PART 750.A - GENERAL

750.A01 GENERAL

This specification details the standards of performance required for routine maintenance of road pavements, roadsides and structures. It also details inspection, emergency response and record requirements.

Unless otherwise specified, all works shall be part of the Contract lump sum. The Contractor shall supply all materials and plant required under the Contract. Materials shall meet the requirements of the relevant VicRoads Standard Specifications.

This section cross-references Sections 407,708, 709, 710, 714, 721, 811, 812, and 853, which are included in this contract.

750.A02 SCOPE OF WORKS

(a) The Contractor shall unless otherwise specified inspect, maintain and report on each pavement, roadside and structure infrastructure feature to the specified Intervention Criteria for the specified functional requirements.

(b) The Contractor shall unless otherwise specified provide an emergency response capability to assist with emergency incidents on the road network.

(c) Routine Maintenance Strategy

The Contractor shall implement an appropriate maintenance strategy, incorporating inspections, programming and work activities of both a pro-active and reactive nature to:

(i) ensure public safety;

(ii) meet the intervention criteria to minimise the rate of deterioration of the infrastructure;

(iii) sustain the functional requirements of each infrastructure feature; and

(iv) recognise and respond to the requirements of road users.


750.A03 DEFINITIONS

The following definitions shall apply:

(a) Clear Zone

An area constructed and/or landscaped in the road reserve to provide an additional recovery area for vehicles that leave the sealed carriageway at normal highway speed.

(b) Critical Location

A location where the road alignment and/or pavement width and/or geometry are identified by additional markings or furniture to guide the travelling public (cars, trucks, motorcycles, bicycles, and pedestrians).

(c) Defect

The visible or measurable evidence of failure or other undesirable condition.

(d) Failed pavement

Failed pavement is defined as:

• deformation greater than 25 mm in depth, measured with a 1.2 m straightedge transverse, or a 3 m straightedge longitudinal and where one or more of the following defects exist -

a. cracking greater than 50% of the area as defined in RM114(c) "Crocodile Cracking";

b. cracking greater than 5 lineal metres per square metre of pavement as defined in RM113 Crack Sealing;

c potholing as defined in RM111 Pothole Patching;

d shoving;

e. pumping of pavement material;

f. delamination;

g. corrugations;

• pavement that is unstable or visually moving under traffic;

• potholes that have been repaired more than twice.

(e) Flushed/Bleeding Surface

Where there is surplus binder on the road surface which is slippery in wet or frosty weather or becomes soft in hot weather.

(f) Functional Requirements of Maintenance

The functional requirements of each infrastructure feature are detailed in Table750.A051.

(g) Hazard

An event, condition or substance which has the potential to cause harm to the health and safety of persons.

(h) Infrastructure Feature

A functional grouping of Standard Jobs which describes a particular feature of the road infrastructure, refer Table750.A041.

(i) Intervention Criteria

The condition level at which a defect is recorded and either rectified or scheduled for rectification within a given response time.


(j) Litter/Debris

Any cardboard, paper, refuse, rubbish, glass, metal, hypodermic needle, rubber, tyre, vehicle part, dirt, waste matter, dead animals, vegetative matter or anything of a like nature greater than 75mm and anything likely to cause damage to vehicles or otherwise be a hazard to the public or is visually intrusive.

(k) Non-road Infrastructure

Infrastructure in, on, under or over a road which is not road infrastructure, e.g. utilities.

(l) Rural Area

In relation to an Arterial Road, an area that is not an Urban Area.

(m) Other Paved Areas

Any paved areas other than the through carriageways and may include footpaths, medians and traffic islands. Paving may include, but not be limited to concrete, brick paving or asphalt surfacing.

(n) Pavement

Any area of the road formation that includes a sealed surface, unsealed surface, shoulder and drainage.

(o) Response Code

A code, designated by a letter from ‘A’ to ‘E’, that indicates the control mechanism and response time for responding to a particular hazard on particular road.

(p) Response Time

The maximum time to respond to a defect, based on consideration of the defect type, risk and severity, as detailed in Table750.EO23.

(q) Road Asset System

Database used by VicRoads to store and access inventory and condition information related to pavements, surfaces and structures.

(r) Road Infrastructure

(i) The infrastructure which forms part of a roadway, pathway or shoulder, including:

• structures forming part of the roadway, pathway or shoulder

• materials from which a roadway, pathway or shoulder is made

• the drainage system;

(ii) The infrastructure which facilitates the operation of the road e.g. traffic control signs, road embankments.

