POLICYSTATEMENT:TemporaryApproval as Administrator

606 CMR 7.09(5) All educators mustpossess the qualificationsrequired fortheir positions inaccordance with EEC regulations.

LeadTeachersandDirectorIcertifiedstaffthatarelackingasinglecollegecourseoramaximumofsixmonthsexperiencemaybeapprovedtoserveasDirectorIorDirectorII,respectively,foramaximumof3consecutivesemesterswhilecompletingtheeducationorexperiencerequiredforpermanentcertification.LeadTeachersandDirectorsseeking toserveasDirectorIorDirectorIImustsubmittotheDepartmentawrittenrequestfortemporaryapprovaland a plan forappropriate supervision duringtheperiod oftemporaryapproval.

QualificationsofSupervisor/Consultant

ALeadTeacherapplyingfortemporaryapprovaltoserveasaDirectorImustbesupervisedbyorconsultwithaDirectorIorDirectorIIqualifiedpersonwhilecompletingtheeducationalrequirements.

ADirectorIapplyingfortemporarycertificationasaDirectorIImustbesupervisedbyorconsultwith a DirectorII qualifiedpersonwhilecompletingtheeducational requirements.

Hours ofSupervision/ConsultationRequired

Aminimum of3 hourson-site supervision/consultationper week is required for applicants in:

• Programswith a licensedcapacityof14-26 children

Aminimum of4 hours of on-site supervision/consultationper week is required for applicants in:

• Fulldayprogramswith a licensed capacityof27-39 children

Aminimum of5 hours of on-site supervision/consultationper week is required for applicants in:

• Programswith a licensedcapacityoffortyormore children

Responsibilities ofthe Supervisor/Consultant

Thesupervisor/consultantmustkeepalogatthecenterstatingthedateandtimeofthemeetingandasummaryoftheissuesaddressed,(i.e.curriculumdevelopment,teaching,observation,supervisoryskills,administrativeskills,discipline,etc.)Thislogmustbekeptcurrentandbeavailable forthe EECLicensor’sreview.

Limits on Capacity During Temporary Approval

Duringthetimethatthetemporaryadministrativeapprovalisineffectthecenterwillnotbegrantedacapacityincreaseandmaynotaddprogramcomponents(suchasinfantortoddlercare)unless the new component has a separate, properlyqualifiedadministrator.

Procedure for ReviewingRequests for TemporaryCertification

• TheLeadTeacherorDirectorIcertifiedpersonwillsubmitawrittenrequestanda planfor supervision/consultation to the EECLicensingSpecialist.
• TheEECLicensingSpecialistwillsubmitapriorityqualificationrequesttotheEECProfessionalQualificationUnit.
• IftheProfessionalQualificationUnitapprovestheapplicant’squalificationsasappropriatefortemporaryapproval,andtheLicensingSpecialistapprovestheproposedsupervision/consultationplan,theprogramwillbenotifiedinwritingoftheapproval.Iftheapproval is grantedat thetimeoflicenserenewal, thetemporaryapprovalwill be noted on the licenserecommendationform.
