE TBA ANTI DOPING POLICY
  7. CONTRAVENING THE TBA CODE OF ETHICS
  8. UNFAIR ADVANTAGE BY:

a)Deliberate Foul

b)Use of Abrasives

c)Sledging

d)Any form of cheating

  1. FAILURE TO FOLLOW TOURNAMENT OFFICIALS DIRECTIVES

PROCEDURE AND PENALTIES

These rules will be implemented by the offender being given an official verbal warning or being shown either a Yellow, or Red Card at the time of the alleged infraction, with the following results:

First Infraction: The offender will be given an official verbal warning.

Second Infraction:A YELLOW CARD will be shown.

Third Infraction:A RED CARD will be shown.

The penalty for a third infraction is:

i) For a competitor:

Disqualification for the remainder of the Tournament, or that session of League bowling, and a possible suspension from future TBA competitions. The League or Tournament committee must convene at a convenient time within 24 hours of the RED CARD being shown to discuss the need for further action to be taken under Chapter 5.

ii)For an Office Bearer:

Immediate removal from the position held. The Organisational Body that the officer is associated with must convene a hearing as soon as possible following the infraction to investigate the infraction and discuss the need for further action to be taken.

iii)For a Team Official (Coach, Manager etc.):

Immediate removal from the position held. The Organisational Body that the officer is associated with must convene a hearing as soon as possible following the infraction to investigate the infraction and discuss the need for further action to be taken.

iv)For a TBA Registered Bowler not involved in the event:

The Association/Registered bowling centre that the person is registered with will be advised of the infraction and they must convene a hearing as soon as possible following that advice to investigate the infraction and discuss the need for further action to be taken.

v)For a non TBA person:

Centre Management and/or Tournament Officials should ask the offenders to leave the location. If the person refuses, put the matter into the hands of the Police and ask them to remove the offender.

In each of the clauses shown above, a detailed report will be submitted to TBA CEO. TBA reserves the right to carry out its own investigation and impose any penalty deemed necessary in addition to any Centre or Association penalties imposed.

COSTS OF TEAM PARTICIPATION

Bowlers are expected to be able to pay the costs of competing, at specified instalments. All fundraising and grants received for the benefit of team members will be passed on, and the bowlers’ overall bills reduced.

In addition, the bowlers will need to attend all scheduled training (1 x January, 1 x February, 2 x March, 2 x April, 3 x May, 1 x June – Dates to be advised). Each training session will be $25.00. If a bowler fails to attend a scheduled trainingthey will be required to pay $10.00 for each training session missed.

The Treasurer, in co-ordination with the team management, will issue final amount invoices prior to the end of April for all team members.