(s) Road Maintenance Category (RMC)

The nominated road maintenance category for each road determined according to an assessment of risk, taking into account factors such as road classification, road type and volume and type of traffic. Designated by a number from ‘1’to‘6’ and published in the VicRoads Register of Public Roads and the VicRoads Road Management Plan.

(t) Road Number

The identification number of the infrastructure as provided by the Superintendent e.g.Princes Highway2510.


(u) Roadside

Any area within the road reserve other than the pavement e.g. median, grassland.

(v) Road Reserve

All of the land that is within the boundaries of a declared road.

(w) Roadway

The area of the road that is used for the driving or riding of vehicles (including bicycles) but does not include driveways or other private access roads from adjoining land.

(x) Road User

Road users include cyclists, drivers of vehicles, passengers in vehicles, pedestrians using the road or road workers.

(y) Routine Maintenance

The regular program of activities including, but not limited to, inspections, repairs, works and associated reports designed to address the requirements of Clause750.A02(c).

(z) Safety Sign

A road sign that provides the driver with advice about the safe use of a road.

(aa) Standard Job

Description of activity to restore and/or repair a component of an infrastructure feature element to a defect-free condition. A list of Standard Jobs is detailed in Table750.A041.

(ab) Structure

A bridge, culvert or sign gantry or other designated structure, which has usually been assigned an asset structure number under VicRoads’ Bridge Management System.

(ac) VicRoads Traffic Management Centre (TMC)

The VicRoads Traffic Management Centre, which can be contacted 24hours a day on:

(ad) Unit of Work

Base unit of measurement of a standard job.

(ae) Urban Area

In relation to an Arterial Road, an area in which:

• a speed limit of 60 kilometres per hour or less applies not being a speed limit which applies only because of a temporary reason such as roadworks or a street event; or

• there are buildings on land next to the road, or there is street lighting, at intervals not exceeding 100 metres for-

a distance of at least 500 metres; or

if the length of the road is less than 500 metres, over the length of the road.

(af) Weekday

As per ‘business day’ defined in Part 2: Supplementary General Conditions of Contract.

750.A05 FUNCTIONAL REQUIREMENTS

Provide safe travel, aesthetically pleasing roadside and minimise pollution potential.
Electrical Hardware:
Provide prompt reporting of damage or failure to electrical infrastructures.
Structure Maintenance

Provide accurate and timely reporting of bridge infrastructure conditions.
Emergency Response
RM814 / Emergency Works and Services / Provide 24 hour capability to address public safety as a result of emergency incidents including flooding, fires, storms, landslips and traffic crashes.


750.A06 FAILURE TO COMPLY WITH SPECIFIED STANDARDS AND PROGRAM OF WORKS

Where in the Superintendent’s opinion, reasonably held, the Contractor fails to satisfy one or more of the following requirements:

(a) undertake and complete works in accordance with the specified requirement or standards; or

(b) record or provide the information specified; or

(c) adequately complete Safety Inspections in accordance with Clause750.E02 of the Contract; or

(d) adequately complete Monthly Works Program and Defect Inspections in accordance with Clause750.E03 or Clause750.E04.

The Superintendent will, at his discretion either:

• deduct from the monthly claim, the value of the uncompleted works, as determined by the Superintendent using the rates tendered in Schedule2;

• utilise other Contractors/resources to carry out these works with the actual cost of doing so (including VicRoads administration) being deducted from the Contractors monthly payment; or

• deduct 10% of the monthly claim amount for the road/s affected in accordance with the rate/s tendered in Schedule1; or

where deductions have occurred on any three (3) occasions within any twelve (12) month period, this may be considered to be a default in performance by the Contractor to which Clause44.1 of the General Conditions of Contract may be applied.

750.A07 INFORMATION TO BE PROVIDED BY SUPERINTENDENT

The Superintendent will provide to the Contractor, where available and when requested by the Contractor, the following information:

• Road Number of the roads under the Contract (reference Clause750.A03(s))

• Asset Structure Number (reference Clause750.A03(y))

• Roadside Management Plans and Fire Prevention Plans where required (reference Clause750.C01(a))

• documented weed or pest plant management plans (reference Clause750.C02(d))

• list of stack sites to be kept free of noxious and other weeds (reference Clause750.C02(d))

• locations where litter is to be removed by other persons (reference Clause750.C04)

• list of privately funded Service and Tourist Signs (reference Clause750.C07)

• list of other structures to be inspected (reference Clause750.D03)

• copy of relevant VicRoads Emergency Management Plan documentation (reference Clause750.F02)

• data on pavement condition and surface condition from Road Asset System (reference Clause750.B01)

• the location referencing system to be used for the Contract
