MARS HILL UNIVERSITY PARKING AND VEHICLE SAFETY REGULATIONS 2017-2018

Mars Hill University has direct interest in controlling parking and driver behaviors on the Mars Hill University campus. Parking is limited on the campus, and consequently requires rules and regulations designed to allow operations to continue with as little disruption as possible. It should be noted that parking is a privilege on MHU campus, not a right. Therefore vehicles that do not adhere to this parking structure are subject to removal and temporary or permanent banning. Unlawful and unsafe driving actions such as reckless driving, driving impaired, speeding, or other unsafe actions may result in vehicle privilege revocation. If a vehicle parking privilege is revoked, there will be no refund of the permit cost. MHU Security will work closely with the Mars Hill Police Department to prosecute illegal and unsafe motor vehicle driver behaviors.

MHU is primarily a pedestrian campus, with every building easily accessible by foot. Students are encouraged to safely and legally park and walk, only using the car when necessary to travel off campus.

Permit Decal Registration Information

  • All students, employees and visitors must register their vehicle with Mars Hill University Security.
  • Temporary parking permits will be available from the office of Campus Security, Security officer on duty, parking enforcement officer on duty, Student life, Admissions, or other identified offices on campus.
  • You must register any vehicle you have at MHU through an online process with Rydin PermitExpress. The link location will be on My MHU, the MHU homepage, and the Safety and Security page.
  • All parking permit charges are paid online. There is no option for charging it to your account or paying by any other method. Obtain a prepaid card if you don’t have access to a credit card. Again this is the only available option.
  • All residents must pick up the MHU Parking Permit or complete a waiver during check in.
  • Registration for vehicles for 2017-2018 academic year is $175.00. There is no option for paying by semester…whether in August or January, the cost will be the same.
  • All commuters will be required to register a vehicle on campus and pay the $175.00 registration fee.
  • Permits must be displayed outside on the back window glass, left lower corner. Permit must be firmly affixed to the outside of the vehicle. Any other location is a violation and the permit must be replaced at the cost of $10.00.
  • If the vehicle registered is a soft top convertible with a small collapsible window, security may on a case by case basis allow the decal to be affixed to a different location at the at the direction of the Chief of Security or Director.
  • Motorcycles and scooters are also vehicles and must be registered. The sticker must be affixed to the front fork or front portion of the scooter. Any questions should be referred to the Security Chief or Director.
  • Student permits are a one use safety configuration. Permit decals may not be shared from car to car.
  • Replacement of lost or damaged sticker will be $10.00.
  • If the student requests a move that requires parking in another reserved lot, the new permit must be paid for by the student at a cost of $10.00. If the move is at the request of the University, there will be no charge for a new permit decal.

Where Do I Park?

  • New parking regulations are in place for the 2017-2018 academic year. Students must park in the lots designated for their corresponding residence hall with no exceptions.
  • All vehicles on campus will be subject to the same rules. Not registering a vehicle will result in the same citations, booting and towing procedure.
  • Parking lots are designated by color, and marked with signs clearly visible at the entrance of the lots.

  • Commuter students and authorized visitors are allowed to park in the following locations: 1) Lot located at Park Drive and Cascade St (NC 213)

2)Upper Nash off Dormitory Drive(No overnight parking allowed)

3)Gravel lot located on Bailey St. beside the Baptist Church

(No overnight parking allowed)

  • All commuter and visitor lots will be monitored for unauthorized vehicles and cited accordingly.
  • Overflow parking is located on Dormitory Drive and Joe Anderson Drive, accessible by driving up the hill above Myers Dormitory. This over flow parking will be marked with a sign and does not include the parking lots of Turner, Brown, Gibson and Laurel.
  • No student vehicles are allowed in Faculty/Staff marked spaces or lots between the hours of 6 am to 6 pm. After 6pm and until 6am students may use F/S marked spaces. After 6am all student vehicles must be removed from F/S reserved parking or the vehicle is subject to a violation. Faculty staff lots are marked by signs or by green paint on the parking area.
  • Handicap parking spaces are reserved for state issued handicap placards marked vehicles or MHU issued temporary medical condition permit. Any student needing such temporary accommodation are to report to the Infirmary for examination by the school nursing staff, who will provide a form documenting the duration of the condition. That form is to be brought to the office of Safety and Security where a medical parking permit will be issued. Improper parking in a Handicapped space will result in $150.00 fine and potential immediate towing. No vehicle will be booted in a handicapped space.
  • Fire lanes are marked by a sign or red paint on the curb or asphalt. Unless you are a fire truck or emergency vehicle you may NOT park in fire lanes. Parking in a fire lane will result in a $150.00 citation and the vehicle towed. No vehicle will be booted in a fire lane.
  • New parking spaces are designated on Edna/Stroup/Huffman hill that reduced the number of overnight parking, while increasing unloading parking spaces and handicapped spaces. All reserved spaces are marked and improper parking in such spaces are subject to citation, booting and potential towing.
  • 10 or 15 minute parking spaces are located at various locations throughout campus. Any vehicle remaining overnight in a 10 or 15 minute spot is subject to all sanctions up to and including towing. Overnight in this context is defined as two hours or more. These spaces are reserved for very short term use for loading and unloading.

Violations, Fines, Booting, and Towing

  • This cost point will be for the remainder of the university career of the student, even if they change vehicles.
  • Second or subsequent violations for failure to register subject the student to refusal to allow that particular vehicle to be registered on campus unless all backlog fines are paid in full. If a vehicle is parked on campus after being rejected, it is subject to immediate towing.
  • When discovered that a student has attempted to subvert the registration requirement for a vehicle, this is a violation of student conduct rules and subject to university disciplinary procedures.
  • Handicap and Fire Lane violations are subject to immediate towing.
  • MHU WILL BE booting and towing vehicles that have excessive fines accrued. Excessive fines are defined as $185.00 or more outstanding or unpaid.
  • Once a vehicle is booted, there will be a $50.00 fine to remove the boot, plus the cost of the violation.
  • If a booted vehicle is not secured by the owner within 48 hours it will be towed.
  • If a vehicle immobilization device or boot is removed, damaged or stolen, the vehicle owner will be held responsible. This will be investigated as criminal vandalism or larceny.
  • Towed vehicles will be removed to Auto Mart Towing, about a mile from campus. To recover a towed car, an additional towing fee of $175.00 with a $35.00 daily storage fee will be due to that business, NOT the University.
  • If your vehicle is towed, the student loses the privilege of a vehicle on campus for the remainder of that semester without refund.

Appeals Procedure

  • An email notice will be sent to each registered address when a citation is issued notifying them of the violation, location, procedure to pay for the citation online, and informal appeals procedure.
  • All appeals must be made within 10 calendar days of receipt. Any appeal past that point will not be heard.
  • Informal appeals may be made directly from the website listed in the email.
  • Informal appeal will be reviewed by Safety and Security supervisory staff.
  • Notice will be made back within 72 hours of the decision.
  • If the appeal is not granted, within 5 calendar days of notice students may file a formal written appeal by coming to the office of Safety and Security and filling out the appeals form. The appeals form will also be available online on the MHU website/Safety and Security. Any appeal past that point will not be heard.
  • Appeal board will meet once monthly or more often as needed.
